Clin Warriors

The protagonist of the series, a surviving member of planet Clin sent to Earth, who dons a suit of powered armor to defend the planet against Waller.
  • Disappeared Dad: His father was taken by the Waller and, unbeknownst to him, converted into Doctor Bio.
  • Double Weapon: His Twin Blade, a double-sided Laser Sword.
  • Finishing Move: Arc Impulse, a series of slashes with the Twin Blade usually preceded with a thrust that elongates one of the blades and impales the opponent.
  • Fling a Light into the Future: He and Diana were both sent to Earth by the surviving refugees of Clin in order to ensure the survival of their kind.
  • The Hero: The main warrior fighting against Waller.
  • Human Aliens: Is from Clin, but looks indistinguishable from a regular human. Though it turns out later he and Diana really are humans, and Clin is just Earth in the future.
  • Knight Templar Big Brother: Well, little brother, but he's still very protective of his older sister Helen.
  • Shout-Out: His name is one to Steven Spielberg.

Spielban's childhood friend and sidekick, transforming into Diana Lady to fight alongside him.
  • Action Girl: Is just as competent a fighter as Spielban.
  • Deuteragonist: Is the secondary protagonist to Spielban.
  • Human Aliens: Like Spielban she resembles a normal human and is in fact one.
  • Missing Mom: Was forced to leave her mother behind when she went off with Spielban.
  • Ms. Fanservice: The intro gives us her in a bathing suit and she occasionally wears one in the show itself. There's also her "Diana Hip Press".
    Helen

Spielban's sister, whom he was separated from when Waller invaded Clin. She was later forcibly converted into Hellvira and sent to attack her brother, but was later freed and became Helen Lady to fight alongside him.
  • Action Girl: After being freed from becoming Hellvira, she joins the heroes and becomes Helen Lady to fight alongside them.
  • Cain and Abel: Not of her own free will, but she's forced to attack her brother as Hellvira.
  • Heel–Face Turn: She was never evil to begin with, but after Doctor Bio destroys the remote control she's freed from ever having to be Hellvira again and able to rejoin her brother.
  • Superpowered Evil Side: As Hellvira she's Waller's cold cyborg assassin.

Waller Empire

A band of Planet Looters who worship the deity Waller and ravage planets for their water to use to power their war machine.
  • The Battlestar: Gamedeath, Waller's colossal flagship that contains their fleet of Skulljaws.
  • Cult: Worship the deity Waller and feed it water in exchange for protection.
  • Egopolis: Are named after Waller, the deity they worship.
  • The Empire: Somewhat, though their modus operandi is less "conquer" and more "loot planets before leaving them for dead".
  • Monster of the Week: The Battle Mechanoids of the Machine Army and the Battle Lifeforms of the Bio Army. Usually one or the other is sent out per episode.
  • Oddly Small Organization: Of the three armies within Waller, the Machine Army is the only one that's really fleshed out at all. The Bio Army seems to solely consist of Doctor Bio most of the time and the Spy Army doesn't seem to have another members besides Rikki, Shadow and Gasher.
  • Planet Looters: They have rendered numerous planets lifeless in order to harvest their water for their machinery and to sustain Waller.
  • Religion of Evil: Worship the deity Waller, a cruel being who punishes those who fail it.
  • Supervillain Lair: Gamedeath, a turtle-shaped flying fortress which serves as the lair of Waller.
    Waller 

Waller Empire's Guardian Spirit Waller

A mysterious entity contained within a tank full of liquid. Its followers seek to harvest water from planets in order to sustain it.
  • Bad Boss: Has a rather low tolerance for failure and will not hesitate to punish anyone who displeases it.
  • Big Bad: It is the source of Waller's motives and the reason they are gathering water. Or so it seems...
  • Evil Sounds Deep: On the few times it does speak, it's shown to have a deep voice courtesy of Takeshi Watabe.
  • No One Sees the Boss: The most we get is a vague, opaque shape in a pool of liquid, with it remaining hidden most of the time.
  • No Ontological Inertia: Disappears after Pandora is destroyed. Justified as it was really an illusion of sorts created by her.
  • Orcus on His Throne: Despite being shown to be quite powerful, it spends most of its time residing in a tank full of liquid occasionally giving orders to Pandora. Justified as its really Pandora's illusion.
    Queen Pandora

