During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.

Specific issues include:

  • Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
  • A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
  • Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
  • Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
  • Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.

It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Although, does he become that BECAUSE he was the victim of prejudice?

I don't see it affecting anything, considering that he make everything worse for his own community with glee, even proudly announcing that he didn't feel guilty about anything he has done, and he was the mastermind behind the increase in hateful crimes happening in the comic.

Okay to celebrate between myself and Mir, we believe that we have found another Midsomer Murders candidate.

To give a quick refresh, Midsomer Murders is a long running British crime series, famous for both its loving and memorable depictions of every element of idealised English country life, and for the stupidly high amount of brutal, horrific murders that happen every single episode.

Now this candidate comes from Season 14’s “A Sacred Trust”, and is one of the few to go quite beyond the little world of the county of Midsomer.

I give you Matthew Hendred.

Who Is he:

On the surface Matthew Hendred seems to be just a wealthy businessman native to Midsomer Vertue. A smug, boorish, crass and hot tempered man, Hendred isn’t especially popular save with those after his money.

But behind the surface Hendred hides a dark secret that is the source of his wealth, thirty-three years ago (from when the episode aired the last seventies) whilst in his twenties he was in fact a mercenary who was involved in war in an unnamed Sub-Sahara country.

What Does He Do:

Back in 1978 Hendred, along with four soldiers and one other mercenary, attacked a native village right on the border with. Together they massacred twenty-three unarmed civilians. After the war ended (with the country they were against being completely annexed) Hendred using the contacts he had built out their created himself a “private security” company operating throughout the Sub-Sahara making himself a very wealthy man.

Thus he returned to Midsomer, married Lauren and had a son Duncan.

However, of the survivors of the massacre one of them was a missionary, who had been working as a teacher and had seen Hendred’s face when he looked in the school where she was shattering the children. Traumatised by the horrors she had witnessed, she returned to England and joined the Order of Saint Mathilde based at Midsomer Priory (which just happen to be in the same village Hendred ended up living).

Taking the name Mother Julian (as part of the tradition the nuns took the name of Saints upon taking their final vows) for thirty years she lived isolated from the world. Then one day she caught two teenagers messing around in the forest clearing behind the Priory, one of them being Duncan Hendred who had grown to be a spitting image of his father.

Immediately recognising him and realising what this must mean, she managed to track down Hendred’s address from Duncan’s driving licence (him leaving his trousers behind in his hurry). Arriving at Hendred’s home one night, she confronted him about his atrocities.

Hendred tried to lie she was mistaken, but finally admitting he smugly pointed out she could never get him charged for anything. However, Mother Julian pointed out she could still convince the community of his crimes, and attempted to blackmail him for two million pounds to be donated to the Charity War Wounds, believing he at least deserved to pay that penance for his sins.

Unfortunately due to the sort of man Hendred was, he decided to instead kill her rather than have to part with the money. So the very next night he broke into Midsomer priory after dark, watching the nuns emerge from the chapel after final prayer, he stalked the one he believed was Mother Julian and strangled her to death as she was putting the hens to bed.

However, as one nun with glasses looks much like another in the dark, he instead killed Mother Thomas Acquinas. Mother Julian realised immediately what must have happened, but now realising he wanted her dead, decided to stay quiet for the moment hoping he wouldn’t realise his mistake.

We’re first introduced to Hendred after Inspector Barnaby and Sergeant Jones go round his house to talk to Duncan. Whilst playing civil in front of them, the moment their gone Hendred is furious at his son for bringing the police to his house.

However, later Hendred was contacted by the well-meaning Father Behan who mistakenly believed Duncan had killed Mother Thomas and wanted to help. Unfortunately Hendred misinterpreted his comments to assume the nun must have told him in confessional about his atrocities, so thus he also needed to be silenced. Thus meeting Behan in his home one afternoon, he strangled him to death as well.

Inspector Barnaby figuring out what must have happened and who the killer was, Mother Julian finally confessing about the massacre. Unfortunately as he had no actual evidence he couldn’t arrest Hendred but assured her he would find a way to prove he was behind the murders.

