Maximus' Empire

     Maximus I.Q

Voiced by: Colin Fox
The overall Big Bad of the series, an alien resembling a Siamese cat who styles himself as "Supreme Evil Overlord of the Galaxy". He is the greatest enemy of the Galactic Guardians and of Atomic Betty in particular.
  • Achilles' Heel: He hates water and is unable to swim.
  • Arch-Enemy: Of Atomic Betty, whom he shares a longstanding and deeply mutual hatred for.
  • Bad Boss: He constantly berates and abuses Minimus for even the tiniest of reasons.
  • Beard of Evil: He sports a classically sinister goatee alongside a Fu Manchu mustache.
  • Big Bad: While he isn't the sole villain Betty fights, Maximus I.Q. is certainly the most prominent. A massive chunk of the series' episodes solely feature him as the antagonist.
  • Bond Villain Stupidity: Prone to this due to his ego and Card-Carrying Villain tendencies.
  • Card-Carrying Villain: He often refers to himself outright as an Evil Overlord or an Evil Genius and considers himself the greatest one in the entire galaxy. Hell, he even once had a galactic politician kidnapped solely because said politician called him a villain whereas he sees himself as more of a SUPERvillain.
  • Cat Folk: His species resemble anthropomorphic felines.
  • Cats Are Mean: An alien who resembles a cat, and is the Big Bad of the series. He also bears an uncanny resemblance to Purrsy, Betty's mom's cat.
  • Cats Hate Water: He absolutely loathes getting wet.
  • Collector of the Strange: He collects ceramic ducks and obsesses over them like they were his babies.
  • Disproportionate Retribution: His massive ego means he's prone to giving these. He's not above destroying an entire planet just because one of its inhabitants insulted him.
  • Early Personality Signs: As a baby, he was smacking Minimus around.
  • Enemy Mine: Has a formed a few with Betty, namely against Pandora and Switchmo.
  • Even Evil Has Standards: Usually around his father and grandfather, who are even bigger scumbags than him, to the point where he sometimes sabotages their plans just to see Betty defeat them.
  • Evil Genius: As his name suggests, Maximus I.Q. fancies himself as the galaxy's most brilliant criminal mastermind.
  • Evil Gloating: Loves indulging in this. He claims its a necessity for being a good supervillain.
  • Evil Is Hammy: He absolutely revels in this.
  • Evil Overlord: A classical one. It's literally in his self-given title of "Supreme Evil Overlord of the Galaxy".
  • Eviler than Thou: Has little tolerance towards any other villains who threaten his title of Supreme Evil Overlord. As he declared when he agreed to help Betty fight Pandora, "There's no room for a #2 Supreme Overlord in this galaxy!".
  • Expy: He's a parody of Ming the Merciless, the Big Bad of Flash Gordon, with his attire being based on the version from the 1980 movie.
  • Galactic Conqueror: His ultimate goal is to conquer every world in the galaxy, although he just as frequently engages in simple criminal activities like robbery or terrorism.
  • Greed: As he boasts about in his Villain Song in the Christmas special, even though he's immensely wealthy, controls numerous worlds, and commands countless minions, he wants to possess more.
  • Hair-Trigger Temper: He has little tolerance for any affront to his self-image and often reacts violently to those who annoy him. Not even his own minions are safe.
  • It's All About Me: His ego is as enormous as the galaxy he seeks to rule over, making him easy to flatter and just as easy to enrage.
  • Large Ham: On several occasions, he even emphasizes to Minimus that it is important for supervillains like him to be hammy.
  • Laughably Evil: As evil as he is, he's also a very comedic character, especially with his hammy, card-carrying characterization and his love for ceramic ducks.
  • Lean and Mean: Whenever he's seen without his robes on, he's shown to be quite skinny.
  • Pride: His biggest flaw is probably his gargantuan ego, which makes him very impatient and easily frustrated, as well as prone to lashing out at those who criticize his schemes or suggest that he isn't as much of a genius as he fancies himself as.
  • Punny Name: In reference to his belief in how much of an evil genius he is.
  • Smug Snake: While he is a menacing and dangerous villain, he is nowhere near as brilliant or competent as he fancies himself - something that frequently contributes to his downfall.
  • "Well Done, Son" Guy: It's heavily implied that he has this type of relationship with his father, whose abuse and insults motivated him to become a better supervillain than him. Even as an adult however, Maximus finds that he still can't earn his dad's respective.

