The 18 year old adopted son of the Yamaji Family. After his father gets injured, Toha becomes Jiraiya to defend the clay board leading to the Pako from the Yoma Clan and other threats.


  • Clothes Make the Superman: Played with in an episode where he loses the Jiraiya suit to a challenger and has to fight him untransformed to win it back.
  • Conveniently an Orphan: Lost his parents not long after he was born. It turns out later that they were both members of the Togakure-ryu who were killed by an evil warrior seeking the Pako.
  • Cool Sword: His Light Vacuum Sword, which turns into a Laser Sword for his Finishing Move.
  • Defeat Means Friendship: A good number of his allies he made after besting them.
  • The Hero: He's the main guardian of the Pako and the one fighting to stop the Yoma from obtaining it.
  • Henshin Hero: Zig-zagged. He doesn't so much as transform as physically put on his suit.
  • Highly-Visible Ninja: A red suit with flashy gold highlights isn't exactly something you'd expect a ninja to wear.
  • Human Alien: Turns out to actually be descended from the alien who brought the Pako to Earth.
  • Mid-Season Upgrade: The Jiraiya suit gets upgraded to the Power Protector halfway through, granting it gold shoulder pads and a visor over the eyes.
  • Part-Time Hero: In between training as ninja and fighting as Jiraiya, Toha spends most of his time working part-time jobs to support his family and keep the Togakure dojo open.
  • Red Is Heroic: The Jiraiya suit is predominantly red.
  • Retired Badass: By the time Space Sheriff Gavan VS Tokusou Sentai Dekaranger starts, Toha retired from training ninjas and is succeeded by Touma Amagi. He still provides guidance when his advice is required.
  • The Unfavorite: Certainly feels this way, with Tetsuzan often doting on his biological children over him. Although when he turns up again in Shuriken Sentai Ninninger, it turns out Tetsuzan actually named him the next master of the Togakure school over his biological children.

The 16 year old daughter of Tetsuzan. She becomes Princess Ninja Emiha to assist her brother in battling the Yoma.


  • Action Girl: While not as skilled as her older brother, Kei can still hold her own in a fight.
  • A Day in the Limelight: Episodes 22, 26 and 32 all center around her.
  • Deuteragonist: She's the character who probably gets the second most amount of focus besides Toha.
  • Sibling Team: Forms one with Toha whenever she goes out as Emiha to fight the Yoma.
  • Zettai Ryouiki: She seems to have a preference for kneesocks.
    Tetsuzan Yamaji 

Tetsuzan Yamaji

The patriarch of the Yamaji family and 34th grandmaster of Togakure-ryu, as well as The Mentor to Toha.


  • Cool Old Guy: He has his moments. While he can be gruff, he isn't unreasonable and everything he does is to make Toha a better ninja.
  • Handicapped Badass: He spends the first part of the series unable to go out into battle due to an injury he suffered from Dokusai.
  • The Mentor: He spends most of his time training Toha and his other children to be ninjas.
    Manabu Yamaji

The 9 year old son of the Yamaji family.


  • Tagalong Kid: He's years younger than his older siblings, yet often times follows them into battle.

A ninja from the Shadow Yagyu clan who hunts criminals around the world. Starts off a mysterious figure before her intentions become clear and she allies with Jiraiya.
  • Action Girl: Is a capable fighter on par with Jiraiya.
  • Ambiguously Human: It's clear early on from the way her eyes glow that there's something more to her than meets the eye.
  • Heroic Sacrifice: Non-lethal variant. She overuses her powers in episode 10 to save Toha and as a results temporarily loses her memories.
  • Human Alien: Like Toha, she's descended from the alien who brought the Pako to Earth.
  • Leotard of Power: Wears a leotard in her ninja form.
  • Put on a Bus: After suffering amnesia in episode 11, she exits the show temporarily but returns in episode 24.
  • Wild Card: When she first appears she acts as a mysterious figure, helping Toha but keeping her true intentions unknown. Once her true identity comes out however she becomes one of Toha's best allies.

