The Empire Bay Mafia

The Mafia in Empire Bay consists of three crime families answering to the Commission.


  • Decadent Court: The three families are constantly feuding for territory and power.
  • The Don: There's Alberto Clemente, Carlo Falcone, and Frank Vinci. Betrayal and Vendetta have Sal Gravina.
  • Dwindling Party: Two out of the three crime families in the city are eradicated by the end of the game.
  • Even Evil Has Standards: Are supposedly against dealing drugs. Two out of the three families are.
  • Faux Affably Evil: The mobsters put on a friendly face but are all out for themselves.
  • Honor Among Thieves: Heavily averted. Betrayal is a regular part of their existence.
  • The Mafia: They are Empire Bay's Italian mafia, working under the Commission.
  • Screw the Rules, I Make Them!: Most of the families ignore the rules of the mafia, few as they exist, like not killing Made Men without permission or refusing to deal drugs.

Clemente Crime Family

One of three Mafia gangs in Empire Bay, the Clemente Crime Family is seen as "second-rate" by the other families within the city.

     Alberto Clemente

The nephew of a notorious Sicilian mafioso, Alberto Clemente was born in 1897 and came to Empire Bay in 1926. After making his bones smuggling liquor during Prohibition, he was approved to lead his own Family in 1929. A turf war between the Vinci and Moretti families created a vacuum that enabled Clemente to take control of some rackets in the Riverside and Little Italy districts. Hot-tempered, greedy, and underhanded, Don Clemente is known for using crooked methods in his dealings, as well as for ruling his family through fear instead of respect.

  • Asshole Victim: No tears were shed when Joe emptied an entire Thompson magazine into him. This even extends In-Universe, where Henry, who had served in his Family for so long, was glad to finally see him dead.
  • Bad Boss: His men outright fear him, to the point that they simply laugh at his bad jokes during a casual conversation. He also extorts new recruits an entrance fee to be Made Man on top of having them making their bones.
  • Disc-One Final Boss: Serves as the main antagonist for a large portion of the game right up until you kill him about two-thirds of the way into the campaign. He is also the first of the three Dons to be killed.
  • The Don: Of his respective Crime Family.
  • Early-Bird Cameo: During the opening montage of the young Vito and his family coming to Empire Bay.
  • The Friend Nobody Likes: Among the Dons of Empire Bay's three Mafia gangs, he's the one who receives no respect whatsoever.
  • Karmic Death: Is shot point blank with a Tommy Gun by Joe in revenge for his men killing Marty.
  • Serendipitous Survival: Has to use the bathroom during a major family meeting. This puts him just out of range of the bomb Vito and Joe just planted, although it only prolongs his life by a few minutes.
  • Non-Action Big Bad: He never tries to fight back when Vito and Joe come after him. Instead, they deal with his mooks.

     Luca Gurino

The caporegime of the Clemente family, and Henry's direct superior.
  • Dirty Coward: Once things stop going his way, he opts to hide instead of going out guns blazing like most of his peers.
  • The Dragon: For Alberto.
  • The Friend Nobody Likes: Seems to have this role in the Clemente family.
  • Hair-Trigger Temper: Joe's Adventures seems to show he has a bad habit of ordering people killed for incredibly minor slights. He puts out a hit on Joe simply for raising his voice towards him in public after Luca's lawyer failed to prevent Vito getting sent to prison.
  • Killed Offscreen: Tony Balls tortures and then mutilates him offscreen as a favor for Vito saving his life.
  • Klingon Promotion: Became caporegime after killing his predecessor.
  • No Celebrities Were Harmed: He bears a striking resemblance to Raul Julia.
  • Sadist: One loading screen message describes him as this. During the game, he is seen to run a slaughterhouse where the enemies of the Clemente family are tortured.
  • Smug Snake: Until his Villainous Breakdown, at least.
  • The Sociopath: Even by the standards of the Mafia, he's a total sociopath.
  • Trickster Mentor: Subversion. Tells Vito and Joe that the fee to join up with his family is five grand. Actually there is no fee. He intended it as a con rather than a hidden lesson, but Vito does learn from it all the same.