     Minimus P.U.

A short, vaguely feline alien who serves as Maximus I.Q.'s lackey. He has two faces that swivel between each other to reflect two personalities - one snivelling and sycophantic, the other irritable and sarcastic.
  • Affably Evil: When his sycophantic face is active, he's a pretty friendly guy and decidedly not very evil at all.
  • Ambiguously Gay: His toadiness to Maximus sometimes crosses over into outright affection for him.
  • Beleaguered Assistant: Maximus heaps all the dirty work on him, much to his chagrin.
  • Butt-Monkey: Maximus I.Q. heaps all sots of abuse on him, although how Minimus reacts to it depends on his current personality.
  • Cat Folk: He's not as obviously catlike as Maximus I.Q., but he does look a little bit like some kind of miniature tiger.
  • Deadpan Snarker: When his angry face is active, he makes wry remarks about Maximus' screwups. It's usually followed by an immediate switchback to his toady face begging for a furious Maximus I.Q. to forgive him.
  • Dirty Coward: He becomes such whenever his sycophantic face is dominant.
  • The Dragon: To Maximus I.Q., although it's implied he wasn't the first one (judging by The Chameleon's backstory).
  • Half-Hearted Henchman: When his mean face is in charge, he becomes a surly jerk who grumbles about having to do Maximus' dirty work all the time.
  • Jekyll & Hyde: Betty observes that Minimus appears to be something similar to such, even explicitly comparing him to the book in one episode.
  • I Just Want to Have Friends: It's heavily implied that he's actually just very lonely and only hangs around Maximus because he's the closest thing he has to a friend.
  • Odd Friendship: With Sparky in Season 3's ending shorts. He also had a brief one with Noah in the Season 3 premiere.
  • Servile Snarker: When his mean face is active, he becomes this to Maximus in contrast to his usual bootlicking.
  • Split Personality: Represented in his two faces - one of which is a genuinely nice guy too wimpy to do anything more than lick Maximus' boots, and one of which is legitimately evil and could probably overthrow Maximus if it wasn't for the former personality being the primary one.
  • Stating the Simple Solution: Often points out Maximus' moments of Bond Villain Stupidity when his angry face is active. The monstrously egotistical Maximus refuses to listen to his points and sometimes abuses him for pointing them out.
  • Sycophantic Servant: When his nice face is active, he acts as this to Maximus, putting up with his abuse and showering him with all sorts of titles.
  • Two-Faced: He has two faces that switch places whenever he wants to, and they display different personalities - one cowardly, the other mean. They also look different, with his mean face having a pointier form and sharp fangs.
  • Yes-Man: When his sycophantic face is in charge, he becomes a grovelling coward who constantly praises Maximus and loyally does as commanded.

     The Betty Clones

A trio of superpowered Atomic Betty clones created by Maximus I.Q. using a piece of Betty's hair, as well as DNA from three different super-powered alien women. While he doesn't call upon them often, these terrible triplets excel at spreading mayhem and smearing Betty's good name.
  • Evil Twin: Three of such no less!
  • Expy: Their powers are exactly like those of three of the members of the Fantastic Four, the blue one can stretch her body, (ala Mr. Fantastic), the red one can assume a fiery form and create and control flames, (like The Human Torch), and the orange one can morph into a larger, stronger, and tougher rock body, (ala The Thing).
  • Terrible Trio: All three of them are the complete opposite of the hero they were created from.

