Arendelle
In General
- Authority in Name Only: On paper, Uttland is a provincial territory subject to Arendelle's laws. In reality, Uttland is more of an independent nation which barely acknowledges Arendelle's sovereignty. When Elsa sends an army to assist Uttland in repelling the Vikings, Uttland's chiefs refuse her aid and even attacks her army over a minor provocation.
- Category Traitor: They were descendants of Vikings themselves. Their ancestors turned on the other Vikings and helped drive them out of Europa. By present day, most Vikings refers to them as the Village of the Traitorous.

- We ARE Struggling Together: General Fleischer reveals that most of Uttland’s leaders refused to work with Arendelle’s army and a battle actually broke out when Arendelle’s generals tried to negotiate.
- We Have Become Complacent: Due to Elsa and Anna's parents being pacifists, they decreased funding for the military and the army hasn't fought a war for generations.
Royal Family
Queen Elsa
The queen of Arendelle, who also happens to possess magic ice powers.
- Benevolent Mage Ruler: Picking off from the film, she has become this.
- This later becomes a problem for her due to the Emrysian Order’s rules against monarchs wielding magic.
- Big Sister Instinct: Her primary motivation for fighting the Vikings is to protect her younger sister Anna.
- Horrible Judge of Character: Downplayed, but she still based her opinion on Drago Bludvist from the information given to her by someone who clearly idolizes him.
- An Ice Person: Just like her canon counterpart, Elsa has magical ice powers.
- An Ice Suit: Thanks to her powers, she generates her own bedclothes along with her "Snow Queen" dress.
- Locked Out of the Loop: So far she has yet to learn that the Vikings ride dragons or that Drago Bludvist wasn't the hero she was led to believe.
- Out of Focus: For chapters 6-9, which focus on Hiccup's campaign in Mathantir.
- Ruler Protagonist: She is the ruler of Arendelle.
- Universally Beloved Leader: Her people completely love her, in spite of her powers.

Princess Anna
Princess of Arendelle and the younger sister of Queen Elsa. She's currently trying to reconcile with her sister after years of isolation. She is also in a relationship with Kristoff.
Ruling Council
General Gustav Fleischer
A general in Arendelle's army, as well as a war veteran.
- Establishing Character Moment: Chapter 3, where it's mentioned how he confronted Prince Hans during the events of Frozen. He tears apart every lie that Hans made and flat out refused to take any part in harming Elsa. Also counts as a CMOA.
- Four-Star Badass: He's a four-star general who has fought in numerous battles and earned various medals. Then there's his CMOA during Frozen.
- Named After Somebody Famous: Named after Carl Gustav Fleischer, the first Allied general to inflict a defeat on German forces during the invasion of Norway in WWII. He later committed suicide after being passed over and Reassigned to Antarctica.
- Original Character
- Reasonable Authority Figure: Didn't give in to the fear that gripped Arendelle when Elsa accidentally caused an Endless Winter and demanded a trial for her when Hans ordered her execution.
- Undying Loyalty: To Arendelle's royal family.
Colonel Björklund
Admiral Larsen
- Cassandra Truth: Played with. During a meeting with Arendelle's ruling council, he theorizes that the Vikings' motive for returning may have been caused by Drago Bludvist acting as a common enemy for them to unite against. Elsa dismisses this theory but eventually drops the issue to discuss strategies.
Other Officials
Artem Kun
An old man who has served as one of Arendelle's ambassadors for many years. His family is from Uttland and he has strong ties to Drago Bludvist.
- Fantastic Racism: After learning of the Vikings' attack on the Northern Alliance ships, he calls them savages.
- Gullible Lemmings: Like many Uttlanders, he strongly advocates for Drago's cause and seems to actually believe Drago's claims of being a liberator.
- Chapter 3 really shows the extent of this. When Elsa sees the Northern Alliance's signature crest of a Monstrous Nightmare head being impaled by a sword, Kun claims that the sword is actually ''in front'' of the dragon and represents Drago putting himself between the dragons and people.
- He also claims that the Obviously Evil designs of Drago's war machines from How To Train Your Dragon 2 were meant to serve as morale for the men and ineffective against humans.
