One of the running themes in Girls' Frontline is that systemic problems are far, far too large for any one person to handle.
Croque can certainly try, but in doing so she is fighting against the entire world order, the least of which is her status as a mere employee of one of the world's biggest megacorps; a company that has vested interest in arming those who control the food supply with tools of oppression.
