Well, his enemies (the Battle Cats) have Uber Rares who are dragons and have themselves a Dragon Cat and his Crazed variant and he can basically kill them all without taking too much time. So yeah, he can slay dragons all by himself.

Yes for both. However, Charlotte needs a Magical Incantation to do it like every other spell. Laura does not need to do that; plus, her version is much stronger.
