Tony's Crew

    In General 
  • Badass Driver: Naturally.
  • Pragmatic Hero: Even though they may be young, the crew doesn't hesitate to plow through cars or pull back punches just because they're the good guys.
  • Family of Choice: Although they likely have their own biological families, the crew refers to themselves as a family, mostly by Tony.
  • Good Old Fisticuffs: All of them are badass fist-to-fist fighters.
  • Teen Superspy: Although they may not seem like it, they are all government employed spies, though Layla only officially becomes one in Season 2.
  • True Companions: All of them are effectively this. Though they may bicker, annoy, and disagree with each other, it doesn't last long. It takes a bit for Layla to become this for the team.
  • Two Girls to a Team: Echo and Layla.

Dom's younger cousin, who aspires to be a cool driver like him.


  • Absurd Phobia: He is afraid of cockroaches, which contrasts his impulsive and brave behavior, and also baffles Layla.
  • Affectionate Nickname: Is often called 'T' by his friends.
  • Alliterative Name: Tony Toretto
  • Brainwashed and Crazy: He was a temporary test subject for the mind control serum. In the Season 2 finale, it appeared that he and Layla had put under mind control, though it turns out they were just pretending.
  • Butt-Monkey: Out of all the characters, Tony get's the most humiliation and his friends don't always support him, especially Layla, who messes with him during season 3. Speaking of which, after a failed attempt to a back-filp in a music video, he becomes an internet joke.
  • Catchphrase: "Aw, lugnuts!". It even becomes an in-universe meme when he says it in an embarrassing viral video.
  • Chronically Crashed Car: Much too often, to Tony's dismay. To be fair, a lot of them are because he's too reckless.
  • Disney Death: Due to his penchant to perform reckless feats, he often flirts with this trope. Gets carried out for real in Season 4 where he was presumed dead after he drives off a cliff into a lava pit, but turns out to be alive, having implied to have stolen the enemy ghost gear.
  • Distressed Dude: Happens considerably often, which means his crew has to bail him out.
  • Drives Like Crazy: While all of the crew do this during their racing stunts, Tony takes it to an extra level. He is a Toretto after all.
  • Friendly Rivalry: Has this with Layla, even though their friendship was a bit rocky at first. They may be on the same side, but they will still compete to see whose the better driver if they can.
  • The Hero: He is the main character of the show.
  • Instant Web Hit: The video where he tries to make a backflip from his car and fails becomes a viral sensation, to the point where civilians in the Sahara desert recognize him. He is not happy about this newfound fame.
  • Invisible Parents: Outside Dom, we don't see or hear from Tony's family or parents (who would be Dom's aunt and uncle).
  • The Leader: Acts as one for the crew and refers to himself as such. His adventures in Rio show how his reckless attitude is a leadership weakness, however, and he relinquishes the leader role to Echo in Sahara. Tony and Echo decide to let everyone in the team propose ideas and vote on them, rather than have just one leader.
  • Remember the New Guy?: There was never a mention Dom and Mia having any other family besides their late father, but it seems Tony had always been there.
  • Ship Tease: Has a considerable amount with Layla.
  • Tattooed Crook: His undercover persona in season two, Marcello. Justified, since the tattoo is a chemical formula he needs to display to infiltrate a criminal organization.
  • "Well Done, Son" Guy: Cousin, but a lot of what he does is to live up to the Toretto name and especially make Dom proud. This is amplified in Sahara, where he tries to understand what it means to be a Toretto without being the leader of his crew.

The team's youngest member, tech expert, and hacker.


  • Black and Nerdy: He's a gadgeteer and also happens to be African American.
  • Dance Battler: In season 2, he discovers and practices some Capoeira.
  • Distressed Dude: Has been used as bargaining chip multiple times.
  • Friendly Rivalry: With Jun after their drone competition in Sahara, despite her being a foe previously. He also develops one with Ziri when the latter wishes to enter the competition for next year.
  • Funny Afro: Has an afro and he's talkative, funny guy.
  • Genius Sweet Tooth: Enjoys froyo, energy drinks and other sweets the most.
  • Living a Double Life: He's the only crew member who explicitly hides his spy activities from his family. In season 2, Ms. Nowhere informs his mothers, who were guessing he was one after the final showdown in Las Vegas. They are cool with it.
  • Motor Mouth: He talks a lot. When he's taken hostage by Shashi, he states that he hasn't stopped talking for 12 hours straight.

The team's expert artist who also specializes in creating environmentally-friendly vehicles.