     Henry Tomasino

A made man in the Clemente family, who serves as Vito and Joe's primary contact with the family.
  • Advertised Extra: He gets third billing alongside Vito and Joe on various promotional art and even loading screens, but makes far less appearances than the former and even dies before the game's end.
  • Cruel and Unusual Death: The Triads give him the Death of a Thousand Cuts.
  • Foreshadowing: Early hints that Henry is The Mole are his reluctance to kill during his contracts, and the below mentioned hole in his backstory.
  • Improbable Age: Lampshaded by Vito when Henry discusses his backstory.
    Henry: My father was a man of honor. Things got pretty bad for us after Mussolini came into power. My old man figured I'd either get drafted or locked up. So he sent me to America and got me a job working for Clemente.
    Vito: So what happened to your father?
    Henry: He said he was too old to make the trip. Mussolini had him arrested, and he died in jail. They wouldn't even turn his body over for a proper burial.
    Joe: Gee, that's rough.
    Vito: So how's your English so good?note 
  • I Owe You My Life: At the end of the first chapter of Joe's Adventures, he saves Joe from getting lynched by Clemente's hitmen as a return favor for Joe saving his life following the hit on the distillery.
  • The Mole: Was really working for the Bureau of Narcotics. It isn't made clear as to whether he was an undercover agent or a confidential informant.
  • No Celebrities Were Harmed: Bears some resemblance to Dean Martin.
  • Real Men Love Jesus: Unlike Vito and Joe, Henry is still a practicing Catholic.
    Joe: You go to church?
    Henry: Yeah, and I can understand why you don't. They use big words, there's no hookers, and the food's lousy.
    Joe: Yeah, that pretty much sums it up.
  • A Simple Plan: Henry's plans are fairly well thought out, but they repeatedly get tripped up by random variables.
  • The Spock: Henry is the brains of the trio, counterbalancing Joe's impulsiveness, with Vito serving as the middle ground.
  • Taking a Third Option: He discovers that the reason Clemente was killed was because he tried getting his hands on the drug market and Falcone wanted it for himself, planning to kill Vinci at some point. Instead of warning Vinci or siding with Falcone he decides him, Joe and Vito could get their own drug dealing done and decides to buy heroin from the Triad. It was probably so he could have proofs on the Triad's illegal activities.
  • 13 Is Unlucky: Is wounded on his thirteenth assassination contract, and dies in Chapter 13 of the campaign.

     Sammy 

Sammy

A soldato in the Clemente family, and Luca Gurino's enforcer.
  • Ax-Crazy: Notice his maniacal cackling while fighting Vito. Towards the end of the fight, he comes after Vito with a giant meat cleaver.
  • The Brute: He's a burly guy who seems to prefer to fight with his fists rather than a gun. Vito punches him in the face several times and Sammy just laughs it off.

Vinci Crime Family

One of three crime families in Empire Bay, the Vinci Crime Family is the most powerful and influential. They're also the only one to outright ban dealing drugs, and are a tad bit conservative with regards to their methods.

