I'm going with 13. I don't think the graphical style is a good reason to vote against it, especially since the graphics in Final Fantasy VI (which is the game this subpage is for to begin with) were actually a pretty big improvement over those of previous Final Fantasy games (this was years before consoles could display realistic-looking 3D graphics, as opposed to the early 3D graphics from consoles from later in the decade... and I feel old after saying that).

13 at least looks like it was intended to be creepy, and could very well be creepier with audio and whatnot, so I’m fine with it. Re: narm, that’s subjective, and using it as a criticism severely limits options when the game the subpage is for... literally looks like that.

I don't think this image accurately shows the scary parts of Final Fantasy VI. I mean, Kefka is scary, but all it shows is his face and I don't think that's enough.
We could probably show the poisoning of Doma Castle, the world getting destroyed, a scary enemy/fight, etc.
What do you guys think?