  • Action Girl: An extremely badass one.
  • Actor Allusion: Not the first time Charlet Chung has played a badass pilot... err... driver as a member of a team.
  • A Day in the Limelight: Season two's "An Echo of Nowhere", where she goes into the jungle to retrieve the team's vehicle and take down a brainwashed Ms. Nowhere.
  • All There in the Script: Her full name is given in the credits and is not fully mentioned until Sahara.
  • Childhood Friends: She met Tony and Cisco when they were kids. She beat up some bullies who were ganging up on Tony and they have been close friends ever since.
  • Do Not Call Me "Paul": When Ms. Nowhere reveals she knows her first name is Margaret, Echo tells her that this will be the first and last time she will ever call her that.
    • In season two, she is extremely annoyed at people comparing her to Ms. Nowhere, especially when people nickname her "Little Nowhere".
  • Genius Bruiser: Like Frostee, she's incredibly smart and pragmatic, though she has the brawn to match.
  • Kick Chick: She shows off her moves, especially in episode 3.
  • The Lancer: She fulfills this function to Tony, as her careful and studious approach is a foil to his recklessness and intuition.
  • The Leader: In Sahara, when Ms. Nowhere recognizes her pragmatic approach and trains her in spy school, making her a qualified operative that heads the next mission. She ends up relinquishing leadership and thinks the crew should not have a single leader.
  • Little Miss Badass: For her size and figure, people are often quite surprised of how greatly skilled and brawny she really is.
  • Invisible Parents: Her parents or guardians, if she does have any, seem perfectly fine with her being a spy.
  • Pint-Sized Powerhouse: She's the second shortest of the crew, but she's probably even more of an asskicker than Tony is.
  • Took a Level in Jerkass: As the field leader in season 3, where she takes more after Ms. Nowhere. She realizes his and steps down as leader, choosing to let everyone have an equal say in decisions.
  • Wrench Wench: She built her own electric car that Tony describes as on par with any tuner.
  • You Remind Me of X: While it doesn't manifest much until Season 2, it's clear that she's following in Ms. Nowhere's footsteps as a badass super agent. She certainly has the skills to match and shows much more promise in the profession than anyone else in the crew. After spy school training in season 3, she even dresses in a manner similar to Ms. Nowhere.

    Cisco Renaldo

A cowardly, but big-hearted mechanic.


  • Accent Slip-Up: Whenever scared or heavily stressed his grasp of English leaves him, and he ends up speaking in a heavily accented and stilted mix of English and Spanish.
  • Animal Lover: He has a knack for befriending animals like Donut the monkey and Falafel the camel.
  • Bring Me My Brown Pants: Alludes to this when he mentions storing an extra pair of undies in Tony's car for the desert race.
  • Cannot Keep a Secret: Season 4 reveals he's revealed every detail about his spy life to his uncle Tuco, which is why they believe Tuco betrayed them.
  • The Captain: He takes this role in South Pacific any time the team uses the Hauler as a submarine, since he knows about submarines from several movies.
  • Childhood Friends: Tony's oldest friend since childhood.
  • Conspiracy Theorist: He sometimes talks about the secretive activities that shady organizations and corporations engage in, such as "Big Gum" hiding everlasting bubble gum from the public or the Illuminati and mind control. He gets it from his Uncle Tuco.
  • Cowardly Lion: He is usually the most fearful person of the team, but in Sahara, he is the one who stays behind in a sandstorm to let the others reach Cleve Kelso's lair on time. This also leads to him recruiting many allies to storm Cleve's lair in the season finale.
  • Drama Club: He joins one in season 3 and takes up acting in general to cope with leaving Donut behind at Brazil, as well as enhance his undercover skills.
  • Gasshole: His "fear farts", which as the name implies, happens when he gets scared. It also makes everyone around him, usually Frostee, equally as terrified when he does let one out.
  • Gentle Giant: Is described in promotional material as being sweet-hearted despite being the big guy.
  • Shoulder Teammate: In season two, Donut the monkey constantly climbs on Cisco's shoulder.
  • Thicker Than Water: He is loyal to Uncle Tuco, even when most of the crew believe he betrayed them. Tuco was working for Moray, but unknowingly, so Cisco is proven correct.

    Layla Gray

A formidable underground racer that works for SH1FT3R though later becomes a secret agent under Ms. Nowhere.


  • Brainwashed and Crazy: In season two, she is brainwashed by Rafaela into standing in for her and running her operations after she fakes her death.
  • Character Development: She avoids making attachments and usually betrays people for her own benefit. Even when she joins Tony's crew, she rolls her eyes at the sentiment of family. By Mexico, she gets angry at Tony and splits, but later reveals she was just going to buy supplies. She's actually hurt that the rest of the gang doesn't believe she has changed.
  • Dark and Troubled Past: She's been a criminal throughout most of her youth and made both allies and enemies. This past compromises the mission in Sahara, when gang leader Sandocal seeks revenge against her.
  • The Dragon: To Shashi. In season two, she unwillingly becomes one to Rafaela.
  • Embarrassing Nickname: Shashi calls her "Baby Barbecue" since she used to be the mascot for her family's BBQ sauce company when she was a baby. She snaps when he brings it up in season 5.
  • Friendly Rivalry: She is this to Tony, though she was pretty hostile at first. Even though they work on the same side, it doesn't stop them from competing to see who's the better driver.
  • The Mole: Inverted. She's a member of the team, but she's a real member of SH1FT3R.
  • I Work Alone: Continues to insist this, even though it seems that she does like working alongside the crew. Tony continues to try recruit her into the team though.
  • Love Confession: Sorta. In Season 4, Layla claims that since she saved Tony's life, his life belonged to her and that she planned to cash that debt in for the rest of her life.
  • Not in This for Your Revolution: Ultimately she ditches Shashi once he starts becoming more extreme in his villainy because she just wants to race cars and steal stuff.
  • Roaring Rampage of Revenge: When Tony was presumed to have been killed in the Season 4 finale, she becomes consumed with rage, claiming that she would make sure Moray would get it.
  • Ship Tease: Has a lot of it with Tony. While she was in SH1FT3R, she had quite a bit with Shashi, though it didn't last once she changed sides.
  • The Sixth Ranger: The press release lists her as a member of the team, and the trailer shows that team starts out with four people and she only joins later. She officially joins the team in season two onwards, but she spends a part of the season brainwashed by Rafaela and works for her crime organization in Rio de Janeiro.
  • Sixth Ranger Traitor: Inverted. The rest of the team are spies, but she's a real member of SH1FT3R. She later ditches SH1FT3R and becomes a government spy instead.
  • Vague Age: It's unclear how old she actually is, but she's likely a young adult considering that she's her own full-fledged criminal on her own. Frostee mentions there's a video of her wrecking other cars on her prom date meaning she is either highschool or college age bracket.
  • Wild Card: Frostee calls her this when he frees her during the military heist. He assumed that her hate of authority would trump any enmity she had for Tony. He also points this out in season two, when Layla is forced to race against Rafaela's mysterious driver, who is a bigger wild card than her. Even in season 3, when she is fully committed to Tony's crew, she does things like steal bikes purely out of boredom.