     Frank Vinci

The oldest of the three Dons, Frank Vinci was born in 1885 to a prominent Sicilian Mafiosi family. He emigrated to Empire Bay in 1908 alongside his best friend and future consigliere Leo Galante. Together they built the most successful criminal organization in the city's history with Frank providing the muscle and Leo the brains. The end of Prohibition cost Frank some of his underworld primacy, but he remains a powerful advocate of traditional Mafia values. He lives in a large mansion on the outskirts of Greenfield and owns The Mona Lisa bar, which he named after his late wife, and uses it to launder money from his other less legitimate businesses.
  • Affably Evil: Is polite even when his men are torturing Vito and Joe. He is one of the few Empire Bay gangsters who is genuinely this, as opposed to Faux Affably Evil.
  • Even Evil Has Standards: Refuses any involvement in the drug trade.
    Frank: You can make plenty of money, but it's a filthy business and it poses too many risks.
  • Feeling Their Age: Quotes the Lethal Weapon variation pretty much word for word.
  • Honor Before Reason: Leo notes that Frank is a stubborn fighter who will enforce his rules of honor, even if it means conflict with the other Mafia families. Leo even laments that Frank is playing "wiseguy sheriff" instead of leaving well enough alone in regards to Don Falcone's drug dealing. Notably, in Mafia 3, Leo tells Lincoln he's free to run his city however he sees fit, including selling dope, as long as he pays the Commission their cut every month.
  • Karma Houdini: The only Don to survive the storyline relatively unscathed.
  • No Celebrities Were Harmed: He's a dead ringer for Martin Scorsese.
  • Noble Demon: Unlike the other two Dons, it seems that Frank can be reasoned with. He would have been well within his rights to hand Vito to the Triads (or the Feds) in a gift wrapped package. But he swallows his pride enough to Take a Third Option that solves his problems without killing Vito. Granted, Leo coaxed him into it.

     Leo Galante

A good friend of Frank Vinci, and a father figure and mentor to Vito during his time in prison.


  • Affably Evil: Very polite, friendly, and genuinely caring for Vito, who's also the second-in-command of a powerful Mafia gang. Later emphasized in the ending when he apologizes to Vito regarding Joe's fate.
    Leo: Sorry, kid. Joe wasn't part of our deal.
  • Broken Pedestal: By Mafia III, Vito's lost any respect for him over the years.
  • The Cameo: Appears in Mafia III during the ending, offering Lincoln Clay the position of being the city's new crime lord.
  • The Consigliere: Of the Vinci Crime Family.
    Leo: You think being just a regular old man gets you all of this?
  • Cool Old Guy: Vito certainly sees him this way.
  • Fight Clubbing: Runs a fighting ring to help pass the time while in prison.
  • I Owe You My Life: Vito saves him from getting killed by Henry in Chapter 11. It later pays off when he does the same to Vito in Chapter 15, saving him from getting lynched by Vinci's men and the Triads.
  • Might as Well Not Be in Prison at All: Except for troubles with O'Neil, he more or less has free reign of the prison when Vito arrives, and can even arrange to get Vito (but apparently not himself) released years early.
  • The Mentor: To Vito during his time in prison.
    Leo: Don't fuck with me, boy. I've probably forgotten more about this business than you'll ever learn.
  • An Offer You Can't Refuse: Gives one to Vito in Chapter 15, in order to save him from being killed by either Vinci or The Chinese.
    Leo: I don't forget my friends, Vito. You did for me so I did for you. I called in a few favors, got you one chance to make this right.
    Vito: Ok, I'm listening.
    Leo: You're gonna get rid of Carlo, do us all a favor.
    Vito: And if I refuse?
    Leo: You die. Frank and the Commission want you dead. So does Mr. Chu. And to top it all off, you vouched for a rat. You think Carlo's gonna let that slide? You're a dead man walking.
  • Parental Substitute: Vito certainly sees him as this, especially in the wake of his mother's death during his time in jail. It comes to the point that he saves his life from Henry in Chapter 11.
  • Pragmatic Villainy:
    • Ignores Lincoln's race in Mafia III, concerned only with making sure that the Commission continues to get paid their 20% cut of all his rackets. Considering the time and the noted prejudice of the Italian Mafia, this is quite enlightened (and probably the only way the developers could have had Lincoln walk away without the entire Cosa Nostra gunning for him after wiping out the Marcano Family.
    • He also tells Lincoln he's free to run his city however he sees fit, including selling dope, despite Don Vinci's ardent opposition to the drug trade as seen in the previous game (which Leo saw as causing needless friction between the Vinci family and other less scrupulous families).
  • Reasonable Authority Figure: Comes across as this in Mafia III, rising above the usual virulent racism the Mafia is steeped in. He makes it clear that the Commission will accept Lincoln as the new boss of New Bordeaux, as long as he keeps paying the same tax to them that Marcano did and will even let him walk away if he so chooses.

