During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Who is the Candidate and What have they Done?
This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.
Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Prior to the main story, the VIRM arrives on Earth and disguises themselves as APE. Claiming themselves to be the savior of humanity, they develop an immortality solution that causes the humans to exhaust the supply of magma, turning the planet into a barren wasteland and making humanity a target for the Klaxosaurs. Despite portraying himself as a benevolent leader of humanity, VIRM rules the Plantations with an iron fist. Anyone who defies him will either have their minds wiped or be forcibly placed into cryo-storage, the former of which we see happen to Hiro and Zero Two during their childhood and again to Mitsuru and Kokoro after their marriage. When they tried to overtake an area known as Gran Crevasse, Papa willingly orders the detonation of most of the plantations. Papa can stay on where he is and I think I'm cool with the changes because both Papa and Vice Chairman? Are the same character considered they are the part of a one Hive Mind with same consciousness after all. As for the inmortal humans part, think it's safe to cut it as I feel rather redundant

@ACW I think I'm cool with leaving VIRM's entry pretty long due to VIRM's ridiculous rapsheet that they committed in a span of 24 episodes. Yeah, he's one of the worst ones that I put for now. Anyways, here's my revised entry without that inmortal part:

Another Complete Monster pothole I cleaned up. This was on the page for GARO: Kami no Kiba ~Jinga~. I don't anything about the series, but it appears to be a Enemy Within sort of situation. Anyone interested can do the EP.
- Not So Different: Despite Jinga's insistence to the contrary, he and His Horror side both possess a Lack of Empathy and a complete inability to communicate or work with others. Their only difference is that one's a Complete Monster while the other means well, but is wholly ignorant.

Anyone familiar with the Nintendo DS game Again!!? I think the "!!" is because there's a manga with the same name. I ask because there's a ZCE Complete Monster entry on the YMMV page that was added back in 2012:

Melanie - as far as I'm aware she's not a character that would be too out of place in a Twilight story, or at least one aimed at mature audiences. Twilight is bad, but it gets a worse rap than it deserves. Glad I grew out of that.

There's also this from a manhwa called Redrum 327 that was added in 2013:
- Complete Monster: Most of the group turns out to be this, but arguably the one who deserves it the most is Hyeri. Not only does she lock some poor girl in a safe because the boy she liked was talking to her, years later, she plots to ostracize that same girl because of the same boy embracing her.
I'm guessing it can simply be deleted?