- Horrible Judge of Character: He thinks that Drago Bludvist is a hero who would never do anything to provoke the Vikings.
- Locked Out of the Loop: Knows nothing about Drago's crimes in the Barbaric Archipelago or that the Vikings have tamed dragons.
- Mr. Exposition: Explains to Elsa the history behind Drago and the Northern Alliance.
- Named After Somebody Famous: He is based on Đorđe Andrejević Kun, one of the designers for communist Yugoslavia's coat of arms.
- Original Character: He is exclusive to Of State.
Civilians and Servants
Kristoff
An ice-harvester who is currently in a relationship with Princess Anna.
- Fourth-Date Marriage: Averted. He and Anna intend on taking their relationship much slower than the usual examples.
- Hidden Depths: He is a master chess player, thanks to the trolls teaching him.
- Rags to Royalty: Though he hasn't married Anna yet, they are planning for it eventually.
The Northern Alliance
Drago's army from How To Train Your Dragon 2. They're a foreign army originating from Uttland and founded with the ambitious goal of hunting down every dragon. By the time of Of State, they have been warring with the United Norse Kindom for months.
In General
- Adaptational Badass: In canon, the Dragon Riders easily defeated them in a single battle with no casualties on the Vikings’ side. In addition, the army was fairly ineffective without Drago’s leadership. This version was such a threat that every Viking tribe in the archipelago was forced to unite simply to survive.
- In the movies, their forces appeared to center around a single fleet. Here, the Northern Alliance is established to be very spread out and holds numerous large territories outside the archipelago.
- Adaptational Expansion: Much of their backstory gets elaborated upon. Among other things, it’s revealed that they advertise themselves as a Creature-Hunter Organization based in Uttland.
- Adaptational Villainy: In the movies, there was nothing which indicated that Drago’s army were sexist and one of their leaders in the third movie was a woman. Here, they treat women as cattle.
- Badass Army: Their numbers are mentioned to be in the thousands, they have a massive fleet, and they specialized in killing dragons.
- Create Your Own Hero: The United Norse Kingdom’s entire existence can be owed to their brutal attacks on the Viking tribes.
- Creature-Hunter Organization: Intentionally cultivates this image as a force devoted to wiping out dragons.
- The Dragonslayer: Their stated goal is to wipe out every dragon in the world.
- Eagle Squadron: Many of their soldiers are citizens of Uttland (one of Arendelle's provinces).
- Equal-Opportunity Evil: Much like in the films, their forces are racially diverse. They have both Eastern Europeans and Huns within their ranks.
- Hordes from the East: They have Huns amongst their forces, horse archers and all.
- Knight Templar: From a non-Viking perspective, their goal of killing all dragons seems extremely noble.
- Named by the Adaptation: Played with. They were unnamed in the second movie, but the author has based the name off of the concept art.
- Nice Job Fixing It, Villain: Prior to their invasion, the Vikings of Mathantir were so caught up in blood feuds and petty squabbles that convincing any of them to work together was a lost cause. The Northern Alliance’s invasion wound up creating a common enemy for all the Mathantiran Vikings, making it easy for Hiccup to convince them to join his kingdom.
- Politically Incorrect Villain: Chapter 4 shows that they regard women as being nothing more than objects.
- Rape, Pillage, and Burn: Generally how they operated in the Barbaric Archipelago.
- Slavery Is a Special Kind of Evil: They also engage in the slave trade with Uttland, taking Vikings from the archipelago to sell in the Radvo marketplace as either free labor or sex slaves.
- Your Terrorists Are Our Freedom Fighters: They have a serious case of this going on. Arendelle and Uttland believe that they are liberators who are trying to save the mankind from the Always Chaotic Evil dragons. Of course, the United Norse Kingdom know otherwise.
Drago Bludvist
The fearsome leader of the Northern Alliance who sought to conquer the Barbaric Archipelago with a dragon army. After his defeat, he drowned when his Bewilderbeast dove underwater.
- Adaptational Expansion: His backstory given more depth upon. He's revealed to have been the Sole Survivor of Klotthas and spent some time working on Kun's aunt and uncle's farm before disappearing. He would later reappear wearing his signature dragon-skin cloak and began recruiting men from Uttland to fight the dragons.
