One of the ten playable schools in Blue Archive. It is the general policing force in Kivotos. They are noted to posses advanced equipment and reasonable firepower, but are also infamous for their slow reaction times in responding to armed crimes—namely, the Security Bureau. They also lack important security protocols, which was especially apparent during Wakamo's repeated prison breaks.

The school serves under the General Student Council's Defence Office.

The following tropes serve these policegirls in keeping the peace:

  • Dirty Cop: It's revealed during V4C1 that there are other officers besides Kanna (until she did a Heel–Face Turn in Volume F) who are corrupt enough to make deals under the table with the likes of Kaiser. At least most other students in lower positions are clean.
  • Good Is Dumb: Both side and main stories have shown that while Valkyrie may have a few Dirty Cops, it is also home to some of the most supportive and well intention students who just want to do good. However, many of them are also pretty dumb. They do incredibly silly things such as leaving the password to their files written on a paper just next to the computer. Nevertheless, for all their flaws, it's clear that many of them just want to do the right thing. Such as them disobeying protocol in order to help Kanna and SRT in volume F in order to defeat Kaiser and save the GSC, even after knowing that there would be consequences.
  • Police Are Useless: Played straight at first, but gets subverted as time goes on. The first time we see them in a major story role is when they go up against an infamous anarchist during an event, then a spec ops team in Volume 4. In both times, we see they're just plain, ordinary police, not SWAT's equivalent or anything grand meant to take on such threats... although they have faults that really should have been covered up long ago, like leaving the password to a locked door on a sticky note anyone can read. It's only in side and relationship stories that they do just fine as ordinary policegirls (sans a couple incidents). This eventually becomes a justified trope as it is later revealed that Kaya was working to sabotage them, from slashing their budget to stripping them of even the most basic equipment and training, and leave them helpless while FOX Squad commits crime behind the scenes. Her actions also led to Valkyrie's reputation constantly being dragged down in the eyes of the public while trying to promote Kaiser Security, all for the transfer of power to Kaiser. Later on, they undergo a heavy Redemption Promotion arc; when they finally decide to stop working for Kaya and fight back against her and Kaiser's tyrannical reign, their competency skyrockets, and results in them helping to save the day on more than one occasion.
    • During Schale's Happy Valentine Patrol, none of Valkyrie's best resources and plans stopped Wakamo's repeated prison breaks that they get made fun of by other schools once they hear about it. When the other schools decide to help them, they often criticize them for their lax methods and underwhelming security. And then the other schools also fail to stop her even when they join forces and have to issue a letter of apology by the end of it.
    • Their initial attempts to arrest the RABBIT Squad at the start of Volume 4 don't go well at all, with Valkyrie having lost so many of their assault team to failed assaults that, by the time Sensei shows up to take charge and turns the situation around, all Kanna can spare them are Kirino, Fubuki and a handful of grunts. This is deconstructed later on; Kanna is well aware of how painfully underequipped Valkyrie is to handle larger-scale threats to public safety, like renegade SRT graduates or members of the Seven Prisoners like Wakamo, and her mounting frustration at the tech and training gap drives her to make a deal with Kaiser Corporation, essentially putting Valkyrie in their pocket in exchange for their weapons giving the academy even one advantage back over their enemies.
    • In the Final Volume, it gets finally averted when Kanna, Kirino, and Fubuki rescue the kidnapped Sensei. Later on, other Valkyrie students fight along with RABBIT Squad to recapture Schale HQ. And in the following act, they serve as the defense force when the GSC crew comes under attack.
    • In V4C2, they arrive just in the nick of time once again to help SRT stop Kaiser and the FOX Squad when they try to detonate a small nuke in the middle of a town. Their competency this time round is through the roof. Despite having nothing but obsolete equipment, they were able to run circles around Kaiser's elite forces through a combination of exploiting the environment and their own individual skills. Even Miyako has nothing but praise at far they have come.

  • Being Evil Sucks: Clearly feels this way about having to work for Kaiser and forcing vagrants out of Bunny Town in exchange for new weaponry from the company. When both Miyako and Sensei appeal to her sense of justice during RABBIT Squad's raid on Valkyrie, she lets them go without a fight despite having them cornered and the damage that will be dealt to Valkyrie's reputation once evidence of their deal with Kaiser comes out to the public.
