Naoto Tamura/Jiban

An officer of the Central City police department who was heavily injured in the line of duty by a Bioron attack. He was rebuilt as the Mobile Cop Jiban to fight against the crime syndicate.
  • Contrasting Sequel Main Character: While Toha Yamaji/Jiraiya was more cheerful with a lighter disposition, learns to be a diligent ninja and fought against human (mostly) opponents, Naoto/Jiban was about a policeman revived into a cyborg that fights an evil organization of monsters, while masquerades his identity pretending to be a bumbling cop. Compared to the mostly acrobatic and fast Jiraiya, Jiban is more bulky, but less agile, which he compensates with a bigger set of weapons and support vehicles. Also, while Jiraiya have a good amount of allies to help him, Jiban is mostly alone against Biolon, save for occasional help, mainly from Mayumi, Halley and Yoko. Mayumi is his main supporter and, when Jiban is killed by the second time, is she who triggers the headquarter's secret computer to rebuild Jiban into Perfect Jiban.
  • Cool Big Bro: Acts as a surrogate big brother to Mayumi, and considering he's a Cyborg Super Cop, he's most definitely cool.
  • Cowboy Cop: He's authorized to use whatever force necessary against Bioron, including lethal force. Though considering how dangerous Bioron is it's easy to see why that's necessary.
  • Cyborg: He was revived through technology, and has the power to assume a robotic fighting form as Jiban.
  • David Versus Goliath: While Jiban is a Super Cop, he's very much the underdog in his battles against Bioron and suffers a lot of damage throughout.
  • Finishing Move: His "Jiban End", in which he slashes through his enemy. Later replaced by Final Cannon after his upgrade.
  • Friend to All Children: He's authorized to fight you if you hurt a child's dreams, in fact.
  • The Hero: The main fighter against Bioron's attacks.
  • Mid-Season Upgrade: After getting thrashed and destroyed by Mad Garbo, Jiban is rebuilt and upgraded into Perfect Jiban.
  • Obfuscating Stupidity: Acts like more of a ditz as Naoto to throw off suspicion of him being Jiban.
  • Super Cop: He's a cop transformed into a Cyborg Henshin Hero.
  • Transformation Sequence: Averted. Naoto becomes Jiban by running being something and transforming away from the view of the camera.
  • We Can Rebuild Him: Was a regular person before being injured and rebuilt as Jiban. It happens to him twice after he suffers a gruesome beatdown from Mad Garbo and Queen Cosmos, only to be rebuilt as Perfect Jiban.
    Mayumi Igarashi

Mayumi Igarashi

Portrayed by: Konomi Mashita

https://static.tvtropes.org/pmwiki/pub/images/mayumi_igarashi_ep1.jpg
An 11 year old girl who acts as Jiban's helper, and is one of the few who knows of his true identity.
  • Adorably Precocious Child: She's a little girl, yet is one of Jiban's key allies in the fight against Bioron.
  • Amnesiac Dissonance: She loses her memories around a quarter of the way through after getting knocked off a waterfall by Bioron, and spends the rest of the series trying to regain them and figure out who she is.
  • Luke, I Am Your Father: It turns out in the finale she's Jiban's long-lost little sister, who he became separated from as a child after their parents were kidnapped by Bioron.
  • Mission Control: For Jiban, providing him with intel and tech support.
  • Non-Action Guy: Considering she's just an 11 year old, Mayumi stays behind at the base and helps Jiban out as Mission Control.
    Boy

Boy

Portrayed by: Kazue Ikura (voice)

https://static.tvtropes.org/pmwiki/pub/images/boy_ep1.jpg
Jiban's AI assistant. Later combined with the robot Harry, turning him into "Harry Boy".
  • Mission Control: Shared with Mayumi, Boy mainly assists Jiban by providing him with reconaissence and data.
    Seiichi Yanagida

Seiichi Yanagida

Portrayed by: Akira Ishihama

https://static.tvtropes.org/pmwiki/pub/images/seiichi_yanagida_ep35.jpg
The police commissioner of Central City, who worked with Professor Igarashi on the Jiban project.
  • Big Good: He's the one responsible for the creation of Jiban, and the head of the fight against Bioron.
  • Heroic Sacrifice: In the finale he sacrifices himself by revealing the location of Jiban's command center, so Bioron will fire a missile at it and give away their home base's location.