Allies

    Ms. Nowhere

"With all due respect, General, I'm not no one, I'm Nowhere. Ms. Nowhere."

The team's liaison.


  • Action Girl: She can easily hold her own with little to no trouble.
  • Authority Equals Asskicking: It seems like she isn't just a top agent for no reason. During combat she's scarily good.
  • Belligerent Sexual Tension: With Palindrome, the super-agent sent to hunt her and the gang down in Mexico. They end up making out at the end of the season, date in the following season, and marry in the series finale.
  • Black Boss Lady: An African-American woman that Tony and his crew work for.
  • Blood Knight: After she is framed for a crime she didn't commit, she relishes the opportunity to fight the Agency as she clears her name.
  • Brainwashed and Crazy: She is brainwashed by Rafaela into carrying out her operations, hunting down Echo, and giving her access to the spy jet.
  • Distaff Counterpart: Can be seen as this for Mr. Nobody.
  • Given Name Reveal: The final season reveals her name to be Janet, but some doubt this is even real.
  • Good Is Not Nice: Ms. Nowhere is stickler for the rules and is no nonsense. While she claims to be reasonable, it's fairly clear that she isn't.
  • Heroes Love Dogs: In Mexico, she becomes enamored with Roscoe, a dog she and Frostee find guarding a junkyard.
  • Jerkass: Ms. Nowhere is arrogant, callous, condescending, domineering, egotistical, a bit immature, prideful and proud of it. Even when being nice, it's in a not so nice way. She's also a Bad Boss to Gary and Julius, yelling at Gary and stealing his pickles one time and another time, she used her authority to force them behind her in an office fitness challenge so she could win and called them tools.
  • Jerk with a Heart of Gold: Despite her strict and crude personality, Ms. Nowhere does care about the Spies.
  • Retired Badass: She mentions that she used to be an international spy, though she still involves herself in occasional missions.
  • Rescue Romance: When she rescues Prince Ivan in a solo mission. They go on a date afterwards but it doesn't work out.
  • The Mentor: To Tony's crew, but she takes a special interest in Echo and personally trains her in season 3.
  • Trademark Favorite Food: Pork pies, which she eats even in the middle of a mission.
  • Worthy Opponent: She considers Palindrome to be one.

    Gary

Ms. Nowhere's right-hand man.


  • Badass Bureaucrat: He can fight well, but loves doing paperwork. This is most evident in Mexico, where he juggles fighting office workers while filling out a permit with Julius.
  • Beware the Nice Ones: He's a pretty cool guy, who's built like a tank and strong enough to fight a whole squad of soldiers on his own.
  • By-the-Book Cop: He is a stickler for the rules, even more so than Ms. Nowhere. That's why he chases her and the crew when they are framed in Mexico.
  • Gentle Giant: He is a large guy that looks intimidating, but he is actually very nice.
  • Nothing Personal: His attitude in Mexico. Despite him and Julius being friendly with Ms. Nowhere and Tony and friends, they join Palindrome in their chase after them when they are framed. He claims he is not attached to Nowhere, but it slowly falls apart.
  • One-Man Army: Nowhere sicks him on an entire platoon of army troopers, who even dogpile him but leave no scratch on him.
  • Phrase Catcher: "GARY!"
  • Reasonable Authority Figure: When Nowhere claims she's this, Gary then tells the crew that he understands spywork can be difficult but they just need practice until Nowhere tells him to shut up.
  • Those Two Guys: With Julius in Mexico.

    Julius

An agent that sometimes works under Ms. Nowhere.


  • Ascended Extra: He had very brief scenes in the first three seasons, usually as Ms. Nowhere's other butt monkey, but he plays a bigger role in Mexico.
  • Badass Bureaucrat: He loves doing paperwork, but not as much as Gary.
  • Beware the Nice Ones: He shares Gary's enormous build and strength, but is just as nice and pleasant.
  • By-the-Book Cop: He is a stickler for the rules, even more so than Ms. Nowhere. That's why he chases her and the crew when they are framed in Mexico.
  • Gentle Giant: Again, like Gary, he is massive, but is genuinely nice.
  • Nothing Personal: He is less attached to Ms. Nowhere than Gary is, so this is truer to him during Mexico.
  • Speech Impediment: He has a strong lisp.
  • Those Two Guys: With Gary in Mexico.

    Palindrome

A top agent who is tasked to arrest Tony's crew and Ms. Nowhere after they are framed for a crime.