  • Big Damn Heroes: Shows up to break Sensei out of Kaiser's custody in the Final Volume episode Clash, gunning down plenty of PMC soldiers in the process.
  • The Captain: She is the Director of the Public Peace Bureau, and is far from afraid of taking to the field herself.
  • Damage-Increasing Debuff: Her Normal Skill applies a defense decrease to one enemy besides damaging them.
  • Dented Iron: Her sprite is very visibly injured and battle-damaged when Kanna returns in the Final Volume for her Big Damn Heroes moment, indicating that Kaiser gave her a hell of a time to reach Sensei.
  • Dirty Cop: Late in Volume 4, Chapter 1, Kanna attempts to force the RABBIT Platoon out of Bunny Town at the behest of the Kaiser Corporation, acting under their orders as payment for accepting a rebate for the weapons Valkyrie purchased from Kaiser. As Miyako points out, a public service police academy working for a private sector company is illegal.
  • Face of a Thug: One of her biggest woes is that she is aware that people are afraid of her both because of her reputation and her scary exterior. It's become somewhat of a painful topic for her. It is revealed in her fourth Relationship Story that she originally wanted to join the Community Safety Bureau at first, but because of her scary face, they rejected her. In the story, she tries to help a lost child, but the child is too afraid of her, leaving her with no choice but to call Sensei for help. After reuniting the child with her parent, the two have a moment together where a humiliated Kanna laments that perhaps not joining the CSB was for the best, claiming that the public may not be able to rest well knowing a thug like her was around.
  • Food Interrogation: Her EX Skill animation is a Shout-Out to the classic Good Cop/Bad Cop routine, except Kanna seems to be playing both roles; in the scene, the delinquent being interrogated is looking at the katsudon, only for the intimidating cop herself to slam books on the table and begin shouting.
  • Heroic Self-Deprecation: It's clear that being forced into working for Kaiser hasn't done any good for her self-esteem, and gets worse after RABBIT Squad's raid on Valkyrie HQ. In the Final Volume, she constantly denigrates herself, calling herself a jaded corrupt cop and a lowlife, laughing bitterly at herself for thinking she could be a hero fighting for justice. Despite this, she still manages to singlehandedly save Sensei from imprisonment after Kaiser captures him, though she does get badly wounded in the process. When they get trapped in a shooting range, Kanna tells the others to leave her behind, telling Sensei that while there certainly are Dirty Cops in Valkyrie, there are also plenty of others who truly want to fight for what is right such as Kirino and Fubuki, and requests them to not give up on them just because of her mistakes. Sensei however thinks otherwise and even calls her a hero.
  • Motive Rant: When confronted by Miyako during RABBIT's raid on Valkyrie to find evidence of their collusion with Kaiser, Kanna gives one of these in response to Miyako's "Reason You Suck" Speech regarding her illegal deal with Kaiser Corporation.
  • Necessarily Evil: Defends her decision to accept a rebate for weapons from Kaiser this way, insisting that Valkyrie wouldn't be able to do their jobs without the new weapons, given how outmatched and outgunned they typically are.
  • No Good Deed Goes Unpunished: In Volume F, her defying of the protocol to go up against Kaiser and free Sensei from captivity starts a domino effect that culminates with Sensei saving Kivotos from the Color; but in V4C2, when things go back to normal, because Kanna saving Sensei involved her breaking the rules, she ends up getting demoted for her troubles. She gets reinstated at the end of the chapter, though.
  • Rank Scales with Asskicking: Regardless of what the public may think of Valkyrie as a whole, one thing they agree on is both respecting and fearing Kanna's capabilities.
    • In Volume 4, she manages to scale a tall building by herself even without any equipment and successfully manages to catch the Rabbit Platoon by surprise and even hold them at gunpoint; it was mainly because they appealed to her sense of justice that she allowed them to leave. Later in Volume F, RABBIT Squad makes it clear that while they don't necessarily agree with her methods or ideals, they still at least hold respect for her capabilities.
    • In Volume F, she solos breaking into a Valkyrie building full of Kaiser goons and succeeds in getting Sensei out of there, powering through her bloody injuries all the while.