- Adaptational Villainy: This version of Drago is a slave trader on top of being a murderous conqueror.
- Death by Adaptation: Downplayed. In canon, his fate was intentionally left ambiguous. Here, it's confirmed that he died shortly after fleeing on his Bewilderbeast.
- Doomed Hometown: His mountain village of Klotthas was attacked and burned down by dragons with him as the only survivor. In the present, "Klotthas" has even become a word used to describe complete immolation in Arendelle.
- The Dragonslayer: What he passes himself off as and what Uttland believes he is. In reality, he was more of The Beastmaster.
- Eviler than Thou: Hiccup notes that if Drago and Viggo had actually met, neither would be able to stand the other and Viggo would be the one that would lose out.
- Farm Boy: According to Kun, after losing his village to dragons, Drago spent the remainder of his childhood on Kun's aunt and uncle's farm.
- From Nobody to Nightmare: Went from being an orphaned Farm Boy to the feared warlord we know in the second movie.
- Greater-Scope Villain: He's the Greater-Scope Villain for Of State. His actions are directly responsible for the main conflict and strongly influences various major characters even after his death.
- A Hero to His Hometown: His Villain with Good Publicity status gets taken exaggerated in Radvo. There, he is considered a Folk Hero and his family are treated like royalty.
- Knight of Cerebus: He's seen as this in-universe by Hiccup. The Vikings and dragons all used to live in peace until Drago came along. After that, it things only spiraled downward as his army continued to wage war on Berk, forcing Hiccup to drop his pro-peace attitude and start fighting back.
- One Degree of Separation: He used to work on a farm owned by Kun's aunt and uncle. Kun is a longtime ambassador of Arendelle and personally knows Elsa.
- Posthumous Character: He is already dead by the time of the events of Of State.
- Screaming Warrior: His tendency to do this is mentioned by Snotlout and even mocked by Hiccup.
- Sole Survivor: He was the only one to survive the dragon attack on Klotthas, a small village located in the mountains.
- Straw Hypocrite: He created the Northern Alliance with the mission of eradicating dragons and "liberating" mankind from living in fear of them. In reality, he used the Northern Alliance to create a dragon army with the purpose of oppressing mankind through fear.
- Ugly Guy, Hot Wife: Snotlout was unable to believe that anyone would actually marry Drago.
- Villainous Legacy: Despite being long dead, Drago’s actions serve as the catalyst for the plot.
- Villain with Good Publicity: To the people of Uttland, Drago is The Dragonslayer who fights to free mankind from the tyranny of dragons. Queen Elsa also thinks highly of him, having only Kun, a devoted follower of Drago's, to rely on for information.
- Your Terrorists Are Our Freedom Fighters: Uttland sees him as a liberator, while the United Norse Kindom sees him as a conqueror.
Dalibor Bludvist
Drago's son who lives in the Bludvist family mansion in Radvo.
- Asshole Victim: He really had it coming.
- Defiant to the End: Even when on the gallows, he last words are a Rousing Speech to the people of Radvo.
- Hate Sink: He's basically his father without all the Evil Is Cool traits.
- Light Is Not Good: His clothing is described as a white dress and he's every bit as evil as his father.
- Off with His Head!: How Snotlout kills him.
- Original Character: Drago was never stated to have a son in canon.
- Rape Is a Special Kind of Evil: Turns out that he kept a servant girl chained to his bed as a Sex Slave. Snotlout is completely disgusted by this.
- Sins of the Father: While he's a piece of scum, Snotlout has him executed because of his father's crimes.
- We Hardly Knew Ye: Despite being Drago’s son, he only appears for one chapter and is quickly killed-off by Snotlout.
- "Well Done, Son" Guy: Snotlout guesses that Dalibor is this, based on the fact that he keeps a large portrait of his father in his bedroom.
Viggo Grimborn
The former leader of the Dragon Hunters who fought against Hiccup prior to the second movie. He eventually joined up with Drago and became one of the generals ruling over the Northern Alliance following the latter's death.
- Adaptational Villainy: In canon, Viggo eventually undergoes a Heel Realization and performs a Heroic Sacrifice to help Hiccup. This version has undergone no such change and is still an antagonist towards Hiccup.
