Well, he is the villain, so it's only natural that things'd take a turn for the darker and more violent whenever he's around.
He exploits it by subtly fucking with people to invoke the Hate Sink trope, since Terumi's an Emotion Eater, and Terumi having power equates to him having power (and he'd do it For the Evulz, anyways—hence the trope being exploited instead of invoked).