  • Red Baron: She's known as the "Feral Hound" of Valkyrie, though she refuses to let anyone she doesn't trust call her that name.
  • Sacrificed Basic Skill for Awesome Training: In her relationship stories, we learn that it's more like sacrificed social life. Kanna understands someone in her position can't be seen slacking off and enjoying a normal life lest criminals get some ideas, so with her, it's always business and fighting all the way. Even though a part of her wants to be able enjoy life normally like other girls, she knows that she can't be seen doing so, and often can only watch from a distance as her subordinates go off and live the way they want.
  • Shut Up, Kirk!: Responds to Miyako's condemnation by pointing out it's easy for the RABBIT Squad themselves to preach about the importance of and stick true to SRT's morals and goals with all of their superior training and equipment, but it's FAR harder for Valkyrie to do the same while staying squeaky clean, since they're woefully underfunded and undertrained compared to the SRT crew.
  • Universally Beloved Leader: Despite being seen as The Dreaded to the public as a whole, Kanna is greatly respected and trusted by the students of Valkyrie as a whole—they follow her without question and will not hesitate to go to great lengths to help her if need be. Volume F showcases this where a group of them notice that Kanna went off by herself to save Sensei from Kaiser. After she was taken out of commission due to the injuries sustained in the breakout, they decide to support SRT in their mission to defeat them and save the captured members of the GSC. Even after they were warned by SRT that they might face consequences for this, they reply that that they only care about helping Kanna, and everything else is secondary.

  • Anti-Regeneration: One of the sources in the game with the ability to reduce the amount of healing an enemy receives through her passive. This gives her a niche in stages like the Trinity scrimmage stages, where their main frontline fighter not only has a lot of health, but also has a ridiculous amount of healing applied to her at all times.
  • Close-Range Combatant: While her marksmanship is...questionable to say the least, always resulting in the opposite result of what she's aiming at, her melee skills on the other hand are incredible. In volume 4 part 2, during the fight against Kaiser elites, Kirino uses a combination of the environment combined with smoke screens to get in close and subdue them in close quarters combat. Even Miyako is greatly impressed, even stating that her skills in close quarters might be even better than SRT in that regard.
  • Cursed with Awesome: She has an unexplainable tendency to cause every single one of her shots to miss her targets. By doing the opposite however—that is, not aiming at them directly or with the intent to fire a warning shot, all her shots will hit their mark. That said, she really dislikes the idea of doing things like purposely aiming at a hostage as it leaves a very sour taste in her mouth and goes against her principles and pride as a policegirl.
  • Didn't Think This Through: Kirino may have an incredibly strong desire to do good, but her impulsive way of just acting without thinking ends up getting her into hot water. During the Neverland event, Shun takes advantage of this habit combined with her good nature to send her on wild goose chases just so that she can have some time alone with Sensei. However, even that pales in comparison to the Valkyrie Group Story where she attempts to foil a robbery at a donut shop with Fubuki. Since they couldn't get close enough, they decided to use a dust explosion to deal with the robber. The end result was that while the robbery was stopped, the shop and the street was destroyed, causing many times more damage than the robbery would have done. Needless to say, both she and Fubuki were punished for this.
  • Expy: A blue-eyed, white-haired girl with twin braids armed with a handgun that has a strong sense of justice but is widely seen as an Idiot Hero by her friends? We could easily be talking about Kirino or Kiana Kaslana.
  • Friend to All Children: Despite being a klutz who often messes up, Kirino's pure desire to be a good cop and role model makes her very popular with the children. In her fourth relationship story, she is tasked with guiding a bunch of children around. When she tries to show off, she ends up handcuffing herself and dropping the keys down a drain, leaving her trapped for half a day. When she gets free, she's very upset, worried about how she embarrassed not only herself, but that she might have damaged the image of the Valkyrie Police force in the children's eyes. She gets proven wrong when the children come looking for her to say their thanks, knowing that she was only in that mess because she went along with their demands. They consider her as someone understanding and patient as opposed to many other adults who don't even pay any attention to them.