- Arch-Enemy: Hiccup has made taking him down his top priority and he's one of the few people that Hiccup genuinely hates.
- The Ghost: He has yet to make a proper appearance.
- How the Mighty Have Fallen: He's lost almost all of his men, resources, and business thanks to the Dragon Riders. The only reason anyone even cares about him is due to Hiccup's personal grudge.
- Insufferable Genius: Much like in Race to the Edge, he's described as a man who likes to flaunt his own intelligence. Hiccup theorizes that this trope is why he's so unpopular amongst the Northern Alliance's leaders.
- Spared by the Adaptation: Unlike his canon counterpart in Race to the Edge, Viggo never died.
- Teeth-Clenched Teamwork: With the other generals in the Northern Alliance.
Millos
A general in the Northern Alliance.
- The Ghost: He has yet to make an appearance.
- Teeth-Clenched Teamwork: It's implied that he and Viggo do not get along.
Ragnar the Rock
The leader of the Northern Alliance's forces stationed in Castle MacGuffin.
- Canon Immigrant: He's an antagonist from How to Train Your Dragon: The Hidden World, which was released after the author began writing Of State. He's reintroduced in Chapter 11 as one of the warlords killed by Hiccup.
- The Cameo: We're briefly given a description of his head on a stake.
- Dead Guy on Display: The Vikings display his severed head on Castle MacGuffin's walls.
- Killed Offscreen: He's killed somewhere between Chapter 10 and 11.
- Off with His Head!: Hiccup's army decapitates his head and display it on a spike.
- The Worf Effect: His decapitated head is used primarily to show how much more powerful Hiccup is compared to canon.
Erlend
A young man from Uttland who served as an officer in Drago's army. After being captured by Snotlout's army, he defects to the UNK and later accompanies their forces to Radvo.
- Ensign Newbie: He joined the Northern Alliance days after Drago's death and was promoted after he recovered his predecessor's corpse.
- Evil Cannot Comprehend Good: The very concept of "parole" is completely foreign to him.
- Know When to Fold Them: When Hiccup starts interrogating him, he wisely decides to cooperate with his captors in exchange for being allowed to go home.
- Mauve Shirt: He's a former Mook Lieutenant who's introduced defecting to the Vikings and later acts as a Token Enemy Minority for Snotlout.
- Mook–Face Turn: He leaves Drago’s army when given the chance and later acts as a guide for Snotlout.
- Mook Lieutenant: His role within the Northern Alliance.
- Not What I Signed Up For: He joined Drago's army to kill dragons, not fight a war. He later defects for this very reason.
- Erlend: "We've lost, you stupid bastard! And I signed up to kill dragons, not for any of this.
- Translator Buddy: For Snotlout after the Vikings occupy Radvo.
- You Are in Command Now: He was only promoted because he found his ex-commander's corpse.
Wudadi
A Hun scout serving the Northern Alliance's forces in Mathantir.
- Army Scout: His role within the Northern Alliance's Hun contingent.
- Bring My Brown Pants: He wets himself while falling to his death.
- Bullying a Dragon: He thinks it's a good idea to badmouth Hiccup despite being at his mercy.
- Defiant to the End: He refuses to betray his army to Hiccup and dies for it.
- Disney Villain Death: Hiccup kills him by having a dragon drop him from miles up in the sky.
- Make an Example of Them: When he refuses to give up any information on the Hun army, Hiccup kills him to intimidate the other captured scout.
- Sir Swears-a-Lot: Although we never actually hear what he says to Hiccup, Eret's professionally-worded translation makes it very clear that he has a filthy mouth.
- Spiteful Spit: Does this to Hiccup after refusing to talk.
- Undying Loyalty: He refuses to betray his tribe when Hiccup interrogates him.
- We Hardly Knew Ye: We only get a cursory introduction before Hiccup kills him.
- Yellow Eyes of Sneakiness: Much like the other Huns, his eyes are colored yellow.

- Hoist by Her Own Petard: After turning her mother into a bear and getting her killed, Merida's turned into a bear herself and run out of the kingdom.