     The Chameleon

A green-skinned alien able to take on the form of any creature or object. He was formerly a servant of Maximus I.Q. but was fired for unexplained reasons and now seeks to get back Maximus' in good graces.

     Chef Bernadette

A large green one-eyed alien who serves as Maximus' personal chef and occasionally assists in the Supreme Evil Overlord's schemes.
  • Chef of Iron: Although she doesn't usually fight Betty, the few times she does demonstrate her to be quite formidable.
  • Cyclops: Her species are one of these.
  • Half-Hearted Henchman: She frequently grumbles about having to put up with Maximus' demands, and has even quit working for him in one episode after having enough of it.

     Max Sr.

Maximus I.Q.'s father. He's every bit as evil as his son, but prefers armed robbery over galactic conquest. He spends most of his time in prison, but gets freed every now and then by his son and others.

     Auntie Matter

A villainess with the ability to convert her body into a black hole. She is Beatrixo's sister and Betty's great-aunt, originally imprisoned long ago by the former as the culmination of a particularly fierce sibling rivalry.
  • Evil Old Folks: In firm contrast to her sister Beatrixo, Auntie Matter is a thoroughly evil and psychotic supervillain bent on taking over the universe and destroying Beatrixo while she's at it.
  • Half-Human Hybrid: Her father (also that of Beatrixo) was a powerful alien being, whose superpowers she inherited.
  • Power of the Void: Her main power is to transform her body into a living black hole that sucks up whatever's within her proximity.
  • Punny Name: Auntie Matter is not only Betty's great-aunt, but also possesses power over antimatter.
  • Sibling Rivalry: She had a very extreme case ofthis with Beatrixo accentuated by the two being on opposite sides in the battle between good and evil.

     Bombshelle

A fashionista supervillain who seeks to eradicate the universe of everything ugly and unfashionable.
  • Mobile-Suit Human: Her true identity is a small shrivelled alien piloting the robotic body Betty fights.
  • Vanity Is Feminine: One of Betty's more notably female opponents and defined by extreme snobbishness towards anything she deems to be not as beautiful as her.

     The Collector

An egomaniac explorer who seeks the rarest treasures in the universe with little care for the consequences of stealing them. Always by his side is Wrybot, his sarcastic robot cameraman.
  • Adventurer Archaeologist: He presents himself as one, but is really no more than a greedy thief and poacher.
  • Its All A Bout Me: He's so arrogant that he makes Maximus I.Q. appear humble!
  • Shark Man: He appears as a large, purple, humanoid hammerhead shark.

     Dr. Cerebral

An alien scientist appearing as a large brain in a jar mounted on a robot body. He believes himself to be the greatest genius in the universe and takes offence at any challenge to his intelligence.
  • Brain in a Jar: He's a brain-like creature encased in a jar of green fluid mounted on a robot body.
  • Insufferable Genius: He is a super-genius evildoer who despises the idea that other beings can be anywhere near as intelligent as he is and often seeks to eradicate other geniuses.
  • Mad Scientist: He often constructs deadly gadgets and machines to aid him in his supervillainy such as giant killer robots and sentient computer viruses.

     Enormo

A diminutive evildoer who has decided that the best way to rule the universe is to shrink everyone down so he will be bigger than all of them. He has a pet in a half-dog, half-eagle creature named Gryphon.
  • Ironic Name: Enormo the Stupendously Colossal is decidedly not very enormous nor stupendously colossal.
  • The Napoleon: He may be the smallest member of Betty's Rogues Gallery, but he's certainly dangerous when not approached properly.
  • Shrink Ray: His preferred weapon.

     Greenbeard

The leader of a gang of space pirates always on the lookout for loot to plunder and enemies to force down the plank. He is never seen without his robot parrot on his shoulders.
  • Captain Colourbeard: Although he actually does have a green beard.
  • Nothing Personal: He constantly states he takes no pleasure in harming others who cross him, but it's tradition.
  • Pirate Parrot: Possesses a robotic one that often makes additional comments to what he says.
  • Space Pirate: Of the kind that act like stereotypical historical pirates.