  • The Ace: He is so competent, he finishes most of his tasks off-screen before saving Tony, Layla, and Shashi in South Pacific.
  • Always Gets His Man: He directly invokes this. In season four's ending, Ms. Nowhere brags that she ruined his record before they start kissing.
  • Belligerent Sexual Tension: With Ms. Nowhere at certain points. They end up making out by the end of season 4, leading to romance and eventual marriage.
  • The Determinator: He never quits in his mission to bring in the spy racers.
  • Expy: To Luke Hobbs from the movie franchise.
  • Gentle Giant: Despite his large size and intimidating demeanor, he is very nurturing towards Gary and Julius, in contrast to Ms. Nowhere's cruelty.
  • Inspector Javert: He hunts down Tony's group and Ms. Nowhere across countries to arrest them.
  • Meaningful Name: He is nicknamed "Palindrome" because he returns criminals back to where they came from: jail.
  • The Mentor: He is this to Gary and Julius when they chase down Tony and co. in Mexico.
  • Sympathetic Inspector Antagonist: He is an antagonist for half of Mexico, but after Tony saves his life and Ms. Nowhere gives him evidence, he "goes rogue" himself and ceases his hunt to investigate Moray instead.
  • Throw the Dog a Bone: Unlike Ms. Nowhere, Palindrome values and encourages Gary and Julius's talents, which earns the agents' respect and admiration.
  • Worthy Opponent: He considers Ms. Nowhere to be one.

    Sissy Benson

Frostee's younger sister.


  • Annoying Younger Sibling: When one of Frostee's gadgets malfunctions and wrecks part of Salchicas, she taunts him by wailing that their mother Wanda is going to rip him a new one.
  • Ascended Extra: She has a bigger role in Mexico, where she helps Frostee break out the rest of the team.
  • Black and Nerdy: As smart as her brother. She even attended a prestiguous science camp like Frostee pretended to.
  • Precocious Crush: She has a crush on Tony and thinks he is brave.

    Mitch

Voiced by: Jimmy Tatro

A local knucklehead who (sometimes unwittingly) helps Tony's team.


  • Abhorrent Admirer: He has a crush on Echo, which she sometimes exploits. He grows out of it eventually.
  • Ascended Extra: He is more prominent in Homecoming, since it takes place in Los Angeles for the second half.
  • Butt-Monkey: Despite his cocky attitude, he is the butt of many jokes.
  • Cowardly Lion: In "Wildcat", he helps the team evade Dann, despite his fear, but eventually drives away. He's more helpful in "Oil and Water".
  • The Friend Nobody Likes: Everyone finds him obnoxious, but they still hang out with him and invite him to play the R.O.A.M game in South Pacific.
  • Pet the Dog: He helps Tony's crew in breaking into the military base and tells Echo to be careful.
    • Despite being a jerk to Tony and Cisco when they work a La Brea Studios, he joins them in "Oil and Water" against Dann's army.
  • The Rival: He thinks he is one to Tony, but he's too incompetent to be a threat.
  • Took a Level in Badass: Despite being a coward, he successfully helps the crew fight several of Dann's henchmen.
  • Wild Card: Tony recruits him in "Oil and Water" because of his unpredictable nature.

SH1FT3R

    Shashi Dhar 

Shashi Dhar

Voiced by: Manish Dayal

The mysterious leader of SH1FT3R whom Tony and his crew try to befriend during their first mission. He returns in South Pacific as part of a deal to get information about Sudarikov from him in exchange for a day of freedom.


  • Absurd Phobia: Cockroaches, something he and Tony have in common. Layla is surprised by this.
  • Anti-Villain: He wants to ruin and kill Cleve Kelso, who is the unrepentant villain that killed his parents. He is also sincere about helping the world's disadvantaged against their oppressors. However, he resorts to crimes to accomplish his goals and his plan to destroy all governments is potentially more dangerous than he'd think.
  • Arc Villain: He is the main villain of the first season.
  • Benevolent Boss: He treats everyone that works for him with respect, from his second-in-command Layla to lowly employees like Rusty. This makes it easy at first for Tony and his crew to earn his trust.
    • He claims this in South Pacific, only for Layla to call him out for lying to her about his endgame goal and firing her.
  • Big Bad: Of the video game Rise of SH1FT3R. The main plot involves him reinstating SH1FT3R to obtain the high-tech car known as Shadowmaker.
  • The Bus Came Back: After being arrested at the end of season 1, he returns in the middle of season 5 when the crew needs information about Sudarikov.
  • Even Evil Has Loved Ones:
    • He appears to care for Layla, as shown when he tries to ensure she escapes from the train heist safely. That said... he loses some trust in her for trusting Tony and his crew when it turns out they're spies, and she is no longer welcome in his ranks when she betrays him.
    • He fondly remembers camping at Mount Zebulon with his parents, who have since passed away. Zebulon being privately owned by a billionaire has made him greatly upset.
  • Final Boss: Of Rise of SH1FT3R. Though the game lacks formal boss battles, he is the sole contestant in the final race.
  • Heel–Face Turn: While initially refusing to snitch on Sudarikov in South Pacific, he reveals he has learned to not lose himself in anger and thanks Tony for that. He also saves Tony in "The Takeover" when an AI car almost hits him.
  • Heroic Sacrifice: When a virus-infected car almost hits Tony, Shashi pushes him out of the way, which causes him to be stranded in the self-destructing lair. It is later revealed he survived, however.
  • Non-Action Big Bad: Once Tony takes away the Skeleton Key away from him, he goes down easy.
  • "Not So Different" Remark: When confronting Tony, he points out that they both value family above all else and uses this to convince Tony to genuinely join his cause.
  • Pet the Dog: He is nice to an incompetent security guard, even when he inconveniences his boss.
  • Roaring Rampage of Revenge: Once he arrives to Las Vegas with the Skeleton Key, his mission devolves to this. He allows civilians to escape, but otherwise pursues destructive, single-minded vengeance against Cleve Kelso.
  • Visionary Villain: He wants to overthrow the world's governments, which he feels are rigged in favor of the wealthy and thus deny opportunity to everyone else.
  • Well-Intentioned Extremist: Getting revenge for his parents murder is one thing but destroying the entire world's economy and governments because rich people are assholes is a whole other thing. Tony even offers to let Shashi go if he just destroys the Skeleton Key and walks away.