     Derek Pappalardo

Federico "Fat Derek" Pappalardo is a caporegime for the Vinci crime family, running their union racket and chop shop from the Southport Docks. He started working the docks as a strikebreaker in 1916, getting involved in the Vinci Family's smuggling and black marketeering during Prohibition. After spending two years in prison for embezzlement, he played a prominent role in Empire Bay's Vinci-Moretti War in the early 1930s, after which he was rewarded with his current position. Vulgar, violent, and greedy, as a union boss, Derek is infamous for his unethical business practices.
  • Affably Evil: Once Vito proves himself to be useful in a brawl and getting the dock workers to pay up their dues, he becomes much more friendly towards Vito.
  • Asshole Victim: Out of all the people Vito killed, he's the least sympathetic.
    Derek: Vito, you swore an oath. I was there. Our loyalty to the Family is greater than our own families.
  • Authority Equals Asskicking: He's the Wake-Up Call Boss. He's actually not too durable (he goes down in 6 shots or so), but constantly tosses Molotov cocktails from a cover-rich upper balcony, and is backed up by waves of Tommy gun wielding Mooks.
  • Bad Boss: He's known to treat the dock workers very poorly, paying them very little for hours of backbreaking work, and then having those same workers beaten up by Steve and his Mooks if they can't pay their union dues on time. See Schmuck Bait.
  • Corrupt Corporate Executive: Corrupt Union Boss, but the trope still applies.
    Derek: I got the whole fucking waterfront under my thumb.
  • Early-Bird Cameo: A younger version of him is seen in the game's opening cutscene, eating a sandwich.
  • Fat Bastard: He could stand to lose a few pounds, and the general opinion of him isn't very high.
  • Hate Sink: His very first scene shows how much of an asshole he is.
    Derek: The guys here at the port are supposed to pay a monthly fee to the barber, but half of them never cough it up. I need you to give 'em a little nudge. Ten bucks a man.
    Vito: What if they don't need a haircut?
  • Pet the Dog: After Vito knocks out Bill, a rowdy dockworker who had been giving Derek and Steve some problems, Derek commends Vito and gives him a bonus to his cut, noting that even Steve got beat up by Bill in a previous fight.
  • Punny Name: Pappa Lardo.
  • Schmuck Bait: Unloading crates at his warehouse nets you ten dollars a day. Guess how much your union dues cost?
  • Skippable Boss: If you already have enough money to pay back Bruno, you can skip fighting him and Steve.
  • Villain with Good Publicity: Vito's mother actually thought he was a legitimate businessman.
  • Villainous Glutton: In practically every cutscene he's in, he's eating something.
  • You Killed My Father: Had Vito's father killed.

     Steve Coyne

Derek Pappalardo's right-hand man and the Vinci family's top enforcer.


  • Almighty Janitor: Because he isn't Italian, he cannot become a made man, but this hasn't stopped him from being one of Vinci's top legbreakers. He gained a lot of respect for being the one to kill Don Moretti, Don Vinci's Arch-Enemy in the past, with a car bomb and putting an end to the last Empire Bay mob war.
  • Bald of Evil: His hairline has receded due to age, and he is quite evil.
  • Card-Carrying Villain/Obviously Evil: Unlike most other Empire Bay mafioso, he doesn't bother concealing his murderous nature behind any veneer of civility.
  • The Dragon: To Derek.
  • Even Evil Has Loved Ones: The reason he helps Joe and Vito getting back at the Greasers is because a group of them jumped his cousin and stole his car.
  • Evil Redhead: What's left of his hair is red (though it's starting to go gray), and he's not a nice guy.
  • Evil Sounds Deep: Has a very deep voice, which pairs well with his barely concealed murderousness.
  • Hair Today, Gone Tomorrow: In the opening cutscene, a younger Steve can be seen picking Vito's father for a job. He still had a full head of hair at the time.
  • Hidden Disdain Reveal: Shouts "I never trusted you" during his confrontation with Vito.
  • Informed Ability: Despite being Vinci's top enforcer, Steve's not much tougher than a regular Mook, and at most can only take 1 more bullet than a normal enemy before dropping.
  • Skippable Boss: If you already have enough money to pay back Bruno, you can skip fighting him and Derek.
  • You Killed My Father: He killed Vito's father.