The leader of the Waller Empire under Waller, she receives his orders and in turn conveys them to the heads of the three armies.
  • Bad Boss: Views her minions as all expendable tools to serve Waller, and will punish or sacrifice them as she sees fit.
  • Big Bad: She's The Woman Behind the Man to Waller and the one really behind the Waller Empire's conquest.
  • Dragon-in-Chief: Is The Dragon and Mouth of Sauron to Waller, but since Waller doesn't intervene much its Pandora who leads the Waller Empire's conquests and serves as the effective Big Bad of the show. Not only that but she and Waller are the same being, so she's really the true Big Bad and Waller is her puppet.
  • Emperor Scientist: Is ruler of Waller and shown to be quite well versed in science and engineering, being the one responsible for Doctor Bio's Unwilling Roboticization.
  • Evil Is Hammy: As with any villain played by Machiko Soga, she's very expressive and hammy.
  • Faux Affably Evil: She may seem friendly and sing-songy one minute, but she can just as easily show her true wrathful side if someone does something to displease her.
  • God Save Us from the Queen!: Is Queen of Waller and absolutely off her rocker.
  • Holding Both Sides of the Conversation: It's revealed at the end that Waller was just something she conjured up. All those scenes of Pandora gushing about Waller and taking orders from it? That was all Pandora talking to herself.
  • I Have Your Wife: Kidnapped Doctor Ben's daughter in order to coerce him to work for her.
  • It's All About Me: Besides Waller, the only person she cares about is herself. And considering Waller IS her...
  • Light Is Not Good: Her color scheme is predominantly white and shiny silver, but she's a very psychopathic and cruel woman.
  • Mouth of Sauron: She is the one who receives Waller's orders and directs them to the heads of the three armies.
  • One-Winged Angel: Splits into her Mechanoid and Lifeform forms to fight Spielban. They later merge to form her final final form, Pandora Life-Mechanoid.
  • The Woman Behind the Man: While appearing as a subordinate of Waller, she's really the one who created the illusion of it as a means of controlling her subordinates through fear.
  • This Was His True Form: After being destroyed for good, she reverts to her true form, that of an alien starfish (which explained why she demanded water as Waller).
  • Two Aliases, One Character: She's really the voice of Waller, and created the perception of it to inspire fear and loyalty in her minions.
    General Deathzero

A missile-shaped robot who leads the Waller's Machine Army, which includes their Battle Mechanoids.
  • The Brute: He's Waller's military commander and the one usually sent out whenever physical force is required against Spielban.
  • Deadly Upgrade: Pandora gives him the "Ultimate Circuit" as reward for his service. Unbeknownst to him, the ultimate circuit is really a device that forces him to fight, leading to him going insane and perishing in a Last Villain Stand against Spielban.
  • Killer Robot: Is an evil robot who commands an army of evil robots.
  • Last Villain Stand: Pandora forces him into a final confrontation with Spielban in episode 42.
  • The Strategist: Is programmed with a variety of tactics and strategies, making him a military genius in addition to a powerful fighter.
  • Uriah Gambit: Pandora sends him out what she intends to be a Suicide Mission to destroy Spielban.
  • Villain Decay: While presented as a serious threat for most of the series, in later episodes (especially after Guillotine arrives) he gets played as more and more of a joke, to the point where a Breather Episode even involved him trying to romance Diana.
  • Villainous Crush: After stumbling across the set of a romance movie, Deathzero becomes convinced he needs a good woman to love him and falls in love with Diana.