    Jun

SH1FT3R's technician.


  • Ascended Extra: In Homecoming she joins the crew to take down Dann's army.
  • Evil Brit: More amoral than evil but she is fully involved in Shashi's plan.
  • Friendly Rivalry: With Frostee. She risks getting caught just to beat him in a contest, but she also acknowledges his talent and helps him prepare for a competition next year.
  • Karma Houdini: She's been hiding from the authorities after SH1FT3R's disbandment, while the rest of her teammates were arrested in Rio. She comes out of hiding in Sahara to participate in a drone race.
  • Sinister Shades: She wears shades and works for the villains.
  • Small Role, Big Impact: She only appears in the season premiere of Sahara to compete against Frostee. However, she also gives him a gadget that proves useful in taking down the fire tornado in the season finale.

    Rollie and Nacho

SH1FT3R's muscle.


  • Ascended Extra: They were Shashi's silent goons in season 1. They return in season 4 as recurring antagonists with actual dialogue and join the battle against Dann in season 6.
  • Bald of Evil: Nacho, but it is difficult to notice since he wears a hat.
  • Coordinated Clothes: They both wear blue tracksuits.
  • Dumb Muscle: Played with. They were fairly competent under Shashi, but when running their own operation, they lived out of a van and had incompetent security consisting of Roscoe the dog.
  • Evil Redhead: Rollie.
  • Half-Identical Twins: They wear matching clothes and are both not that bright, but have different sexes.
  • Heel–Face Turn: Both help out the crew against Dann in "Oil and Water" and are even offended when they think Tony isn't their friend.
  • Karma Houdini: They avoided capture after Shashi's arrest. They fled to Mexico and started holding illegal races. It is unclear if they evaded arrest in Mexico, but their attempt to steal the hauler was foiled by Roscoe.
  • Stout Strength: They are both overweight, but also strong enough to serve as Shashi's muscle.
  • Suddenly Voiced: In Mexico, they have actual dialogue after being silent henchmen in the first season.
  • Those Two Guys: They are twins who are always together.

Other Antagonists

    Sudarikov 

Sudarikov

Voiced by: Fred Tatasciore

An international arms dealer and Russian oligarch who briefly did business with Shashi Dhar. He returns in South Pacific, seeking both revenge on him and Tony Toretto, as well as to take over the world with technology.


  • Animal Lover: Despite his cruelty and greed, he does love Sova and always pampers him. Ms. Nowhere exploits this by threatening to hurt the owl if Sudarikov does not back down from his plan, which succeeds.
  • Animal Motifs: He has a pet owl, Sova, whom he really cares about. His henchmen also wear owl insignias and his vehicles all have stylized owl graphics.
  • Arc Villain: He is the main villain of season 5, South Pacific. However, his role is hijacked by the Toretto Virus once it goes rogue.
  • Arms Dealer: Sells powerful weapons, but keeps the best ones to himself.
  • Ascended Extra: He appears in "The Owl Job" as a minor foe who is outwitted by Shashi, Tony, and Layla. He returns in South Pacific, where his evil scheme is partly a result of the events in that episode.
  • Beard of Evil: He is evil and has a large beard.
  • Fashion Hurts: Shashi asks him if he doesn't get hot from wearing an ushanka in Los Angeles. He says he's willing to put up with it to stay fashionable.
  • Fat Bastard: He is overweight and an evil man.
  • Foreshadowing: While he's just a minor arms dealer in "The Owl Job", he shows higher ambitions when he talks to Sova and says that someday, all of Los Angeles (and the world) will be theirs.
  • Hypocrite: He is angry that Tony, Layla, and Shashi robbed from him and Sova in "The Owl Job". However, he also went back on his deal with Shashi and just used him to take a joyride on his car.
  • Karma Houdini: He escapes from the Spy Racers after he fails to deactivate the Toretto Virus and it becomes a bigger threat than he is. Homecoming reveals he was arrested off-screen.
  • Morality Pet: Threatening his pet owl Sova gets him to stand down and quit his plan to infect the world with a computer virus. The virus itself is not so compassionate.
  • Put on a Bus: Despite he and his men escaping, only he is arrested by Homecoming while his henchmen work for Dann and Rusty opens his own business.
  • Revenge: His scheme in South Pacific is partly inspired by what happened to him in season 1, and why he targets Tony and Shashi specifically.
  • Russian Fashion: He wears an ushanka, or a Russian furry hat, even when he is on a tropical location.
  • Sinister Shades: He starts using red-tinted shades in South Pacific.

    Rusty 

Rusty

Voiced by: Fred Tatasciore

A talkative Southern man who works as Shashi's security guard. After being fired by Shashi for accidentally allowing Tony's crew to break in, he is hired by Sudarikov to be his right-hand man.