But deciding she couldn’t Hendred get away again, Mother Julian phoned him that afternoon revealing she was still alive and expected him to deliver the money tomorrow, as she would be in public until the donation was done and was going to write a confession so that if she suddenly died the police would know where to look.

Realising he had to get rid of her tonight, Hendred once again broke into the Priory and sneaking up on who he thought was Mother Julian attempted to strangle her. However, as it was really Sergeant Jones in disguise he was overpowered, Inspector Barnaby jumping out arrested him for the murders of Mother Thomas and Father Behan.

Any Freudian Excuse or Redeeming Traits:

Okay now this is the big thing. Hendred doesn’t kill Mother Julian or the children during the massacre, despite him specifically looking into the school their shuttering in. However, I’m not inclined to read this as a sign of standards.

He gazes in with a neutral expression, spends about ten seconds thinking about it, then flashes a sarcastic smirk at Mother Julian and then blows her a kiss, before rushing off to continue massacring.

Thus it all comes across as quite simply he didn’t kill them out of pure disinterest, rather than any moral standards.

Apart from that he has nothing. His conversation with Mother Julian making it clear he doesn’t remotely regret any of his crimes, even boasting about how despite it she’ll never see him charged for anything now.

He is married and has a son, but really there is no indication he cares about them. From what we see onscreen Hendred regularly pushes around and verbally abuses his wife Lauren, with her regularly going to Father Behan for comfort.

It’s mentioned that he paid the school a lot of money to stop them kicking Duncan out after he beat up a pupil (Duncan himself is a smug, spoiled git) but onscreen he’s only seen yelling and berating his son. He honestly seems quite happy when the police want to arrest Duncan for being in possession of large amount of cannabis.

Duncan himself is visibly terrified of his father and openly confesses to being.

Now Hendred is apparently a regular donator to several charities, even boasting he likes to ensure he doesn’t leave out the local causes rather than the big ones. But from what we see, it seems to be just another excuse for him to show off his wealth and to posture, with two members of said local cause utterly hating having to be social with such a smug, replant and uncouth man.

Heinous Standard:

Easily clears it. For all the jokes about having a higher body count than certain wars, actual war criminals are something utterly alien to Midsomer. Including his participation in the massacre, Hendred easily has the highest body count in the entire show.

Now he didn’t order the attack, just being one participant and shares responsibility with the five others involved. But from what we see of the massacre, there was no one giving orders (there is never even an indication if this was an actually ordered attack, it looks like they randomly decided to attack the village) everyone was an equal participant. With no indication who killed how many.

As the only one of them receive any characterisation, coupled with his other murders, is enough to push Hendred well beyond the line.

Conclusion:

Have to admit I wasn’t expecting a war criminal in Midsomer Murders, but really Hendred is an easy keeper.

Fair enough. Though what exactly is his ultimate goal? I mean, Judge Death wants to destroy everything; Bulgarin and Kazan want to conquer Mega-City One...

Does Hendred basically expect Mother Julian and her kids will be swept up in the slaughter, even if he's not interested in doing the killing himself? Since that's not even close to a redeeming factor.

I'll lean yes to him. Not as strong as it could be considering he's not the architect of the slaughter, but seems that backstory's enough of a brutal flourish compared to the nightmarishness of more level killers like Agnes.

ACW: Yep their is a flashback (I was quite surprised about that really, at best I assumed we might get some photos). Due to the series its not especially graphic, but we see them attacking the village with assault rifles and machetes, forcing civilians onto the ground to be shot etc.

Scraggle: From the way its presented, it seems he honestly doesn't care if they live or die. He just decides not to kill them himself more or less on a whim.

I agree its not as certain as if he was leading the massacre, but as their were only six of them involved and their is no one giving orders (coupled with how unique something like this is for the show), its enough.

Here's my gift for the thread...from the Boruto manga, I give you Jigen...or rather...Isshiki Otsutsuki

Who is Isshiki Otsutsuki?