Central City Police Department

    Youko Katagiri

Youko Katagiri

Portrayed by: Michiko Enokida

https://static.tvtropes.org/pmwiki/pub/images/youko_katagiri_ep3.jpg
An expert marksman at the Central City police department and the partner of Naoto, who is unaware of his identity as Jiban.
  • Action Girl: She's an expert marksman who's even more skilled in some respects than Naoto.
  • Tomboy with a Girly Streak: She's a tough-as-nails policewoman, who's prone to sensitive moments and swooning over Jiban.
    Kiyoshirou Muramatsu

Kiyoshirou Muramatsu

Portrayed by: Kunio Konishi

https://static.tvtropes.org/pmwiki/pub/images/kiyoshiro_muramatsu_ep30.jpg
A stuck-up officer who often marks snarky remarks at Naoto, not knowing he's Jiban.
    Takeko Bandou

Takeko Bandou

Portrayed by: Mari Watanabe

The section chief of the Central City PD.
  • Mean Boss: She's quite a hardass and is prone to swinging around a paddle when she gets mad.
  • What Happened to the Mouse?: She gradually disappears from the plot after the first handful of episodes.

Criminal Syndicate Bioron

    In General
A mysterious criminal organization seeking to take over Japan using biotechnology.
    Doctor Giba

Doctor Giba/Gibanoid

Portrayed by: Leo Meneghetti, Shōzō Iizuka (voice)

https://static.tvtropes.org/pmwiki/pub/images/doctor_giba_ep1.jpg
The leader of Bioron.
  • Ambiguously Human: He appears human at first, but things such as the 180 degree turn his head can do and the monster he shifts into occasionally call this into question. In the finale it's revealed he's not even human at all, but a monster born from pollution who took on a human form.
  • Bad Boss: Kills Marsha and Karsha when they retreat after being defeated by Jiban, deeming them worthless for not staying and dying against Jiban, even though there wouldn't have been much of a point to them doing that.
  • Big Bad: The leader of Bioron and the mastermind behind their attacks.
    • Big Bad Duumvirate: Later allies with Queen Cosmos after she comes to Earth, as both share a common enemy in Jiban.
  • Creating Life Is Unforeseen: Somehow, the waste from the National Science Academy spilled together in a way that created Giba.
  • Diabolical Mastermind: The head of a shadowy crime syndicate with his sights on conquering Japan.
  • Hong Kong Dub: It's pretty obvious when he speaks that he's being dubbed over by a Japanese voice actor, as the dialogue doesn't quite sync up to his lip movements.
  • Killed Offscreen: We don't actually get to see Jiban kill him, instead his airship crashes into a mountain as the two are fighting. Jiban comes out of the wreck. Giba does not.
  • Large and in Charge: Has a very large and stocky frame, making it clear he's the boss of Bioron when he's next to his subordinates. His Gibanoid form is even bigger.
  • Maker of Monsters: He engineers all of the Bioweapon Beasts Bioron uses.
  • The Man Behind the Monsters: Commands an impressive array of monsters, but looks just like a normal human at least until he goes One-Winged Angel.
  • Morally Ambiguous Doctorate: The "Doctor" is his name isn't for any medical expertise, that's for sure. Considering he's really monster that came to life from a waste spill, he probably just gave himself the title.
  • Muck Monster: He's really a creature born of the leftover waste from the experiments done at the National Science Academy Doctor Igarashi ran.
  • One-Winged Angel: Assumes his true form as the Gibanoid in the final episode to fight Jiban.
  • Sinister Shades: Wears a black visor that gives him a very unnerving appearance.
  • Token Minority: A brown-haired caucasian man in a show full of Japanese people.
  • Villain in a White Suit: Wears a white lab suit, and is very much a villain.
  • Would Hurt a Child: Turned Mayumi into an unwilling suicide bomber in one episode, and later used her as a Human Shield against Jiban.
    Marsha and Karsha

Marsha and Karsha

Portrayed by: Ami Kawai (Marsha), Akemi Kogawa (Karsha)

https://static.tvtropes.org/pmwiki/pub/images/marsha_and_karsha_ep1.jpg
Doctor Giba's secretaries.
  • Alas, Poor Villain: You have to admit, getting incinerated by your boss simply because you weren't killed by his enemy is pretty harsh.
  • Vile Villain, Laughable Lackey: Downplayed. Unlike their boss they're prone to comedic moments, though they're still capable of posing a threat.
    Mad Garbo