Falcone Crime Family

One of three crime families in Empire Bay, the Falcone Crime Family is the family Vito and Joe eventually become affiliated with. Unlike Vinci, they're in for modernizing the system and operating outside tradition.

     Carlo Falcone

Born in Sicily in 1905, Carlo Falcone is the youngest of the three Dons, and the only one to arrive in Empire Bay as a child with very few memories of the old country. He became an enforcer, later caporegime, for the Moretti Crime family. During the Vinci-Moretti War, Falcone betrayed Don Tommaso Moretti and formed a new crime family from the remains of his organization. A ruthless modernizer, Falcone considers the Sicilian mafia traditions to be tired and outdated. He recognizes that the mob got rich through Prohibition, and that they need a similar revenue stream to stay at peace.
  • Authority Equals Asskicking: He can take quite a bit more damage than regular Mooks, in a game that otherwise follows the trope of Mooks, but no Bosses. That still means he goes down in less than a dozen bullets, though, and unlike Pappalardo he doesn't have environmental advantages such as an inaccessible upper perch or molotov cocktails. You and Joe also outnumber him 2-to-1 since he doesn't come out to fight you until you've killed all his Mooks.
  • The Cartel / Corrupt Corporate Executive: Carlo's vision for modernizing the mafia is to essentially turn it into a hybrid of these two tropes, both of which were still under construction in his time.
  • Dark Horse Victory: Tries to pull this off near the end thanks to Vito and Joe's mayhem killing most of his rivals effectively.
  • Defiant to the End: Knows that the Department of Narcotics is closing in on him during the finale, and he doesn't care.
  • Evil Cannot Comprehend Good: In a manner of speaking, but he clearly underestimated Joe and Vito's Undying Loyalty towards each other and paid for it with his life.
  • Final Boss: Of the main story.
  • Hidden Depths: He has a great love for detective novels, which inspired the name of his restaurant, The Maltese Falcon. He also has a love of astronomy, which inspired his funding of the Zavesky Observatory.
  • Last Villain Stand: After the last of his goons is dead, he comes out of hiding with a machine gun to fight Vito and Joe.
  • Pragmatic Villainy: Unlike Don Salieri from the previous game, who ordered some of his best made men Tommy and Paulie to be killed for moonlighting behind his back, Don Falcone, in a similar situation with Henry, Vito, and Joe, just asks for his cut of their side action.
  • "The Reason You Suck" Speech: Gives one to Vito just before trying to kill him.
    Carlo: You think I give a shit about the Feds, or those tired old fucks on the Commission? They're using you, Vito. Just like Clemente used you. Just like I used you. Just like that rat fuck Henry used you. You vouched for that piece of shit, brought him into my house. And now, you dumb fuck, you're gonna pay for it!
  • Silly Rabbit, Idealism Is for Kids!: Tells Vito there are no friends in this business, and it's naive to believe otherwise.
    Carlo: What'd they tell you, Vito? Take care of me and all's forgiven? You really think they're just gonna let you walk after everything you did? Then again, chumps like you never do think about the big picture. But your buddy Joe understands, don't you Joe?
    Vito: What the fuck is this?
    Joe: I could ask you the same question.
    Carlo: Loyalty's a funny thing, huh, Vito? No such thing as friendship in this business. Didn't your old pal Leo teach you that while you were sucking his cock back in the can? You're just a fucking pawn, Vito. That's all you ever were. When are you gonna realize that?
  • The Starscream: Over the course of the game, he puts forward a series of plans to wipe out the other two Empire Bay Dons, even though he's ostensibly supposed to be allied with them.
  • Visionary Villain: In sharp contrast with Vinci's conservatism and Clemente's sleazy crookedness, Falcone is a ruthless modernizer who thinks that the American mafia should break away from its Sicilian traditions. With the era of Prohibition over, he sought a new source of revenue and turned to the drug trade, essentially becoming a precursor to modern drug cartels.
  • Worthy Opponent: Averted with Vito.
    Carlo: This is who they send? This is an insult.
  • You Have Outlived Your Usefulness: Tries to have Vito killed for becoming a liability to his operations, as well as his role in getting Henry to be part of his Family.