  • Genki Girl: Despite being somewhat of a Butt-Monkey, Kirino is always quick to bounce back from her failures. Easily the most active member with a strong desire to do good, she's incredibly active in helping people, and the first person to always step up whenever something goes wrong. Unfortunately she's also The Klutz and an impulsive habit of charging into the fray Leeroy Jenkins style, which leads her to either falling for incredibly simple traps or end up making things worse. This gets subverted later on during the Final Volume; while she still is the same girl with the desire to help people, she's no longer prone to making mistakes like she used too.
  • Imperial Stormtrooper Marksmanship Academy: Poor Kirino always ends up missing all her shots no matter how much she prepares. She double-checks and maintains her weapon and ensures that her physical condition is up to par, but every one of her shots always either end up missing by a mile, or hitting the wrong target.
    • However, Sensei soon realizes that it doubles as a case of Cursed with Awesome as it turns out, since every one of her shots is doomed to have the opposite result, all Kirino needs to do is aim for the opposite target and every one of her shots will hit. In her third Relationship Story, Sensei makes her pass her marksmanship exam by telling her to intentionally aim at the hostages instead. Naturally she is very upset about this, but does so anyway and passes with flying colors.note 
    • It's revealed that she's capable of hitting targets when she's either not aiming for them directly, or just attempting to fire a warning shot of sorts under the belief that it won't hit the target. In Volume 4, she manages to take down Miyako despite holding an obsolete weapon and having no proper stance. Miyako scoffs at her beforehand, thinking that she won't hit her, only for all six shots to land. The last thing Miyako wonders as she passes out is how could such a thing happen, especially when she saw how Kirino's gun was aimed at an entirely different location.
    • In the Final Volume, it's finally subverted. She's either embraced her abilities, or overcame it. It is unknown which of the two it is, but one thing is certain: her marksmanship is no longer a joke and can score perfectly accurate shots on her targets.
  • Red Oni, Blue Oni: The red to Fubuki's blue.
  • Screw the Rules, I'm Doing What's Right!:
    • In the Final Volume, she and Fubuki perform a Big Damn Heroes moment, saving Sensei and a badly injured Kanna from Kaiser's forces before taking cover in a shooting range. Kanna tries to tell them to stop since they're committing insubordination and they don't have to take the fall with her, but Kirino refuses to do so because she wants to uphold her ideals of justice.
    • In V4C2, she stands up to the Kaiser forces when they start to harass an elderly citizen, and was ready to fight against them, consequences be damned. Fortunately Kanna arrives in time to diffuse the situation.
  • Ship Tease: Not necessarily with her (assuming she's just idly stating a fact rather than trying to suggest something), but one of her café quotes has her say that there is no law prohibiting relationships between teachers and students. Make of it what you will of Sensei's ship-heavy future.
  • Shoot the Hostage: As noted in Imperial Stormtrooper Marksmanship Academy above, she doesn't do this intentionally, but Kirino's horrible marksmanship means that in almost any hostage situation, she's practically guaranteed to hit the hostage instead of the criminal. On the other hand, this also means that any shot aimed at the hostage is guaranteed to hit the criminal instead. Naturally, she really is not happy about this.
  • Took a Level in Badass: When first introduced, Kirino suffers from a terrible case of Imperial Stormtrooper Marksmanship Academy and never landed a single shot on her targets, not even when they're standing in front of her. By the time of Volumes 4 and F however, Kirino is now a very reliable marksman capable of scoring near perfect shots most of the time.
    • In V4C2, She along with the rest of Valkyrie fight against Kaiser's elite forces to help Sensei and Miyako. This time round, she uses a combination of smoke screens and the environment to get into melee range before decimating her targets. Even Miyako is amazed by her skills in close quarters, admitting that she might be even better than SRT in that regard.

  • Awesome, but Impractical: Her EX Skill is this in a nutshell. While it provides a huge buff to her attack, it requires her to lie down on the floor, slowly taking her time to eat a donut before finally finishing up with a sigh of happiness before she gets back into the fight. Which by the time she's ready to fight, the battle would probably already be over.
  • Boring, but Practical: Compared to her EX Skill, Her Basic Skill, while simple and non-flashy, sees a lot more usage: she fires 3 powerful bullets that deal serious damage and the last of them stuns the enemy every time her ammo count drops to a specific amount. But combined with others that can boost attack speed like Chinatsu (Hot Spring), she can repeatedly cast her stun every few seconds, quickly filling up the CC gauge of Hod and its erosion towers.