A member of the Otsutsuki clan, intergalactic parasites, Jigen departed for the earth with his partner Kaguya. Fulfilling the Otsutsuki directives to plant a God Tree in the world, the Otsutsuki have a sort of, shall we say....directive for cultivating God Trees in the sacrifice of an Otsutsuki to fuel them. Kaguya, the lower-rank of the two, was destined to be sacrificed when Isshiki had the Tree destroy the world to eat the fruit and evolve....she turned on Isshiki instead, mortally wounded him and took the Fruit for herself to rule the world. A dying Isshiki came upon a young monk named Jigen and shrunk himself down to enter his body and possess him, keeping Jigen trapped within his own body, helpless to watch for centuries to come as Isshiki hid in the shadows. He formed a secret society known as "Kara" to cultivate a new vessel for him.

Otsutsuki existences are founded on surviving via new host bodies. When their bodies die, the Otsutsuki manifest in new vessels, having marked them with a symbol called a "Karma." The catch is the body needs to be strong enough to bear the chakra of the Otsutsuki...Jigen wasn't, so Isshiki was forced to wait, since to manifest early would mean the body would give out and kill him permanently. Waiting a thousand years, before assembling Kara with a group of powerful individuals, all brought in and enhanced by scientific ninja tools, with Isshiki having research performed over to find a Vessel, as well as with the god tree. Isshiki's actions lead to a lot of death as a result....shopping around for boys, Isshiki assembled 14 of them, including Kawaki whom he purchased from his abusive father. They were subjected to horrific experiments, only Kawaki and another named Code, surviving with a successful Karma implanted on him....Code's Karma was incomplete, making him unsuitable to be Isshiki's vessel, while Isshiki would regularly and brutally beat Kawaki, torturing him to make him obedient....seeking to create the god Tree, his plot was to feed his Jigen body to the Tree and steal Kawaki's body....fortunately for the world, Kawaki was lost thanks to Victor's treachery, Isshiki having Victor killed as a result. After invading Konoha to gain Kawaki later, Isshiki defeated and sealed off Naruto himself. Boruto and team saved Naruto while Isshiki's right-hand man Amado sprung a trap.

Amado had actually joined to disable and kill Isshiki permanently...sending another Kara elite named Koji Kasshin to kill Isshiki, forcing him to shed Jigen's body permanently, before defeating Kasshin. Attacking Konoha and engaging Naruto and Sasuke, Isshiki is almost able to kill them, with Boruto and team assisting, along with Kawaki...Isshiki seemingly wins and with his life measured in seconds only, implants Kawaki with a Karma...

Only to reveal that Kawaki was using a shadow clone that can't hold the Karma. Isshiki breaks down screaming at him as his body falls apart, Kawaki slamming his foot down to render Isshiki to dust...

Except his spirit briefly appears to Code, revealing he has granted him new power, to bear his will: to finish the god tree, wipe out all life on earth...then consume all worlds within the cosmos, to become the ultimate lifeform Isshiki desired and bring his will to fruition. Isshiki vanishes for good, with Code preparing to avenge him.

Heinousness?

So, we know Naruto's HS etc....but Isshiki is the top so far. The appearances of the Otsutsuki have thrown things for a loop since it's now that there's a race of planet eating aliens out there. Momoshiki still keeps for his sadism, and that he's killed multiple worlds, and his plots aren't finished (he implanted Boruto with a karma and is trying to hijack Isshiki's plots when he can)....but Isshiki? a lot of what he does is standard Orochimaru/Akatsuki stuff, but then you get to the world ending...and to the final scheme he leaves to Code; giving him the motive as a dying act to consume world after world after world to become Isshiki's masterpiece. Pass.

Also? He keeps the real Jigen as a puppet for a thousand years, even noting at one point the poor guy is crying inside seeing all he's done, with nothing more than icy contempt.

Mitigating Issues?

Nnnope. Isshiki has no real loyalty to his clan, no indication he values anyone or anything. He gets on fine with the Kara inners, but Code is a child he tortured into loyalty to him. He treats them dying with no more than detached curiosity, has Victor killed for his teacher, tries to kill Kasshin for his and has Deepa erased without even a shred of regret or hesitation. He's ungodly arrogant. Even other Otsutsuki are entirely disposable to him as when he realizes Boruto is a vessel for Momoshiki, he can feed Momo to the Tree. Kawaki? Despite being his "father" he makes clear he sees Kawaki as nothing but a sacrifice for his own glory.