Yoma Clan

A criminal organization of ninjas who seek to obtain the Pako so they can use its power for their own wicked ends.
  • Contrasting Sequel Antagonist: Compared to the Neros Empire, which was a vast criminal conspiracy, the Yoma are a lot more rag tag and rely on mystical ninja arts rather than science.
  • Enemy Mine: Despite having clashed with Makumba in their first encounter, they team up with his older brother to resurrect him in order to defeat Jiraiya.
  • Let's You and Him Fight: Their whole modus operandi is basically to get Jiraiya and the World Ninja of the Week to fight somehow, usually by tricking or blackmailing the latter.
  • Nebulous Criminal Conspiracy: They're shown to have their finger in a lot of shady dealings over the course of the series, and occasionally sell off their services to other criminals as a way of making money.
  • Oddly Small Organization: They're definitely the smallest of the Metal Hero evil organizations. Their lineup most of the time is just the Big Bad, his two Co-Dragons, and three Mooks.
  • Spell My Name With An S: Their name is romanized in some sources as the "Sorcerers Clan".
  • Villain: Exit, Stage Left: They have a tendency to flee as soon as things go south.
    Dokusai

The Leader of the Yoma Clan. He was once a student of Togakure-ryu alongside Tetsuzan until he tried to steal the clay board containing the map to the Pako, breaking it in the process. With one half of the board in his possession, Dokusai seeks to defeat Jiraiya and obtain the other half from him.


  • A Pupil of Mine Until He Turned to Evil: He was once a student of the 33rd grandmaster of Togakure who trained alongside Tetsuzan, before trying to steal the Pako for himself.
  • Big Bad: He's the leader of the Yoma Clan and the one behind the majority of attempts to steal the Pako, and he's often involved in whatever other shady dealings are going on.
  • Cool Mask: Wears a black Oni mask over his face.
  • The Don: Dokusai runs the Yoma Clan effectively like a mafia, and occasionally loans their services to other criminal activities as a way of making money.
  • Even Evil Has Loved Ones: He is a very bad man, but he does genuinely value his daughter Benikiba and also has a friendly relationship with Madam Spider.
  • The Faceless: Is never seen without his mask. When he's unmasked by Jiraiya in episode 40, he simply changes his face to that of Tetsuzan before fleeing. It turns out in the finale that he doesn't even have a face at all.
  • Final Boss: He's Jiraiya's last opponent in the series, fighting him after the Dark Star's attack has been averted.
  • Last Villain Stand: Even after his clan has been defeated and Pako has left Earth in the final episode, Dokusai decides to duel Jiraiya one last time in order to settle things.
  • Make My Monster Grow: In the finale he absorbs the souls of defeated World Ninjas to make himself grow giant to take on Jiraishin.
  • Orcus on His Throne: He's handily stronger than either of his immediate subordinates (Benikiba and Retsukiba) yet leaves most of the fighting to them and doesn't get involved unless its necessary. It's revealed in episode 37 that he has an In-Universe explanation for this, he's holding back his power to get Jiraiya to lower his guard.
  • You Killed My Father: He killed the mother of the Yamaji family (Tetsuzan's wife) during an attack on their dojo while Manabu was still an infant.
    Benikiba

Dokusai's daughter and the Yoma Clan's spy and primary field agent.


  • Chuck Cunningham Syndrome: She and Retsukiba are last seen throwing down their swords and fleeing the battlefield in episode 49. They don't appear in the final episode and their fates are not shown.
  • Daddy's Little Villain: She's daughter to Dokusai and his top minion.
  • Designated Girl Fight: While she fights Jiraiya on occasion, if she's near Kei or Rei she'll usually fight one of the two.
  • Evil Is Petty: Episode 22 has her team up with some bully schoolgirls just to get at Kei and her new friend.
  • Master of Disguise: Often disguises herself to aid in the Yoma Clan's schemes.
  • Ms. Fanservice: When she's dressed as a civilian, she seems to prefer dresses that show off her body. Episode 32 also gives us her sunbathing in a bikini.
    Retsukiba

A ninja from the Yoma Clan who's in charge of their field operations.