  • Affably Evil: He has a very friendly demeanor, especially when he rambles, but he is also a skilled criminal.
  • Ascended Extra: He is a minor obstacle and comic relief in "The Owl Job". Four seasons later, he returns as Sudarikov's right-hand man and recurring villain.
  • Book Smart: Not a tech genius like many characters, but he does have extensive knowledge of science, history, and other subjects.
  • Derailed Train of Thought: He tends to go into long tangents often, much to the chagrin of Sudarikov. Even the usually friendly Shashi fears his long conversations.
  • Determinator: He becomes VERY obsessed with tracking down Tony in "Ex Machina". He even compares himself to Captain Ahab and Tony to Moby Dick. However, he does this to ensure he does not fail his assignment.
  • The Dragon: To Sudarikov in South Pacific.
  • Genius Bruiser: He is a big and strong man, but he is also very smart, which is shown when he goes on a tangent.
  • Karma Houdini: He, Sudarikov, and the other henchmen avoid capture. He even offers commentary when they watch the Spy Racers take on the Toretto Virus in the finale.
  • Nothing Personal: He holds no grudge against Shashi for firing him, though he refers to him more formally because he no longer works for him.
  • Punch-Clock Villain: He is usually friendly and talkative, and has no ill will towards the heroes. When he recalls his failure in "The Owl Job", he treats it as a mistake he made on the job, and when he obsessively hunts for Tony in the jungle, it's more of a mindset he adopts to do a great job with his mission.
    • In Homecoming, he has his own business selling rattlesnakes and is friendly to Frostee and his moms.
  • Southern-Fried Genius: While not on the level of Frostee, he is one of the more competent henchmen in the series. He also has a deep knowledge of many subjects and loves to talk about them.
  • Took a Level in Badass: He went from being easily fooled by a fake earthquake in season 1 to being a competent tracker and hunter in South Pacific. Even Shashi is surprised by his improved competence and obsessive determination.
  • The Unfettered: In "Ex Machina", he becomes obsessed with hunting down Tony by any means. Shashi is even startled by Rusty's more aggressive tactics and competence. He does mention he taps into this mindset to successfully complete his task, rather than out of genuine malice.

    Cleve Kelso 

Cleve Kelso

An evil billionaire who conspired with other rich men to murder Shashi's parents and steal their key cars. He resurfaces in Sahara as the main villain.


  • Animal Motifs: Dragons. His jacket, belt buckle and medallion all have dragons in them, with his cowboy hat complementing them with flames. The rocket he uses to launch his weather device also has a dragon logo with his name on it.
  • Affably Evil: In "Wildcat", he is still an unrepentant villain, but he not only works with the heroes, but he is very hospitable and friendly, offering them drinks.
  • Arc Villain: He is the main villain of season 3, Sahara.
  • Ascended Extra: He was a minor villain in the first season whose biggest impact was killing Shashi's parents. He goes into hiding and returns in the third season with an evil scheme of his own.
  • Chronic Backstabbing Disorder: He betrayed Shashi's parents after they created the Skeleton Key and the key cars. In the third season, he sends Rafaela and Matsuo to steal tech from General Dudley as payback for failing to protect his key car from Shashi. In the finale, he also betrays Rafaela because he got tired of her.
  • Corporate Dragon: In addition to the dragon visual motifs, Cleve is a greedy businessman who hoards his wealth, believes might is right, and feels entitled to territory he doesn't actually own.
  • The Corrupter: In a way to Matsuo. He saves his life by giving him cybernetic implants, but he also uses them to make him evil and essentially his henchman.
  • Corrupt Corporate Executive: He was one until his crimes were exposed. By season 3, he embraces traditional villainy.
  • Foil: To Tony, who believes family is important, while Cleve dismisses it. He brags about having many ex-wives and disowning all his children. He is also incapable of forming alliances without betraying them.
  • Greater-Scope Villain: Of season 1, since his murder of Shashi's parents kickstarts his quest for revenge.
    • Season 6 reveals that he sold Matsuo's cyborg technology to the agency, which led to Dann's creation.
  • Hate Sink: Easily the most evil out of the main villains since he has no well-meaning goals and values no one else. Even when he teams up with Tony's crew, it's more to protect his home, and he is not wanted by the police because he bribes them.
  • Hazy-Feel Turn: While still being an awful person and part of the reason why Dann exists, he helps the Spy Racers find a way to defeat her. He also keeps his head down and pays off authorities to avoid arrest.
  • Karma Houdini: He loses his casino and a part of his money to Shashi, but he escapes after Tony stops Shashi from killing him.
    • Zigzagged in Homecoming, since he survived his defeat in Sahara and bought Shashi's home in Los Angeles to settle down and bribed authorities to avoid prison. Dann's scheme is also his fault, since he sold Matsuo's tech to the agency. However, he does lose both his home and his new building to Dann.
  • Mini-Mecha: He ends up using one as one of his desperate attempts to take down the heroes.
  • Redemption Rejection: Played as a joke, but after his defeat, he is helped twice by others and finds new opportunities to abandon his ways and start fresh. However, he exploits both chances to make some money, and only helps the spies because his neck is on the line.
  • Ungrateful Bastard: Tony saves him from a Skeleton Key-empowered Shashi. Cleve repays him by blowing up the building he and Shashi are in to eliminate any witnesses to his crimes.
  • Villain: Exit, Stage Left: He escapes after Shashi's attempt to kill him fails.
  • Would Hurt a Child: He was the only one of the conspirators who suggested killing a young Shashi, but he was overruled. He mocked his conspirators when this comes back to bite them, for not wanting to "get their hands dirty".

    Rafaela Moreno 

Rafaela Moreno

The daughter of the Moreno crime family and a beloved figure in Rio de Janeiro. She is recruited by Cleve Kelso in Sahara.