Conclusion?

And a keeper.

Seems the Otsutsuki king appeared recently in the manga (or at least their equivalent) so he may be a keep too eventually being the guy who started this.

Yes to him. This seems...inaccurate:

  • A Father to His Men: Surprisingly, towards Code. After dying his spirit appears to him through his White Karma, imparting some final words to him; wanting him to carry on his plans/The Otsutsuki’s will after his death. Notable in that most Otsutsuki members think very little of and look down on humans, Isshiki himself included.

Also, Momoshiki's still alive?

ALSO also, please remind me again how common being an Omnicidal Maniac is in the franchise? Isshiki seems like a MULTI-one (with what he plans for Code).

Momoshiki and Isshiki are the only guys who plan to wipe out everything that I'm aware off. Obito and Madara plan a mass Lotus eater machine plot and have the fourth shinobi war but they don't plan to kill everything.

The second candidate from Judge Dredd: False Witness

Who is Shannon McShannon?

Dr. Filth's protege and his number two, who is also responsible for causing massive hate crimes and attacks upon Judges and "non-natives" by broadcasting her program "Straight Shooting' with Shannon", where she directs hatred of a lot of people upon the "unregistred scum", Shannon crudely dismissed Judge Dredd, when he stormed into her studio, demanding her to stop her program, since it caused waves of crimes, responding by saying that she didn't directly said to attack Judges and "non-natives" and therefore he can't arrest her or do anything about it, to which Judge Dredd reculantly agreed and was forced to leave.

In reality assisting Filth in his crimes of kidnapping mutant children to be dissolved and used as a "gene food", Shannon also regularly injects herself with these "genes". Sending one of Judges' droid to kill Filth and get destroyed, so she could frame Mathias for it, which increased the civil unrest in Mega City, Shannon didn't appeared until the final issue, where Mathias led the Judges to the base, where mutant children were drained. Trying to threaten the Judges and force them to leave, Shannon was tricked by Mathias into revealing the truth before the Judges. Revealing that she has Filth killed because she discovered his mutant origin and that she knew what her and his program caused across Mega City, but didn't care, since her career was on the line, Shannon also revealed an additional motivation for killing Filth was because he refused to give her the "bigger cut" of mutant genes, after which she revealed her super strenght by punching Dredd across the street.

Ordering her droids to attack the Judges and kill them all, Shannon tried to escape into the facility, when her droids were defeated. As Dredd and Mathias follow her, Shannon ambushes them and tries to break Dredd's neck, laughing at Mathias, saying that "We [Strong] survive by eating the weak" and tries to kill Mathias, only for Dredd to get up and throw her in the acid, killing her for good.

Do they have any Mitigating Factors or Freudian Excuse?

None. This one is clear cut and has no redeeming qualities. Even the excuse of her needing "mutant genes" or the deseases will kill her rings hollow, considering that she could get treatment anywhere else, but chooses to continue injecting herself with "mutant genes" to prolong her life.

Do they meet the Heinousness Standard?

Fully acknowledged by the comic to be full on accomplice of Filth's crimes, spreading bigotry and hate and causing riots and attacks, as well as participating in Filth's business of kidnapping mutant children to dissolve them for their genes, since she injects herself with them as well.

Not very. Until the Otsutsuki, wiping out planets was completely unheard of, as I recall. None of the Akatsuki even came close. Madara and obito wanted to hypnotize the world, Kaguya as well, and turn all humans into her soldiers.

and...yeah. Code is nothing more than a remnant Isshiki is entrusting with fulfilling his wishes. To say he values Code and cares for him as an individual is pushing it.