Mad Garbo/Fake Jiban

Portrayed by: Kazuko Yanaga (voice)

https://static.tvtropes.org/pmwiki/pub/images/mad_garbo_ep18.jpg
A Jiban Cyborg Killer built by Doctor Giba to be his enforcer.
  • The Brute: Her main purpose is to be muscle against Jiban, and she has the brute force and fighting abilities to let her do so with ease.
  • Dark Action Girl: She's an incredibly tough and formidable fighter, and by far one of Jiban's strongest opponents.
  • Evil Counterpart: The reason Giba created her was to be his equivalent against Jiban.
  • Evil Knockoff: After stealing the data on the Jiban project, Giba turns her into a replica of Jiban and sends her to fight against him.
  • Luckily, My Shield Will Protect Me: Uses a shield in combat, though given how tough she is on her own it's a wonder why she needs it.
  • Mid-Season Upgrade: Gets one after Giba infuses her with some of Queen Cosmos' energy, making her much stronger.
  • Tertiary Sexual Characteristics: Averted. She has no feminine features, and it would be easy to mistake her for being a male without hearing her voice.
    Queen Cosmos

Queen Cosmos

Portrayed by: Yoko Asakura Rica Matsumoto (true form)

https://static.tvtropes.org/pmwiki/pub/images/queen_cosmos_ep34.jpg
A mysterious entity from space who comes to Earth seeking to conquer it and create an "All-Woman Empire".
  • Big Bad Duumvirate: Forms an alliance with Giba after coming to Earth, though she's not particularly committed to Bioron's goals and eventually breaks things off when she deems Bioron to be no more of use.
  • Climax Boss: She's fought before Giba, but she gives Jiban quite a tough fight.
  • Conquering Alien Prince: Gender-inverted example, but yes. She wants to turn Earth into a Lady Land where she is the ruler.
  • Does Not Like Men: Wants to create an "All-Woman Empire" ruled by herself, and without any men.
  • Eldritch Abomination: She's really a creature born from a cluster of space junk that came to life, with her human-like form being little more than an illusion.
  • Enemy Mine: Her reason for siding with Bioron was simply because they shared a common enemy in Jiban.
  • Feet-First Introduction: In most scenes she appears in, her entrance is usually marked by a shot of her high heels.
  • Human Aliens: Despite being an alien lifeform, she resembles a regular human, although her true form is later revealed to be quite monstrous.
  • Inferiority Superiority Complex: The reason she's so concerned with her own beauty and looks down on others is because her true form is a clump of living space junk.
  • One-Winged Angel: Reveals her true, Starfish Alien form for her fight against Jiban.
  • Starfish Aliens: Her true form is a literal example, looking like a rock-like starfish that floats around.
  • Would Hurt a Child: Had no compunction about using Mayumi as a hostage.
    Bubi and Muku

Bubi and Muku

Portrayed by: Takuzou Kamiyama (Bubi, 1-38 ), Yutaka Oyama (Bubi, 39-52), Kotoe Taichi (Muku)

A pair of creatures who hang around the Bioron base.
  • Because You Were Nice to Me: Defect from Bioron after Mayumi shows them kindness.
  • The Gadfly: Often jeer at Marsha and Karsha's schemes, much to their annoyance.
  • Team Pet: They're two-small sized critters who don't really serve any other function in Bioron, besides occasionally assisting in missions.
    Masques

Masques

https://static.tvtropes.org/pmwiki/pub/images/masques_ep1.jpg
The black-suited grunts of Bioron.
  • Evil Wears Black: Their sinister black masks and jumpsuits should be enough to communicate they're not the good guys.
  • Faceless Goons: Wear face-covering masks that give them a very eerie appearance.
  • Mooks: Bioron's expendable footsoldiers.
    Bionoids
Monsters created by Doctor Giba using biotechnology whose purpose is to carry out attacks for Bioron.
  • Bioweapon Beast: All of them created through biotechnology and gene-splicing.
  • LEGO Genetics: They're the genes of one living thing spliced with whatever samples Giba uses to create monsters.
  • Monster of the Week: One is sent out each week to carry out an attack or mission for Bioron, prompting Jiban to respond.
  • Theme Naming: All of them have the suffix "-noid" in their names.