     Eddie Scarpa

An Underboss of the Falcone Crime Family, and Carlo's right-hand man. In Joe's Adventures, he's still a Caporegime, and one of Rocco's closest friends and trusted henchmen.


  • Affably Evil: He's much chummier and approachable than the rather slimy Luca Gurino, and is even understanding when Vito turns down the hit on Leo because he knows Leo was like a father to Vito in prison.
  • The Alcoholic: It's noted in his bio that he has a barely concealed alcohol problem, and it definitely shows.
  • The Dragon: To Rocco, and later, to Carlo.
  • Karma Houdini: Manages to avoid getting killed at the end of the main story, thanks to not being at the observatory.
  • The Sociopath: Referred in his file to be a jovial sociopath. Aside going from drinking buddies to "I'll chop your balls for your failure" with Vito and Joe there isn't a lot of it showing.

     Antonio Balsamo

An old soldato in the Falcone Crime Family, and a close friend of Joe's.
  • Affably Evil: A Nice Guy all around, who happens to partake in robberies, torture, and contract killings on the side.
  • Ascended Extra: He gets more screentime and a bigger role in Joe's Adventure's, where he provides Joe with a few missions, a new car, and a number of bigger jobs requiring assistance.
  • Career-Ending Injury: El Greco, the doctor for the Mafia in Empire Bay, tells Vito and Joe that Tony will be unable to walk again following an encounter with Vinci's men.
  • The Lancer: To Joe in Joe's Adventures.
  • Old Soldier: One of the oldest serving members of Falcone's gang.
  • Only Known by Their Nickname: For most of the game, Vito, Eddie, and Joe refer to him as either Tony or Tony Balls.

     Rocco

Introduced in Joe's Adventures. The Underboss of the Falcone Crime Family in Joe's Adventures.
  • Arc Villain: He's the final antagonist of Joe's Adventures.
  • Cutscene Boss: Rocco is present in the final shootout, but runs away as soon as his men start taking fire from Joe. Joe disposes of him in a cutscene as soon as you reach the top floor of the construction site.
  • Disney Villain Death: Joe throws him off the top of a construction site, hitting Eddie's car down below.
  • Face–Heel Turn: Starts out as one of Joe's employers and a friend of Eddie's. Betrays them in the final level, which is implied due to opposing Falcone's drug operations.
  • Praetorian Guard: He's got 9 Heavily Armored Mook guards protecting him in the final fight, who essentially serve as the Final Boss of the DLC.
  • The Starscream: Is plotting to assassinate Falcone and take over.
  • Torture Technician: One of his specialties.
  • Treacherous Quest Giver: Rocco claims that a well-regarded, high-ranking member of the Falcone family is planning to kill Falcone and take over, and sends you on a number of missions to root out disloyal members of the family. However, Joe notes that something ain't right about the series of missions Rocco sends him on, and the people he's sent to kill turn out to be Greasers, Black gang members, and others who seem unlikely to be part of a Mafia family. Turns out Rocco was the traitor, and the missions he sent Joe on were most likely under false pretenses.
  • Villain Has a Point: Sure, he's a jerkass who partakes in torture, but he was right in warning Joe about Falcone's drug operations.
  • You Have Failed Me: In a mission briefing, he threatens to torture Joe if he screws up the job.