As for Momoshiki, remember what I said about Karma? He implanted one on Boruto, meaning his spirit is still around. Of the Otsutsuki, you have:

  • Hagoromo and his brother Hamura: The good guys, heroes
  • Kaguya: Tyrant, wanted to rule the world, put the world in eternal sleep
  • Toneri: Crash the moon into earth (misguided, not truly evil, does a Heel–Face Turn)
  • Urashiki: Helping Momoshiki, doesn't do anything to distinguish himself, even in his personal arc
  • Kinshiki: Just there to support Momoshiki.

I figured I'd get this out of the way now.

What is the work?

Black & White is a 1994 and 1996 superhero miniseries by Image Comics. The 1996 storyline ran only for one issue before going on hiatus.

In the first run, the dirty businessman Jake Chang has the Hong Kong heiress Whitney Samsung falsely committed to an asylum. Spy turned vigilante Reed Blackett decides to help Whitney take down Chang, hoping to avert as much bloodshed as he can in the process. Teaming up as "Black & White", the two work to sabotage Chang's plans for world domination.

Who is Jake Chang, and what has he done?

Jake Chang is the head of Phoenix World Enterprises, a former criminal who faked his death to become a CEO.

Chang is introduced leading what is revealed to be the second raid on Kamasaya brewery in order to access the weapons buried underneath the foundation, resulting in the death of all the employees, unarmed and armed alike, save for the brewery foreman, Mr. Samsung, who is taken captive. Chang has also had the latter's niece, Whitney Samsung, committed to a psychiatric institution, due to the fact that she can identify him as the man responsible for the burning death of her family.

In the meantime, Chang forces his workers to risk their own safety to open the weaponry vault, with orders to kill any insubordinates and leave them with the unburied brewery employees.

When Whitney escapes with help from Reed Blackett, with Whitney subsequently killing some of Chang's employees, Chang sends a robotic war machine to handle Whitney, shooting at Blackett when he attempts to interfere.

After the incident, followed by a confrontation with a reporter who mentions Chang is under investigation for illegal activities, Chang orders a lackey to run the reporter off the road and kill Whitney.

Meanwhile, Chang has been tormenting Whitney's uncle with an electric prod, and decides to keep him alive when he thinks Whitney is dead. Chang declares his intent to take over the world using bipedal "warbots".

Chang later rigs his warehouse to explode, and when Blackett and Whitney arrive to confront him, he escapes, leaving any of his still living henchmen to die in the blast alongside Blackett and Whitney.

Blackett and Whitney escape, and discover Whitney's injured uncle, who Chang has dumped from his car.

Chang, meanwhile, gives a speech to his men, only for Blackett's assistant, Brooks Grey, to use a missile on the facility in an attempt to destroy the warbots.

Chang commandeers a warbot, fights Blackett and Whitney, then attempts to escape, only for Whitney to defeat him. Before Whitney can kill him, however, Blackett intervenes. Chang exploits Blackett's intervention to escape on the wing of his jet, but dies in an explosion caused by his robot leaking fuel.

Mitigating Factors?

No tragic backstory is given for Chang; he is just greedy, ambitious, smug, and corrupt. Enough of his atrocities are shown on-page to take him out of Offpage Villainy territory, for the most part. The exact details of his world domination plans are not elaborated on past the notion of using heavy weaponry on innocent people, but every other action establishes a pattern of bloodshed.

Heinousness?

Chang:

  • ...massacres a factory full of workers.
  • ...has a woman falsely committed.
  • ...has burned a family to death.
  • ...arranges a vehicular homicide against a reporter for saying something about his illegal activities.
  • ...performs electric torture.
  • ...blows up a warehouse, leaving any of his present employees who are still alive to die.
...and that's not even getting into the notion of using heavy weaponry on innocent people to conquer the world, even if it is not elaborated on very much. That said, one normally expects larger scale atrocities from people who want to conquer the world, although he may have enough in the way of personal cruelty and savagery to make him sufficiently heinous.

Additionally, within the first miniseries, he has no competition.

Even in the second run, the priestess doesn't do enough to compete before the series was cut short. She literally just kills a guy with snakes.

Verdict?

Possible contender, but I may be wrong.

Eh, unsure. He sounds nasty, but for a CEO who wants to conquer the world, and whose schemes aren't much elaborated on?