  • The Brute: While he's not strongest ninja in the series, he's usually the one Dokusai calls in when force is needed on a mission.
  • Chuck Cunningham Syndrome: Like Benikiba, he just flees the scene in the penultimate episode and doesn't appear again in the final one.
  • Failed a Spot Check: He's been fooled twice by fake yen bills.
  • Satellite Character: He's mostly just there to support the other members of the Yoma and doesn't have very many character moments of his own.
  • Starter Villain: He's the first ninja Toha goes up against, kidnapping Kei to hold her ransom for the Pako, necessitating Toha to suit up as Jiraiya in order to go rescue her.
    Karasutengu

The bird-like grunts of the Yoma Clan.


  • Mooks: They're the main grunts of the Yoma, though there's usually only three of them at a time.
  • Terrible Trio: Villains who appear in groups of three.
  • Vile Villain, Laughable Lackey: While their superiors are mostly played seriously, the Karasutengu are almost always treated as comic relief.
    Madam Spider

A witch ninja and old friend of Dokusai's who joins up with him late into the series to redouble the Yoma's efforts in claiming the Pako.
  • Evil Genius: Is a powerful spellcaster, as well as a cunning schemer and manipulator.
  • Evil Is Hammy: Befitting any villain played by Machiko Soga, she puts her all into everything she says.
  • Necromancer: Capable of summoning the spirits of the dead, as seen in the penultimate episode when she summons the spirits of every defeated World Ninja to form a Legion of Doom.
  • Sixth Ranger: She shows up over 2/3s of the way through to join the Yoma.
  • Spiders Are Scary: In accordance with her name, she has a variety of spider-themed abilities such as shooting webs.
  • Unholy Matrimony: It's hinted from her flirtatious and overly familiar manner with Dokusai that the two were lovers in the past.
  • Villainous Friendship: She and Dokusai are both rather close, to the point of Dokusai allowing her to talk to him casually and make playful jokes at his expense.
  • Wicked Witch: Is an evil witch allied with the Yoma.
    Special Ninja Team

  • We Hardly Knew Ye: They only last halfway through their debut episode, with the rest of the time being devoted to the surviving Wind.
    Killer and Commando

A pair of mercenaries hired by the Yoma Clan.


  • Guest-Star Party Member: They join the Yoma for the two-parter involving Gohma and Jiraishin.
  • Hired Guns: Hired mercenaries of the Yoma Clan.
  • Outside-Context Villain: Downplayed. Unlike the other antagonists in the show, they don't appear to be ninjas at all, just mercenaries-for-hire.
    Gohma

World Ninjas

    In General 
Ninja warriors from around the world who come to Earth in search of the Pako.
  • Back for the Finale: A whole host of them come back for the final arc including Baron Owl, Wild, Rocket Man and Mafuuba, as well as Uha, Makumba, Abdad, Lu-Long, Chang Kung-Fu Jr., Gyuma, Parchis, Silver Shark, Devil Cats, Strowver and Demost
  • Legion of Doom: In the penultimate episode, Madam Spider resurrects the souls of all the evil World Ninjas to attack Jiraiya and his allies.
  • McNinja: Ninja + foreign country + motif.
  • Monster of the Week: They generally serve as Jiraiya's foes each episode. Zig-zagged in that some end up sticking around, and a lot of them aren't evil at all and become Jiraiya's allies.
  • Rogues Gallery: Several of the more evil ones go on to become recurring foes of Jiraiya.
    Baron Owl

A crusader-like ninja and devout Christian who hails from England.