King Fergus
- A Tragedy of Impulsiveness: After learning that Merida was responsible for turning Elinor into a bear, he forced her to eat a piece of the tainted cake, transforming her into a bear as well and running her out of his kingdom. He would later grow to regret having done this and spent the rest of his life trying to find Merida.
- My God, What Have I Done?: Felt great guilt after turning Merida into a bear and spent the rest of his life trying to find her and turn her back.
Queen Elinor
- Death by Adaptation: Unlike in the film, she is killed in her bear form after being discovered by Fergus.
Other
Grimmel
A famed dragon hunter who attempts to assassinate Hiccup and Toothless.
- Always Second Best: To Drago when it came to hunting and enslaving dragons. Now that Drago’s dead, he’s more than happy to consider himself the best in knowing dragons.
- Acquired Situational Narcissism: Grimmel deconstructs this. Growing up, Grimmel was a nobody in his village. After killing a Night Fury, he became a town hero overnight. When that popularity inevitably faded, Grimmel became a Glory Hound willing to do anything to regain it, leading to a career that drove the Night Furies to near-extinction.
- Bad People Abuse Animals: Part of the reason his Deathgrippers look so horrifying is due to injuries he has inflicted upon them.
- Big Bad Wannabe: He thinks that he’s the next Drago Bludvist, but gets defeated fairly easily.
- Break the Haughty: Gets subjected to this by Hiccup who paralyzes him with Speed Stinger venom, has his forefingers removed, and puts him thorough Cold-Blooded Torture with the knowledge that his goal of destroying the peace between Vikings and dragons has failed.
- The Dragonslayer: Grimmel's built an entire reputation around this, being the expert everyone calls in to deal with dragons.
- Egomaniac Hunter: He hunts dragons solely to feed his ego and make himself famous.
- Evil Cannot Comprehend Good: Grimmel assumes the reason Hiccup didn’t kill Toothless as a boy was due to cowardice.
- Fantastic Racism: Against dragons.
- Fingore: Hiccup has Grimmel’s index fingers removed after capturing him to impair his ability to use his crossbow.
- From Nobody to Nightmare: He went from being a simple village boy to a legendary dragon hunter.
- Glory Hound: His entire motivation for hunting dragons is the fame that comes from the occupation.
- Hell-Bent for Leather: Mocked by Hiccup, who comments on how uncomfortably sweaty an outfit like that would be.
- Ignorant of Their Own Ignorance: Grimmel’s so dead-set on the belief that all dragons are evil that the idea of co-existence is completely alien to him. Hiccup even compares Grimmel’s ignorance of befriending dragons to a man who looks at an art gallery and only sees an empty room.
- It's All About Me: Hiccup deduces that Grimmel’s motivation to kill Night Furies stems from his desire of recreating the popularity he attained when he first killed a Night Fury.
- Know-Nothing Know-It-All: Despite claiming to be a "dragon expert", Grimmel knows nothing about taming them. Hiccup lampshades this trope.
- The Magnificent: He’s also known as “The Grisly”.
- Not So Similar: While Grimmel is canonically considered Hiccup’s Evil Counterpart, there are some key differences.
- Growing up, Grimmel was basically a normal boy in his village, whereas Hiccup was a village pariah.
- Hiccup never let his popularity go to his head and always put his friends first. Grimmel, on the other hand, wound up loving his 15 minutes of fame so much that he’s willing to do anything to recreate it.
- Smug Snake: Grimmel's so confident and self-assured in his superiority and skills over Hiccup, but gets mocked by Hiccup and easily defeated.
- So Last Season: By this point, Hiccup’s dealt with so many egotistical dragon hunters that he’s able to guess Grimmel’s backstory and even calls Grimmel “boring”.
- Thin Chin of Sin: He’s a genocidal hunter described as having a narrow chin.
- Tranquilizer Dart: His preferred method of incapacitating his prey, since he finds poisons to be too impersonal.
- Villain Respect: He has an immense admiration for Drago and his skill in taking dragons.
- The Worf Effect: Grimmel was the main villain of the third HTTYD movie which takes place roughly around the same time of this fanfic. He gets easily defeated to show just how much more powerful Hiccup is compared to his movie counterpart.
