Fulp started a Neo Geo fanzine in 1991 called New Ground and sent issues to approximately 100 members of a club on the online service Prodigy. Using a hosting service, he launched a website called New Ground Remix in 1995. New Ground Remix gained attention during the summer of 1996 after Fulp created the BBS games Club a Seal (inspired by Fulp's first-hand experience of watching a baby seal being clubbed, according to his Newgrounds Wiki profile) and Assassin, forming the basis of Newgrounds.
He received the Pioneer award at the 2021 Game Developers Choice Awards for creating Newgrounds and for helping popularize Flash games, which helped influence a generation of indie developers. He has been married to April Fulp since 2007 and they have two children together.
