During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

It's time, the moment of truth/ Now there are four Zamasus. Present Zamasu, Future Zamasu, Goku Black, and Merged Zamasu but for simplistic sake as well as Future Zamasu and Goku Black (who is Present Zamasu) mostly sharing the same crimes since they are a duo and Merged Zamasu being a fusion of the two so it's still really them. I will be doing all the Zamasus in general. Although still you might become confused by this effort post due to all the arguable Timey-Wimey Ball shit the arc contains.
Now the moment we have all been waiting for (or at least I have been waiting for). Strap yourselves in because he is REALLY awful:
Who is he?
Zamasu is a former Kai from Universe 10 who due to his prestigious fighting skills underwent training to become a Surpreme Kai under Gowasu (U10's Surpreme Kai). Although starting out pure of heart, having observed many worlds and planets he has developed a distrust towards mortals feeling they aren't worth the gods protection since they keep repeating the same mistakes of fighting wars and flourishing, feeling mortals are misusing the knowledge given to them by the gods he suggests that they put an end to their foolish deeds themselves. This distrust intensifies into flat out hatred after Goku, Beerus, and Whis pay him a visit due to Whis sensing a connection between his and Goku Black's ki. Disgusted about the thought of Goku, a mortal acting alongside the God of Destruction and interacting with gods in general he initially declines Goku's sparring request until Gowasu orders him to fight in attempt to give Zamasu a better understanding of mortals. This however backfires when Goku shows to have power that rivals the gods and defeats Zamasu. As Zamasu gradually slips into villainy his once perfectly brewed tea becomes more and more flawed. Now believing all mortals to be inherently evil and dangerous he seeks to kill every last mortal in the multiverse, which he dubs the 'Zero Mortals Plan'. However, he is killed by Beerus before he could kill Gowasu and get his plans of exterminating mortals started. It is later revealed that this is a Stable Time Loop where Present Zamasu succeeded in killing Gowasu and used the Super Dragonballs to switch bodies with Goku becoming Goku Black.
What does he do?
Zamasu and Gowasu observe a new primitive race called the Babarians on Planet Babari. Zamasu suggests wiping them out for their violent nature, Gowasu rebukes this by asserting that it is the place of the God of Destruction to carry out that act and not his. Gowasu then takes Zamasu to the Time Rings where he shows that there are five (four green ones and one silver) he explains that each of the rings were created when the timeline was altered and that they can take you to any point in the future but never the past as it's strictly prohibited. He then informs Zamasu that he can't use the Time Rings since only Surpreme Kai can use them so he gives Zamasu his Potara earring and promotes him to a temporary Surpreme Kai, while Zamasu puts on his earring Gowasu tells him to make sure it's on the opposite ear from his as they will fuse if their earrings are on the same ear. They then travel a thousand years into Planet Babari's future to see if they tamed, and discover that while they have evolved (such as wearing clothes and forming tribes) they are still just as violent. One of the Babarians attack them which Zamasu retaliates by slicing him in half. Gowasu takes them back to the present where he takes back his Potara earring and scolds Zamasu for pointlessly killing the Babarian when they could have escaped the situation entirely furthermore that inhabitant could have ended up becoming an important piece in the planet's history that could have lead to change. Zamasu at first appears disappointed but quickly gets over it going on a rant justifying himself about mortals being evil and needing to be cleansed for the good of the universe, he even brings up Goku having the audacity to fight the gods calling him conceited proclaiming that what good are gods if they do not destroy evil. Gowasu tries to explain him that while it's good that he has a strong sense of justice but that there needs to be a Balance Between Good and Evil because without evil there can't be any good since justice is created as a response to evil. He then goes unto saying that even the gods aren't flawless and must learn and grow from there mistakes as well. Zamasu doesn't buy it and says to himself that merely observing mortals is a sin.
