This is what I envision the Edit Banned code used to look like. Of course, Eddie/the admins are the only ones who know, but that's how I'd code it with my understanding of the arcane language that is PHP.
Most game developers realize that it's not particularly fun for players to have to Try Everything to figure out the basics of playing their game. To that end, developers will generally ensure that the most crucial aspects of gameplay are explained to the player, even if they have to break the fourth wall to do so.
Past the essentials, however, there are often mechanics in a game that one can beat the game without knowing. Developers can generally exercise much more discretion in whether to have the game explain these mechanics to the player. Though some may choose to explain these mechanics to at least some degree, they are frequently not explained at all, or only have their mere existence revealed or alluded to. There are many reasons why developers may choose to omit information on a mechanic from the game itself, including (but not limited to):
- It provides incentive to buy the $19.95 strategy guide which includes an explanation of the game's hidden mechanics.
- The player is expected to be able to easily deduce the mechanic themself (such as figuring out that a fire elemental would probably take more damage from a water spell than a fire spell.)
- The mechanic is something that's supposed to work "under the hood", and not meant to be actively considered while playing (such as the specifics of a damage formula.)
- The workings of the mechanic become self-apparent when it becomes relevant (such as poison gradually sapping your health when you are afflicted by it, and dissipating on its own after awhile.)
- The developers wish to encourage experimentation and communication between players to foster an active playerbase.
- The mechanic involves something that was added or changed after the tutorial and manual of the game had already been finalized (whether that be shortly after release or in a post-release update.)
- The mechanic involves such a specific exception to a typical interaction that drawing attention to it would just make it stick out like a sore thumb.
- The mechanic may be a result of some technical or gameplay quirk rather than anything explicitly intended (such as, in many cases, Lag Cancel.)
- Exposing a player to information about a mechanic can make the game appear more complex than it is, and may immediately turn away more casual players.
Often, when players discover workings of a game that the developers didn't intend them to fully understand, and/or never considered themselves, they eventually find a way to milk them for all they're worth - often leading to players breaking the game in ways the developers never intended. Such things can drastically shape the metagame. In some cases, a mechanic resulting from exploitation of the game's quirks may later be incorporated into the game as a full-fledged feature - possibly even having an explanation of it added into the game itself.

You had mentioned something earlier about being prepared for this guy but, I'll be honest, I was still expecting some slime ball of a politician. I wasn't expecting a serial killer. Actually, I think the majority of people who played a prominent role in this bio are mass murderers. Brrr...
To start with: Willo's parents. It's interesting just how callous they are versus their public face. Just how many murders did they order while holding grand banquets? How many beatings did they inflict the same day they were cutting the ribbon at the opening of an orphanage? Often you see these old money types in media scorning violence and being out of depth with the street level brutality of their poor slum neighbors, but the Lamerlis wouldn't be out of place in certain countries around the world with less than stellar human rights records where the elites can get away with so much. There's this dichotomy in their open actions for the public and their attitudes. It's like they do things for the good of the people without caring much for any of them, so who cares if some of their son's friends get their heads bashed in?
- Speaking of that son, Willo's brother post-torture reminds me of that quote about the Roman Emperor Caligula. That there was "no better slave, and no worse master."