  • Big Damn Heroes: A particularly epic one in episode 19 when he rides into a police station, on his horse, to save Toha, Kei and Manabu, who were arrested by Parchis and the Karasutengu disguised as police officers.
  • Church Militant: Is a devout Christian and a skilled fighter.
  • Cool Horse: Rides a proud white stallion wherever he goes.
  • Good Shepherd: Is a Christian who legitimately believes in doing good in the world in the name of Jesus Christ.
  • Hero Antagonist: While he clashes with Jiraiya early on, he isn't evil at all and wants to use the Pako to make the world a better place. It isn't long before he becomes one of Jiraiya's closest allies.
  • Not Quite Dead: Is seemingly killed by Dokusai in episode 9, but returns perfectly alive 10 episodes later.
    Haburam

A Muslim ninja from Turkey who works as a prison guard in Topkapi Palace and is charged with protection of a sacred emerald known as the "Green Flame".


  • Hero Antagonist: He only fights Jiraiya because the Yoma tricked him into thinking Toha had stolen the emerald.
  • Nice Job Breaking It, Hero: Accidentally sets free Sylvia in episode 15, leading him to team up with Jiraiya again to stop her.
  • Stout Strength: Is a fairly portly dude, but also an incredibly strong fighter.

  • Old Soldier: He's very old, yet is still a highly capable fighter.
  • Playing with Fire: As his name would suggest, he has a variety of fire-themed abilities.
  • Villainous Legacy: Following his demise, his son would try to seek revenge against Jiraiya.
  • Villain Team-Up: Teams up with the Yoma Clan to obtain the Pako and split it.

  • Cool Sword: A collector of these.
  • Evil Is Not a Toy: In episode 41 he finds the Dark Sword, unaware of its true nature, and becomes possessed by it.
  • Wild Card: While he ends the first episode on friendly terms with Jiraiya, his willingness to steal makes him unpredictable as an ally.
    Uha

  • Back from the Dead: After seemingly being dealt with in episode 6, episode 32 reveals he revived himself with his Sound Ninja technique.
  • Mook Maker: He can summon ninja mooks by playing his flute.
  • Musical Assassin: Can perform a variety of special techniques by playing his shakuhachi.
  • Sole Survivor: Of the Sound Ninja Clan, a group which menaced Togakure-ryu before being wiped out.
  • Villain Team-Up: Teams up with the Yoma in episode 6 to seek revenge on Togakure-ryu, and again in episode 32.
    Makumba

The brother of the late king of the Democratic Republic of Amel. He hires the Yoma Clan to assassinate his niece Princess Maira, the current heir to the throne, so he can take over Amel and turn it back from a constitutional monarchy into a dictatorship.

  • Tyrant Takes the Helm: His goal is to become ruler of Amel and turn it back into the monarchist dictatorship it was before.

  • Drunken Master: Is drunk most of the time, but is also a highly dangerous opponent skilled in the drunken fist.

  • Hero Antagonist: Fights Jiraiya in his debut episode, but only because the Yoma framed him.
  • Papa Wolf: Is very protective of his adopted daughter Tao.
  • Rogue Soldier: Went AWOL after he adopted Tao during the war by faking his death so that the US military can legally declared him dead.

    Mafuuba

Originally Wind of the Special Ninja Team, after the team was wiped out he was converted into a cyborg by Benikiba and given the abilities of his four deceased comrades. He's armed with a katana and a sawed off-shotgun-based pistol.
  • Dark Is Not Evil: Wears all black, but while he starts out on the side of evil he eventually leaves them and joins Toha's side.
  • Expy: Hmmm, a cyborg warrior who rides a motorcycle and was created by villains but rebelled... Where have I heard that before?
  • Heel–Face Turn: Starts off opposed to Jiraiya, but eventually joins his side after witnessing the dirty tactics of the Yoma Clan.

  • Worthy Opponent: Comes to see Jiraiya as this after their first battle and even stays in Japan just so they can have the chance to fight again.
    Alamasa

A ninja of the Holy Ninja Clan, a group of spiritual ninjas who live isolated in the desert and spend their time training.
  • Hero Antagonist: He's only stealing gasoline because he was tricked by the Yoma and joins Jiraiya's side almost immediately after their deception is exposed.
  • Light Is Good: He's a very spiritual and devoted ninja, and as such wears a white costume with gold as a secondary color.
  • Obliviously Evil: The reason he steals oil is because the Yoma tricked him into believing it would be better for humankind if they had to walk on foot instead of drive cars. He's completely unaware of their plans to ransom the oil back.
    Gamesh

A cyborg ninja who heads a criminal organization known as the Metal Ninja Clan, which seeks to take over the world using science.
  • Back from the Dead: Is rebuilt in episode 40 as Gamesh 002.
  • Disney Villain Death: In his second appearance he dies by getting knocked into a river by Mafuuba.
  • Evil vs. Evil: While he starts off allied with Dokusai, it isn't long before the two backstab each other.