Zamasu then walks in on Gowasu as he's watching the Universe 6 vs Universe 7 tournament on God Tube where he finds out Goku has Super Saiyan God Super Saiyan from his fight with Hit he then notices the Super Dragonballs, he asks Gowasu about them where Gowasu tells him that all he knows is that they are rumored to grant any wish the user desires. Looking for answers Zamasu goes to Universe 7 and breaks into Zuno's temple, threatening to kill Zuno unless he tells him everything he knows about the Super Dragonballs and Son Goku. Learning that he will need to wait a year to use the Super Dragonballs as they had been used just recently and need time to recharge, he decides to kill Gowasu to usurp his role as Surpreme Kai and use the Time Rings.`The Universe 7 Surpreme Kai getting word of Zuno's encounter with Zamasu informs Goku and the others of it, theorizing that Zamasu is wanting the power to assert his own justice, took an interest in Goku's power and plans to kill Gowasu so he can use the Time Rings to use the Super Dragonballs to wish for a Evil Knockoff of Goku who will assist him in carrying out his plans to destroy humanity. Goku, Beerus, Whis and U7 Surpreme Kai teleport to Universe 10 shortly afterward Zamasu shows up with a newly brewed pot of tea. Beerus and Whis tell Zamasu that they returned because Goku wanted to fight him again,Zamasu accepts but Beerus dismisses the fight and they seemingly leave. Whis then forms a barrier around them somewhere in space, having felt Zamasu's intent on killing Gowasu they decide to watch Zamasu as he serves Gowasu his tea as Zamasu is a soon-to-be Surpreme Kai from another universe they can't act without full proof. They watch Gowasu sit down, eat some snacks and enjoy the tea for a while before Zamasu starts talking about how he understands now that there needs to be a balance claiming that through acts of evil, a greater justice can be born right before killing Gowasu. Now finding all the proof they need, Whis reverses time to right before Zamasu kills Gowasu and puts a kitten glove on Zamasu's hand, stopping his attack. Goku and the others then go back to Universe 10 where Whis removes the glove to reveal the Laser Blade he tried to kill Gowasu with. The U7 Surpreme Kai then explains Zamasu's plan to Gowasu, Zamasu is shocked by how they figured all of this out just by knowing he was going to kill Gowasu in which Goku explains he went to the future where his future counterpart has been destroying planets and killing lots of people. Zamasu taking pride in this exclaims he can't fall in a place like this and tries to kill Goku but Beerus blocks his attack and atomizes him. Goku and co. believing with Zamasu's death, Goku Black should have been erased as well they go back to the future to make sure where it's revealed that Black is part of a Stable Time Loop where Beerus never killed Zamasu and that due to the Time Ring he's wearing nothing that happens in the present has any effect on him.
Now onto what Goku Black and Future Zamasu do. Like Present Zamasu, he killed Gowasu to become a Surpreme Kai, took the Potara Earrings,and the Time Ring so he could skip a year into the future where he wished to switch bodies with Goku After obtaining Goku's body Black headed to Earth and killed Goku right before Goten and Chi-Chi's very eyes before killing them as well (him and Future Zamasu tauntingly rub this in Goku's face while telling him the story). Using the Time Ring, Goku Black traveled to the future where he killed Future Gowasu and partnered up with the Future Zamasu giving him the Potara Earring from the deceased Future Gowasu. They then skipped a year into the future where Future Zamasu wished for immortality, skipping yet another year they made a third wish...... to destroy the Super Dragonballs beyond repair so they could never be used against them. The two then killed every god in every universe (The Surpreme Kai and God of Destruction are a pair so when a universe loses all of it's Surpreme Kais the God of Destruction die as well, this also has the delightful effect of the angels, what Whis and Vados are ceasing to function which essentially means they die as well) so there would be no one to stand in their way. Declaring themselves the Surpreme Gods of the multiverse the two began casting judgment aka slaughtering all life on countless planets before targeting the future Earth. Upon arriving on Earth, Goku Black proclaims he will annihilate the entire human race in the name of justice before going on a destructive rampage through the Earth causing a massive apocalypse that brings humanity to the brink of extinction with the amount of humans remaining being somewhere in the double digits. Future Trunks spends over a year trying to defeat him having many fights against Black with Trunks nearly escaping with his life each time. Future Bulma gives Future Trunks the half tank of fuel needed to make a one-way trip inside the time machine. Upon sensing Trunks' ki Black destroys Bulma's lab and kills Bulma in front of Trunks. Later, as Future Trunks and Future Mai arrive to Capsule Corporation, Black attacks them both, nearly killing Future Mai. Future Trunks then goes into a rage and attacks Black once again but Black easily beats him and is ready to kill the defeated Half-Saiyan with a Sphere Of Destruction. Trunks throws his sword and blasts Black with a Masenko. Using it as a distraction the half-dead Trunks escapes to the present timeline in the time machine.