  • Abhorrent Admirer: She has shades of this towards Matsuo. Though she is only attracted to his evil self and stops her flirtations with him once he's back to normal.
  • Arc Villain: She is the main villain of the second season, Rio.
  • Badass Driver: She was known for her excellent driving skills and even competed in races.
  • Braids of Action: When using her new weapons in "Rafaela's Raf-venge", she gives herself a long braid that she weaponizes.
  • Co-Dragons: With Matsuo to Kelso in season 3.
  • Contrasting Sequel Antagonist: Unlike Shashi, who genuinely wants to create a better world and cares for the people below him, she just wants to be worshipped and is more than willing to risk innocent lives to accomplish her petty goals. Both want to avenge their parents, but her motivations are downplayed in favor to her satisfying her large ego.
  • Daddy's Girl: Her father was a ruthless crime lord, but he always pampered her.
  • Demoted to Dragon: She goes from being the main villain in Rio to being one of Cleve's lackeys in Sahara.
  • Dragon Her Feet: After Cleve's defeat, she hacks the weather machine's ionizer to create a fire tornado as a last-ditch attempt to her revenge on everyone, making her the final adversary in Sahara.
  • Even Evil Has Loved Ones: Downplayed by her bratty behavior, but she clearly loved her late father and one of her first tasks when controlling Interpol is to release her mother from prison. Tony actually deduces her scheme was more about just revenge on Rio's other crime families.
  • Faking the Dead: She faked her death after a botched assassination attempt to both gain a saint-like reputation and plot her revenge against the rival crime families and the authorities.
  • In Love with Your Carnage: She is attracted to Matsuo because of his ruthless, violent behavior under his cybernetic arm's influence. Once he is freed from it, she dismisses him as a loser.
  • Inspirational Martyr: Unlike her father, she was beloved in Rio because of her good nature and gentleness, to the point where after her death, she is known as Saint Rafaela. In reality, she faked her death and clearly enjoys the worship around her, while thinking very little of her worshippers.
  • Make Me Wanna Shout: In her final appearance, she gains a weapon that gives her a powerful sonic scream.
  • Powered Armor: Dann secrely provides her with a special bodysuit that gives her super strength, enhanced jumps, and wall-climing abilities. She goes on a rampage with them in Berlin.
  • Mean Boss: She is very cruel to the people working for her.
  • The Prima Donna: An egomaniacal and temperamental social media influencer and former band member.
  • Red Herring: She is used as one by Dann in "Rafaela's Raf-venge" to distract the Spy Racers.
  • Rich Bitch: She loves to flaunt her wealth with expensive jewelry and outfits, while also looking down on Rio's poor and homeless population.
  • Roaring Rampage of Revenge: In "Rafaela's Raf-venge", once she realizes she was set up and no music producer wanted to meet her, she uses agency weapons to wreak havoc in Germany.
  • Sanity Slippage: A combination of jail isolation, deception by a "music producer" (actually Dann), and her humiliation after discovering the truth make her mentally and emotionally unstable. Access to dangerous agency weapons make her worse.
  • Villain Decay: In Sahara, she is downgraded to being one of Cleve Kelso's lackeys. However, she is the last villain standing after Kelso's mech crashes in the desert and Matsuo is free from his arm's evil influence.
    • While giving chase to the heroes throughout the world, she is ultimately arrested halfway through the season 4 premiere.
  • Villain: Exit, Stage Left: In the season 3 finale, after she fails to unleash a fire tornado on Tony's team, she escapes from the authorities. She is eventually recaptured at the beginning of season 4.
  • Villain with Good Publicity: Rio de Janeiro knows her as an innocent young girl who died in a tragic incident. She is actually a narcissistic crime boss who secretly took over after her father's death and who falls very short of the saint-like image everyone has of her.
  • Womanchild: She rarely takes things seriously and throws tantrums when things don't go her way.

    Matsuo Mori 

Matsuo Mori

A cyborg samurai that usually works for Cleve Kelso. In Sahara, he and Rafaela are recruited by Cleve to help his evil scheme.


  • Alternate Identity Amnesia: When his arm is briefly disrupted in the season finale, he doesn't remember what he did. Though his evil side clearly remembers and considers his former self as weak.
  • Arm Cannon: He uses a cybernetic arm that also has a laser cannon.
  • Artificial Limbs: His robotic arm.
  • Ax-Crazy: Once his arm is activated, he's far more vicious and violent. In Homecoming, he learns to use the arm without losing himself.
  • Black Eyes of Evil: When the arm's programming affects his mind to turn him evil, his eyes turn black and stay that way until deactivation. Once he fully controls his arm, his eyes stay normal.
  • The Bus Came Back: He returns in Homecoming to help the crew take down Dann.
  • Co-Dragons: With Rafaela to Cleve in season 3.
  • Corporate Samurai: A modern day samurai that works for Cleve's organization.
  • Cybernetics Eat Your Soul: He's usually a peaceful man, but once his arm is active, he becomes more violent and ruthless. He learns to control this in "Oil and Water" when fighting Dann.
  • Elective Mute: He tries to take a vow of silence to repent from his actions under Cleve's control, but Tony annoys him so much, he snaps and yells at him.
  • Good Is Not Nice: He is not a villain when freed from his arm's control, but he is angry and rude at Tony and Echo when they try to recruit him in "Dann Hunt" because he wants to live a peaceful life.
  • Handicapped Badass: After his robotic arm is destroyed, he is free to knock out Rafaela and fight off Cleve's goons with one arm.
  • Informed Ability: His backstory reveals he used to be a nuclear scientist, but since he's mostly Cleve's unwilling henchman, his knowledge never comes into play.
    • He does help the team defeat Dann, especially providing insight into her robotic mind since he and Cleve developed his arm's technology, the same one used in Dann's creation.
  • I Owe You My Life: Interestingly, his evil side is grateful to Cleve because he not only saved his life from a nuclear meltdown and gave him a cybernetic arm, but also awakened his "stronger" side. Meanwhile, regular Matsuo angrily claims Cleve ruined his life.
  • Master Swordsman: Besides his arm, his other weapon is a sword.
  • Power Echoes: When his arm is activated, his voice has a digitized effect.
  • Superpowered Evil Side: Anytime he uses his robot arm or loses his temper, his evil side emerges. He learns to control it in "Oil and Water" to help defeat Dann.