The leader of Waller's Spy Army, which includes herself and her two subordinates Shadow and Gasher.
  • Ambiguously Human: While Shadow and Gasher were both revealed to be robots upon their deaths, what Rikki is is never revealed as she ends up being petrified into a statue rather than destroyed, leaving her true nature ambiguous.
  • The Heavy: For the first quarter she was usually the one who supervised Waller's plans in the field.
  • Ms. Fanservice: Walks around in a very skimpy uniform, and frequently wears disguises that leave little to the imagination.
  • Taken for Granite: Her fate is getting petrified into a throne for Youki to sit on, that is later given to Poss after Youki is killed.
  • The Vamp: A sexy and seductive villainess.
    Shadow and Gasher

Rikki's two subordinates.
  • Alas, Poor Villain: While soldiers of the evil Waller Empire, there is something pitiable about how they're callously thrown away and used as unwitting suicide bombers by Pandora and Guillotine.
  • Bling of War: Shadow wears bright gold armor into battle. Gasher's shiny silver armor could count as well.
  • Expy: Of Keller and Mirror, a pair of spies dressed in silver and gold, serving an empire lead by a villainess portrayed by Machiko Soga.
  • Perky Female Minion: Rikki's two playful female henchmen.
  • Robotic Reveal: Are revealed to be robots upon their demise.
  • The Vamp: Like their boss, they can be seductive when needed.
    Emperor Guillotine

A descendant of Waller from the future called back in time to assist the Waller in their invasion of Earth.
  • Came Back Wrong: In episode 41 he falls into a dimensional rift. In episode 43 he returns as a deformed ghost.
  • Deader than Dead: Comes back a ghost, only to get killed again for good by Spielban and the gang.
  • The Dragon: Not long after he arrives in the past he becomes Queen Pandora's second-in-command and replaces Deathzero as army commander, much to the latter's ire.
  • Fashionable Asymmetry: Half his face is painted blue.
  • Hellbent For Leather: Dresses like a Badass Biker.
  • Rags to Riches: Goes from hobo to commander of the Empire after finding out he has Waller's blood in him.
  • Red Right Hand: Gains a quite literal example after he gets sucked into a dimensional rift and comes out a ghost, gaining a snake-like appendage in place of his right hand.
  • Sixth Ranger: Is called from the future to reinforce Waller's efforts in the present.
  • Token Minority: He's the only non-Japanese character in the show, being played by the Japanese-English actor Mickey Curtis.
    Youki

An entity created by Waller from a tank of liquid malice representing the evils of humanity to serve as a new member of Waller.
  • Evil Smells Bad: Inverted. He supposedly smells unnaturally nice.
  • Filler Villain: After being created in episode 35, he only lasted for 4 episodes, sitting episode 38 out and being unceremoniously killed off in episode 39.
  • Guest-Star Party Member: Was created by Waller to redouble his empire's efforts, but didn't last very long.
  • Made of Evil: Was created by Waller from the evils of humanity.
  • Path of Inspiration: His plan involved founding a secret society and gathering key members of Japanese society to be in it in order to brainwash them to serve Waller.
  • The Starscream: Eventually develops his own desires to usurp Queen Pandora, but the Queen quickly shuts him down.
    Kinclons

The robotic footsoldiers of Waller.
  • Badass Cape: Wear black mini-capes, which they can also use as weapons.
  • Boss in Mook's Clothing: Episode 4 features a Kinclon who's shown to be much stronger than the others, and serves as something of a mini-boss for Spielban.
  • Evil Minions: In addition to fighting, the Kinclons are also responsible for operating and maintaining Waller's machinery.
  • Mecha-Mooks: Are robots used by Waller as footsoldiers.
  • Mooks: The grunts of Waller.
  • Ridiculously Human Robots: Despite being robots, they're shown to be able to do things like get high and be seduced by Diana.
  • Slasher Smile: Their default expression is a sinister grin.