Upon reaching the present, Trunks is revealed to be extremely traumatized by the experience as Goku's mere face gives him post traumatic stress disorder and immediately attacks him thinking he was Black. Goku Black is then drawn into the present timeline due to the Time Ring reacting to the distortion in time caused by the time machine. Black then fights Goku for a bit but is pulled back into the future before either of them could use their full power right before Black is pulled back he destroys the time machine to ensure that none of them could get in his way of exterminating all life in the future, but luckily Bulma ends up having a spare and they use the time machine Cell came to the present with. Upon returning to the future Black collapses from his injuries after his fight with Goku delightfully saying that Goku's fighting-style is now embedded into his body. With his new power increase, Black attacks the base of the Resistance formed by the surviving human's who struggle to defend it. Half of the Resistance is murdered by Black causing the rest of the Resistance to retreat and form a new base. After Future Trunks, Goku, and Vegeta travel to the Future, Black confronts them. Using his new Super Mode called Super Saiyan Rosé he defeats and puts Vegeta at the brink of death by running him through the chest with his Laser Blade. Black then fights Goku but overpowers him as well. Future Zamasu shows up right before Black fires his Kamehameha at Goku stating that Black told him that he could kill Son Goku. Black and Future Zamasu's power and immortality prove to be too much for Goku, Vegeta, and Future Trunks to handle and the three are forced to escape back to the present.
Upon the heroes second trip, Goku Black and Future Zamasu reveal about the whole Zero Mortal Plan about Black killing Gowasu and switching bodies with Goku......you already know everything about that. When Goku becomes enraged upon hearing about how Black killed his family, Goku briefly overpowers Black and Future Zamasu but Black gets another power up and proceeds to stab Goku with multiple small Laser Blades before blowing him up. Black and Future Zamasu then chastise Trunks for breaking the gods taboo telling him that it's one of the reasons that convinced him that mortals needed to be destroyed claiming that Goku was suppose to die in the original timeline and by saving him it's like he killed the humans himself which causes Trunks to go on an Unstoppable Rage where he transforms into an unexplained never before seen Super Saiyan form. Using this new power Trunks holds Black and Future Zamasu off while Goku, Vegeta, and Bulma escape inside the time machine. While in the present Goku learns the Evil Containment Wave and Vegeta trains in the Hyperbolic Time Chamber. Trunks was eventually saved by Future Yajirobe, while Black and Future Zamasu retreated. When Future Mai and some resistance members find Black and Future Zamasu's hideout and attack them but are unsuccessful and are almost killed before Future Trunks saves them. Trunks ends up being defeated by the duo once again before Goku, Vegeta, and Bulma show back up. The U7 Surpreme Kai and Gowasu then show up in the future using the Time Ring, Gowasu having heard everything from Beerus. Black then proclaims that he didn't think he'd get to kill Gowasu three times, and they try to kill him and the U7 Surpreme Kai but Goku and Vegeta save them from the blast. Upon being dominated by Vegeta in their rematch, Black figures that Vegeta got so much stronger so fast due to his anger Black then decides to use his anger to make himself stronger and forms a Sinister Scythe which cuts a rift in time, coming out Goku Black clones that regenerate when hit. He uses these to hold Goku and Vegeta off while he has Future Zamasu take care of Bulma, Future Mai, and Future Trunks hoping to push Goku and Vegeta to the breaking point. Bulma needing to distract Zamasu while Trunks learns the Evil Containment Wave works on seducing Zamasu but Zamasu is naturally not amused and knocks Bulma out. Before Zamasu can kill Bulma, Trunks and Mai arrive, and Trunks uses the Evil Containment Wave and seal Zamasu but due to Goku leaving the tailsman at Kame House Zamasu breaks free. Shaken up by his near defeat, Future Zamasu realizes that they might have underestimating the mortals so him and Goku Black agree to stop messing around and fuse becoming Merged Zamasu.
Upon coming into existence, Merged Zamasu gives an incredibly narcissistic speech about how he is justice, how he is the world and how everyone should praise and adore him. Being the noble, beautiful, immortal, and most powerful god in the universe. He then forms a Holy Halo and begins firing lightning blasts at Goku and co. and causing wanton destruction to the surrounding area at one point a surviving human gets vaporized by one of the stray blasts. He continues firing blasts at the already ruined city causing more and more destruction to the place before forming a purple bird-like structure of ki he refers to as his Wall of Light and blasts Goku and Vegeta unconscious. Declaring that he will pierce the Earth and wash everything away he proceeds to destroy the world around him, causing numerous amounts of natural disasters such as volcanoes, tornadoes, hurricanes, and lightning all across the planet. He eventually resorts to outright attempting to destroy the planet by firing a Sphere Of Destruction but Future Trunks and Vegeta manage to overpower it and push it back in his face with a Father-Son Galick Gun. Merged Zamasu comes out of the smoke, although unharmed he