    Moray

A criminal mastermind who runs a squad of high-tech criminals called Ghosts. In Mexico, he frames Ms. Nowhere and Tony's crew of a robbery the Ghosts commit and plans on fulfilling a doomsday prophecy that would destroy most of Mexico City.


  • Arc Villain: He is the main villain in Mexico.
  • Beard of Evil: He has a beard and a moustache.
  • Conspiracy Theorist: He is obsessed with an ancient doomsday prophecy, to be point that he was kicked out of the Agency for it. He also sincerely believes in ancient aliens.
  • Dirty Coward: After Cisco and Tuco redirect the lava to hit his lair, he tries to head for a secret escape pod, leaving his henchmen and everyone else to die.
  • Evil Former Friend: He was friends, and likely lovers, with Ms. Nowhere.
  • Evil Reactionary: Despite being the Agency's former tech expert and his scheme needing an advanced device, he worships pre-Aztec civilizations and wishes to wipe away modern civilization to start anew.
  • Fallen Hero: He was once part of the Agency as a tech expert before he was kicked out due to his conspiracy theories.
  • The Fundamentalist: He has an obsessive belief that civilization has decayed and that the nonbelievers from the prophecy should be purged.
  • Hypocrite: He runs the Ghosts, all who wear advanced suits with cloaking and strength-enhancing technology, and uses a powerful device to activate and control a volcano, despite his admiration of ancient civilizations and his plan to set everything back.
    • Despite his dedication towards a greater future, he immediately proceeds to evacuate in his private escape pod when lava threatens his lair. He half-heartedly praises the Ghosts for "their sacrifice".
  • Knight Templar: He wants to eliminate the wealthy, corrupt, and even foreign influence from Mexico by flooding certain areas with lava.
  • Light Is Not Good: He is dressed in a mostly-white suit when he attends the party in "That's A Moray".
  • Only One Name: He is only known as Moray.
  • Visionary Villain: Just like Shashi, he wants to reshape society so it eliminates the strong and favors the weak.
  • Well-Intentioned Extremist: He wants to destroy the greed and corruption in the world, starting with Mexico City. However, he resorts to destructive, homicidal methods. Palindrome points out he could use his anger in more constructive ways.

    Dann 

Dann

Also known as Data Analysis Neural Network, she is a rogue cyborg created by the agency, and the main villain of Homecoming.


  • A.I. Is a Crapshoot: She was an experimental AI with all of the agency's data placed on a powerful android body to create the perfect agent. Instead, she went rogue and tried to eliminate most of mankind.
  • Arc Villain: She's the main villain of season 6, Homecoming.
  • Eco-Terrorist: Echo describes her as an "environmental terrorist".
  • Evil Brit: She has a British accent.
  • Expy:
    • Of Brixton from the Fast and Furious spin off movie, Hobbs and Shaw.
    • Her being robotic, cunning, and genocidal nature also makes her very similar to Ultron from the Marvel franchise.
  • Final Boss: The final antagonist Tony and his team face.
  • Icy Blue Eyes: She has light blue eyes that complement her white hair.
  • Implacable Woman: She can survive multiple incidents that would kill anyone else just to fulfill her goals.
  • Invincible Villain: She has gone through an avalanche, a breaking iceberg, an earthquake, and an explosion with minimal damage. She usually repairs after each event, and she is finally defeated by Tony and Dom because she neglects repair after the explosion.
  • Light Is Not Good: She has an all-white jumpsuit underneath her armor, along with white hair and light-blue eyes.
  • Lightning Bruiser: As an experimental super soldier, she is both inhumanly strong and agile.
  • Manipulative Bitch: She frames General Dudley and Rafaela for her weapons theft and targets Frostee's family to distract Tony's crew while she enacts her plan. She also tricks the agency into taking her "lifeless" body into a computer terminal with her AI so she can revive herself and reactivate her fellow cyborg super soldiers.
  • "Not So Different" Remark: She praises Echo for being smart enough to question her friends and the agency, and tries to convince her they are both trying to save the world.
  • Ridiculously Human Robots: She is referred to as a cyborg, but she is closer to this. She is an AI with a robotic body, synthetic skin and hair, and human emotions.
  • Sanity Slippage: Matsuo mentions that her AI will degrade and become unstable. True enough, she becomes less well-meaning and more sadistic and malicious, from wanting to improve mankind via accelerated global warming to sinking Los Angeles purely for revenge.
  • Well-Intentioned Extremist: She wants to end global warming and other man-made threats. However, she wants to melt the polar ice caps and flood all the cities of the world to teach mankind to act responsibly.