     Hopper the Chopper

A shark-like alien cowboy who leads a gang of galactic outlaws in terrorizing towns and making robberies.
  • Fish People: He and his thugs all resemble various kinds of aquatic life.
  • Outlaw: Based on the classic Wild West archetype of the outlaw cowboy criminal.

     Iciclia

The extremely beautiful and extraordinarily vain queen of the planet Glacies. She is obsessed not only with maintaining her beauty but expanding her empire by freezing the galaxy. Accompanying her in her evil schemes is her hairy musclebound servant Dingleberry.
  • An Ice Person: If her name didn't tip you off, then her ability to freeze entire planets with her magical staff certainly will.
  • Early-Bird Cameo: She makes an appearance as a contestant on a beauty contest before becoming a full-fledged member of Atomic Betty's Rogues Gallery
  • God Save Us from the Queen!: She's the evil ruler of the frozen planet of Glacies, but unfortunately for the universe, she's not happy with ruling just one planet.
  • Motive Decay: In her early appearances, it was shown that she was obsessed with beauty because she would revert to her true appearance as a wretched crone if she didn't keep up her looks. However, as the series goes on, her youthful form becomes her standard form and no mention is made of her being actually extremely old, thus eliminating her original desire to remain beautiful forever.
  • Vanity Is Feminine: One of Atomic Betty's female opponents and an extremely narcissistic one at that.

     Infantor

An evil alien child who is both extremely spoiled and extremely sadistic. He loves to play all manner of nasty "games" with Atomic Betty - most of which involve sending his killer robot nannies after her.
  • Brainy Baby: Despite being a toddler, Infantor's schemes often involve highly advanced technology of his own invention.
  • Enfant Terrible: Although he might just be childlike in appearance (it's not 100% clear). Regardless, most of his evil schemes revolve around things like killer action figures, trapping people in video games, and even mind-controlling cookies.
  • Little Big Brother: Revealed to be this in Season 3 to his own baby brother.
  • Spoiled Brat: Big time. He once kidnapped Santa Claus so that he could have all the good kids' toys for himself.
  • Unexplained Accent: Despite being a small alien child, he speaks with a stereotypical Chicago gangster accent that emphasizes the fact that he is not just a mere baby.

     M'lord Orus

A disgusting blob-like alien who loves filth and rubbish. His goal is to turn the entire universe into a giant polluted wasteland so that it will be fit for him to rule over.
  • Blob Monster: He's a big, gross, slimy, alien blob creature.
  • The Pigpen: So much of one that he wants to turn the entire universe into his own personal paradise filled with garbage and sludge.
  • Punny Name: It's a play on "malodorous", which describes how he smells quite excellently.

     Nuclea

A cruel and vain alien composed of pure electrical energy. She possesses all manner of lightning-based powers and is also able to absorb energy to increase her own power.
  • Energy Absorption: She is able to steal power (up to and including the energy from a star [with the help of some technology albeit]!) to make herself stronger.
  • Energy Being: Although humanoid in form, Nuclea's body is composed of pure electrical energy, which is where she gets her powers from.
  • Shock and Awe: She is basically a humanoid lighting bolt, complete with the deadly power that comes from one.

     Pontifadora the Conquistadora

A big game hunter and bounty hunter who used to date Admiral DeGill. The two had a very bad breakup when DeGill had her arrested after she turned to crime, and Pontifadora is still deeply bitter about it.
  • Bounty Hunter: She alternates her time between hunting big game and bounties on others' heads.
  • Woman Scorned: A good chunk of her schemes involve getting revenge on Admiral DeGill for dumping her when she turned to crime all those years ago.

     Queen Penelobee

Voiced by: Catherine Disher
A clone of Penelope Lang hybridized with a giant bee created by the bee-people of the world of Droneopolis after they attempted to kidnap the original Penelope to be their queen. She's every bit as bossy and spoiled as the original Penelope, but now she's also bent on conquering the galaxy.
  • Bee People: She looks like Penelope but with a bee's abdomen.
  • Hive Queen: Her subjects are a race of bee-like aliens every bit as evil as she is.
  • Red Eyes, Take Warning: She has glowing red eyes to make it clear she's more malevolent than the original Penelope.