  • Brilliant, but Lazy: Fubuki is often trying to find ways to avoid work, and even when there's a crime going on, she tends to try and do nothing if possible. The few times that she ends up having to work, she does so under the impression that she can get more days off if she completes the mission. When she ends up having to work though, she proves to be quite competent, as shown in V4C1 Ep. 4 when she manages to take advantage of the confusion in the middle of a fight to trick Miyu into giving her valuable information before capturing her. However, it's also in the same chapter some episodes later that she chooses to play dead when SRT raids their headquarters so as to avoid having to do anything.
  • Jerkass Has a Point: While Fubuki is not the nicest person around and is very much a Lazy Bum, there's no denying that what she says makes sense most of the time like when she tries to stop Kirino from running into a crime they are woefully unprepared for, or opening a locked door. In her fourth Relationship Story where she refuses to help some civilians with their everyday wants such as finding a missing hairpin, she reminds Sensei that Public Safety is understaffed as it is and thus cannot tend to many requests. Sensei acknowledges that what she says makes complete sense, but isn't too happy about it. That said...
  • Jerk with a Heart of Gold: Despite her constant complaints and reasonable excuses, she has no qualms about helping out even if no one is looking.
    • In her fourth Relationship Story, after being scolded by a little girl for refusing to help find her missing hairpin, Fubuki pretends to act like nothing is wrong when Sensei confronts her and gives the excuse that the police can't afford to spend stretched manpower on such a minor case. Fast forward a bit, and she's snuck off to find said hairpin, even spending hours digging through dirt. One she finds it, she returns it to the lost and found section, but does it anonymously, reasoning that if the public knew that she was responsible for this, they'd start demanding more from Valkyrie. Sensei is pleased by this and decides to reward her with a box of donuts.
    • In the Final Volume, she and Kirino save Sensei and Kanna from Kaiser's forces. Though she does somewhat complain, at the end of the day, she still chose to come and help out and only asked for a couple boxes of donuts as thanks. Kanna easily promises it.
  • Lazy Bum: She really does not like working and is happy on days when she can just slack off, even her Relationship Episode titles are all named "A Lazy's Cop's [X]". The few times she gets to work is after Kirino convinces her that if she does good on missions, she can get extra days off. This is even reflected in gameplay when using her EX Skill; while it provides a huge buff to her attack, it makes her stop acting for several seconds as she stops what she is doing to lie on the ground, eat a donut before rolling around on her back and letting out a sigh of happiness and then finally getting back into the fight.
  • The Power of Acting: In her first Relationship Story, she made a macro program that automatically answered any calls to her with simple answers or redirections to other departments while she slacked, which was convincing enough to fool most callers until a more complex request from a higher-up got this scheme outed. She probably excused herself out of work this way, mastering this skill to the point in V4C1E2, she fooled Miyu by pretending to be a member of SRT while hiding her profile with a smoke grenade (who Miyu mistakes as Saki), and when Miyu calls out a password, Fubuki pretends not to hear and uses the safe word while threatening the return word out of her, then puts her down.
  • Punny Name: Her surname Nemugaki (合歓垣) can be a pun on nemugaki (眠いガキ, "sleepy brat").
  • Red Oni, Blue Oni: The Blue to Kirino's red. She also doubles as the Voice of Reason, such as telling Kirino not to blindly charge into situations that they are not ready to handle or are underequipped to handle.
  • Tempting Fate: One of her lines on the lobby screen for Schale's Happy Valentine Patrol has her talk about Wakamo. Guess what the criminal rides in her boss fight?
    Fubuki: Unless something major happens, the Public Safety Bureau won't need to get involved. For example... The Fox of Calamity stealing an armored vehicle. Haha. I'm sure that wouldn't happen easily.
  • Trademark Favorite Food: Donuts. She really loves donuts, especially the old-fashioned kind.
    • This is even reflected in gameplay where her EX Skill has her eating a donut slowly, and her victory pose is of her eating a donut as well, and even her L2D has her eating a donut while sitting on a police car.
    • If Fubuki is the leader unit, her animation before battle shows her stuffing a donut into her jacket.