Gravina Crime Family

Exclusive to The Betrayal of Jimmy and Jimmy's Vendetta, the Gravina Crime Family is the only Mafia gang to appear in the Alternate Universe Empire Bay, where it's vying for dominance in Empire Bay while being allied with the local Irish Gang.

The head of the Gravina Crime Family and one of Jimmy's closest friends and employers. He, along with Tam Brody, betray Jimmy at the end of the first DLC.


  • Authority Equals Asskicking: The Don of the Gravina Crime Family, and by far the toughest individual opponent faced by Jimmy in his adventures. Like Don Falcone from the main game, Sal wields a tommy gun and has about four times the amount of health of a regular Mook, and takes about a dozen or so tommy gun shots to bring down.
  • Big Bad Duumvirate: With Tam Brody of the Irish Gang. They're actually revealed to be Co-Dragons under Judge Hillwood later in the story.
  • Contract on the Hitman: He's the one who sets up Jimmy in prison as revealed in the prologue of Vendetta. His underlings also attempted to actually kill Jimmy during his time in prison.
  • Defiant to the End: Even when he's cornered in his light house, he still tries to kill Jimmy in desperation. For his trouble, Jimmy puts a few bullets into him in return.
  • The Don: Of the Gravina Crime Family.
  • Duel Boss: Jimmy faces off against him one-on-one after fighting his way through all of Sal's remaining men.
  • Face–Heel Turn: Starts out as Jimmy's close friend and employer. Ends up being the one to arrange his set-up.
  • False Friend: Starts out as a close friend of Jimmy's and one of his largest sources of income. However, at the end of Betrayal and as shown in the opening cutscene of Vendetta, he sells him out to the cops with no hesitation whatsoever.
  • The Heavy: Compared to Tam Brody, he's more active in trying to kill Jimmy throughout Vendetta, by sending assassins after his both during his time in prison and after his escape. He's also shown to be the one behind the elaborate setup at the end of Betrayal.
  • Killed Off for Real: He is killed by Jimmy in "The Don", where he and the remaining members of his Family are holed up in the ports he controls.
  • Last Stand: He and his remaining mooks hole up in the docks they control. It does little against Jimmy though.
  • Reused Character Design: He uses the same character model as one of Vinci's gangsters in the main story.
  • Single-Stroke Battle: Jimmy and Sal fight each other on opposite ends of a pier with no cover, so either way the fight is over in just a few seconds.
  • Villainous Valor: Knows Jimmy is coming after him and his remaining soldatos in the finale of Jimmy's Vendetta. But rather than run in desperation like his associate Tam Brody, he elects to fight on even though there's no chance of winning.
  • You Don't Look Like You: When you fight him in "The Don", he has the generic mustachioed "Mafia VIP" character model, instead of looking like he does in cutscenes and loading screens.
  • You Have Outlived Your Usefulness: Does this to Jimmy through an elaborate setup involving a luxury car filled with illegal drugs in the trunk and bribing police officials.

The Consigliere of the Gravina Crime Family, who becomes one of Jimmy's primary targets in Jimmy's Vendetta in his quest to take down the Gravinas once and for all.
  • Authority Equals Asskicking: He wields an submachine gun when Jimmy goes after him, and can deal a lot of damage and possibly even kill the player if one is not careful.
  • Character Death: Jimmy kills him during the events of "The Lobotomy", where the former ambushes his heavily-guarded limousine.
  • The Consigliere: To Sal and the Gravina Crime Family as a whole. The mission description even states that he's the one really in charge of the Family's operations.
  • The Dragon: To Sal.
  • Flunky Boss: Aside from him, Jimmy also has to fight several of his bodyguards accompanying him in his limo.