  • Interim Villain: He's not affiliated with the Yoma at all (who don't even appear in his debut episode) and encounters Jiraiya in between two episodes which contain important revelations about the Pako and its history.
  • Light Is Not Good: Oddly enough for a ninja whose title is "Darkness Ninja", only his mask is black and the rest of his suit is gold and silver colored.
  • Phantom Thief: With his ninja skills, he's able to steal jewelry from around the world without leaving a trace.
  • Two Aliases, One Character: Goes by "Devil Cats" in his ninja persona and "Black Cat" in his fortune teller guise.
  • Villain Team-Up: Allies with Parchis and Silver Shark in episode 48.

An alien ninja from the faraway Dark Star who came to Earth in 4th Century B.C. He was sealed away by Jiraiya's ancestor but is set free in the present day.
  • Alien Invaders: He came to Earth with the goal of invading it and turning it into a dark world.
  • Badass Cape: Wears a black cape, befitting his status as an alien conqueror.
  • Big Bad Ensemble: Not long after release, he becomes yet another competitor to Toha for possession of the Pako alongside the Yoma Clan.
    • Big Bad Duumvirate: Defied. Dokusai proposes they team up but Demost refuses, (correctly) guessing that Dokusai plans to backstab him once Jiraiya is dealt with. They do later team up in episode 46 however.
  • In Their Own Image: His goal is to use the Pako to terraform Earth to be like that of his homeworld, the Dark Star.
  • Knight of Cerebus: While he's not too much worse than the cutthroat Yoma, while they're mostly motivated by greed, Demost has much more destructive goals in mind for the Pako and Earth.

The Treasured Pako

An alien time capsule sent to Earth in 4th Century B.C. It contains a power source equivalent to the Sun, leading it to be sought after by the Yoma Clan and World Ninjas.

It is later revealed that the Pako is an alien sent from the planet Dark Star to invade Earth, only for it to give up on its mission after witnessing the kindness of humans.


  • But Now I Must Go: Leaves Earth at the end of the series to draw the Dark Star aliens away from it.
  • Living Macguffin: It's the thing that the Togakure-ryu, Yoma Clan and World Ninjas are all after, though most don't know it's sentient.
  • Starfish Aliens: It's a sentient energy being said to be a miniature sun.
    Dark Star Aliens (spoilers) 

Dark Star

An alien race from the planet Dark Star that Demost belongs to. They originally sent the Pako to Earth with the mission of conquering it, but after the Pako gave up the mission they set course to Earth themselves to destroy the traitor Pako and turn the planet into a second Dark Star.


  • Alien Invaders: In the past they sought to conquer the Earth and warp its ecosystem to be like that of their homeworld.
  • Greater-Scope Villain: They're the ones who sent the Pako to Earth and kicked off the entire plot. Though their looming presence drives the conflict of the final few episodes, the only member of theirs to directly influence the plot is Demost.
  • The Man Behind the Man: Demost was sent by them.
  • Mordor: From the brief glimpses we get of their planet, it seems to be a cold, desolate place populated only by machinery.
  • Starfish Aliens: Based on what we see of the Pako and Demost, the Dark Star race seem to be made up of at least semi-intangible beings.
  • Outside-Genre Foe: They're alien invaders in a show about ninjas. While the Pako is established from the first episode to be an extraterrestrial artifact, most of the foes Jiraiya goes up against are World Ninjas like himself and the Dark Star Aliens represent a threat far too great for him to take on. As such, the best he and his allies can do is steer them away from Earth so the planet won't be destroyed.