is extremely frustrated by this and tries to kill Future Trunks out of pure spite but Vegeta himself as a Human Shield to protect his son. Zamasu then gets into another Beam O War with Goku with Goku's Kamehameha eventually overpowering and knocking Zamasu's Sphere Of Destruction in his face again. This time however half his face is melted turning into a purple monstrous-looking form, Gowasu explains that this is due to Black not being an immortal when they fused causing an imbalanced fusion stating that this could be their chance to defeat him but they need to fight him with something stronger so Goku and Vegeta use the U7 Surpreme Kai's Potara Earrings to fuse into Vegito. Him and Merged Zamasu then start fighting, as the fight progresses Zamasu becomes more and more unhinged savagely trying to kill him in a way no different from the Babarians he looked down on. Vegito however quickly gets the upper-hand but defuses before he can finish Zamasu off. However, Future Trunks arrives wielding his sword, which now having an energy blade, and fights Zamasu. Eventually, using the energy gathered from the people of Earth to charge up his sword. He slices Merged Zamasu in half from the groin up. However only his physical body was destroyed his essence becomes an Eldritch Abomination that proceeds to become one with the multiverse overwriting it's laws and eradicating all life everywhere, including the remaining survivors on the future Earth. He even begins to infect other timelines such as the present and presumably continue the process. Goku desperate to defeat Zamasu presses the button Present Zen'o gave him summoning Future Zen'o. Future Zen'o pissed by Zamasu's actions destroys the entire future timeline thus wiping Zamasu clean from existence. After this, Whis travels to the future to warn Future Beerus of Zamasu before his death, creating a new timeline where Merged Zamasu never existed at all after the Present Beerus killed Present Zamasu.
Mitigating Factors?
He paints himself as a Well-Intentioned Extremist but this rings false for several reasons. First of all his hypocrisy. He looks down on mortals for using violence to solve their problems but yet is shameless about killing Gowasu to advance his own goals which involve him committing mass genocide on said mortals. He praises gods putting them on a pedestal but yet gleefully kills them to again advance his own goals.
There's also his sadism, especially as Goku Black. The Super Dragonballs unlike the normal ones have no limit to their power so it's more than likely he could have wished all the mortals dead giving them a painless death instead he takes his time slowly terrorizing and destroying humanity, getting a obvious kick out of it. He kills Future Bulma by letting her lab slowly blow up on her while he has her by the neck right in front of Future Trunks. Black kills Goku right before his wife and son's eyes using Goku's own hands and does the same to them out of simple spite. Him and Future Zamasu are quite enthusiastic to let the present Goku know this as they have him cornered even though there was no reason for this.
Then there's his pettiness. His Start of Darkness is him being defeated by what he considers a 'lowly' mortal. Calling Goku the personification of everything wrong with mortals due to having power that exceeds most of the gods so basically his reasoning for wanting trillions to perish is because of a bruised ego.
He did have a My God, What Have I Done? moment when he killed the Babarian but he almost instantly got over it and went on to declare that all mortals should die.
Does he care about Gowasu? Present Zamasu gleefully tries to kill him. Black killed both Present and Future Gowasu without remorse. Future Zamasu is at first upset when he sees Gowasu dead but gets over it after Black points out that Future Zamasu wanted to kill him too.
Goku Black and Future Zamasu have a Villainous Friendship but seeing as they are the same person it really just highlights his narcissism. He doesn't even refer to Black as a friend such as when Goku asks Future Zamasu if they are allies he answers they are not but kindred spirits.
Heinous Standard?
Easily clears among any other Monster in the series. He has the highest body count being a multiversal threat that even threatens other timelines. Another thing that stands out about him is that unlike all the other Monsters we have listed he was actually created to be GOOD not evil. Cell and Buu were created to be destructive monsters and even Frieza has the excuse of being born into a long line of Galactic Conquerors. Whereas with Zamasu it's the exact opposite he is from a species that's Always Lawful Good who's job it is to protect the universe from monsters like him.
Verdict?
Ultimately he's a petty narcissistic sadist with a over bloated god complex seeing himself as the "ultimate" god among all gods. As Merged Zamasu he says he will make a world for gods by gods which basically translates to I will make a world for me by me since Black and Future Zamasu killed all the gods. He isn't for anyone's well being but his own twisted sense of justice believing everything should fall beneath him, others be damned. I'd say he's a keeper.

