That's June the Zoroark. She originated in the non-canon role-playing channel on the RP's Discord, though she was eventually RetCanonned into the RP proper. The main difference there is that RP June is just a normal Zoroark while non-canon June is an Animaniacs-style Reality Warper (though her personality is the same either way).

The filename doesn't say she's from We Have All Become Pokémon, so I'm pretty sure she isn't from there.
Princess Luna as the Spirit of Hearth's Warming Yet to Come, warning Snowfall Frost (who's played by Starlight Glimmer) about what would happen if the latter succeeded in erasing Hearth's Warming from existence.
