Status Quo Is God aside, when Mewtwo erased Team Rocket's memories of him and the other clones, why didn't he, or the other heroes for that matter, think about teleporting them to the nearest jail? Considering all the pain and suffering Team Rocket has caused, you'd think the good guys would want these jerks out of the picture.
Maybe he figured it wasn't worth the protest Jessie, James, and Meowth (who were with him at the time) would raise if he did it? And besides, Meowth is still loyal to Giovanni, and Mewtwo did owe Meowth for helping to show him the error of his ways on memory-wiping.
Also, I'm fairly certain that isn't how the legal system works.