It's probably worth taking a second to consider if Zamasu manages to move the heinous bar enough to knock out any previous Dragon Ball Complete Monsters. My first instinct is that his resources (especially what the final form of Merged Zamasu is capable of doing) dwarves all other CM's except maybe Demigra, and Demigra's goal is essentially the same as Zamasu.

I've been wondering; isn't Dragon Ball Super its own canon?

Very, very, easy to Zamasu.
The argument of ressources is valid. Contrary to all previous monsters, he knows that there are more than one universe, which makes a big difference. Add to that:
- The use of omnipotent super dragon balls (twice), including one giving him complete immortality, something that only Garlic Junior has besides him.
- A ring allowing him to travel through timelines, something that only Towa and Demigra are able to do with no time machine.
- And last, but not least, the potara earrings, allowing him to be one of the most overpowered characters in the franchise. It says something that he is the only character who legitimately held his own against another fusion, despite their tendency to curb-stomp their opponents.
Yeah, Zamasu easily surpass everyone else in ressources. As such, nobody should be disqualified.

Holy shit that's long and confusing. Having skimmed through it, a few things:
- So basically he doesn't just "suggest(s) that they put an end to their foolish deeds themselves"; he wants to Kill All Humans but in needlessly sadistic ways? Add the fact that he's a Hypocrite
- Although could he be seeing it as Pay Evil unto Evil???
- I think I'll give him a . Shouldn't he have not wished for all the super balls to be destroyed? Otherwise he's robbing himself of becoming immortal.

Exactly. Goku Black also didn't want immortality due to his Saiyan cells love for combat and with immortality he wouldn't be able to get stronger from battles anymore.

That makes sense. Zamasu/Goku Black/whatever seems more of a Knight Templar Jumping Off the Slippery Slope than a WIE. In fact, he's even listed at Jumping Off the Slippery Slope.

@dantecito: in my mind, he crossed it even earlier when he killed Gowasu, his own mentor. The one who cared about him the most, as well as another god. It says something when even a god whose job is to destroy planet on a regular basis is so disgusted that he gives he enters in a tranquil fury and give Present Zamasu one of the most horrible death in the franchise.

Here comes a long-awaited, very deserving 'yes' for Zamasu.
The Eshu draft looks pretty good. It's kinda weird that he'll probably be added soon and yet neither he nor anyone else from Vixen (other than Mari herself) actually has a character entry on the Arrowverse page. I guess it'd go in the "Other Locales" page, under the Detroit subsection?