     The Scribe

Formerly a failed author named Milton Scrivener, The Scribe is a literary-themed evildoer who takes his revenge on more successful writers by literally stealing their ideas and weaponizing them.
  • Art Initiates Life: Variant. The Scribe can steal the ideas of others and bring them to life as actual beings to fight for him.

     Shaka Booga

A prehistoric alien witch doctor who was sealed away millions of years ago by her people. When released in the present, she has made it her goal to send the universe back to the Stone Age - literally!
  • Devolution Device: Her magic staff has this effect on anything it hits, including inanimate objects.
  • Sealed Evil in a Can: She was originally imprisoned millions of years ago in a sarcophagus for her wicked ways, but is released in the present day by a foolish alien explorer.
  • Witch Doctor: Based on the stereotype, but presented as being a prehistoric cavewoman instead.

     The X-Rays

Left to right: Bubba, Plutor, and Furball

A trio of galactic delinquent bikers named Plutor, Bubba, and Furball who love causing all manner of mayhem.
  • All Bikers are Hells Angels: They zoom around space on hovering motorcycles and run about wreaking havoc on everyone they meet.
  • Terrible Trio: Plutor gets most of the attention though, with Bubba and Furball serving as henchmen.

The Sharbena Royal Family (MAJOR SPOILERS!!!)

     Pandora

Paloma's evil twin sister. She, like Paloma, is the daughter of Queen Golgotha the Beluvian Demon. She and her wicked parents were defeated long ago by the Galactic Guardians with the help of Paloma. In the Season 2 finale however, she returns with plans to free her father from the his box and destroy her sister and the Galactic Guardians once and for all.
  • Arc Villain: For Season 2. While Maximus remains the day-to-day Big Bad, the quiet Myth Arc surrounding Paloma makes Pandora the far more important villain for the season.
  • Evil Twin: Literally. She's the evil twin sibling of Paloma.
  • Meaningful Name: Like the Pandora of Greek myth, this Pandora sought to open a box containing evil inside.
  • Non-Human Humanoid Hybrid: Her father was a demon and her mother was a shapeshifting alien from the planet Sharbena.
  • Shapeshifter: A trait inherited from her mother, who like all Sharbenians, is able to change form in a similar manner to The Chameleon.
  • Technicolor Eyes: She has the same bright amber eyes Paloma gets when showing off her supernatural powers.

     The Beluvian Demon

A powerful evil entity from another dimension summoned to this universe by Queen Golgotha to destroy her people when they refused to accept her evil ways. The two married and rampaged across the universe until the Galactic Guardians defeated them. The demon was sealed away in a box by Spindly Tam Kanushu, and said artifact plays a role in Season 2.


  • Chekhov's Gunman: The Demon and the Beluvian Demon Box appear early on in Season 2 in "Mad Maximus" but are seemingly forgotten about by the writers until the season finale.
  • Eldritch Abomination: A powerful, undead demon from another dimension.
  • Exact Words: The reason it was able to annihilate a race of shapeshifters that could copy any other living being is because he’s not considered “living” in a sense.
  • Our Demons Are Different: It's a giant blue humanoid with horns and wings summoned from another dimension by Queen Golgotha. It’s also made explicit that his nature as an undead being makes it impossible for the Sharbenians to copy him.
  • Predecessor Villain: The first Galactic Guardians that Betty’s grandmother was a part of were initially gathered to stop him.
  • Sealed Evil in a Can: Spends most of the series sealed inside Spindly Tam Kanushu's Beluvian Demon Box.
  • Unholy Matrimony: With Queen Golgotha.

     Queen Golgotha

The evil ruler of the planet Sharbena, who believed that because her species were powerful shapeshifters, they deserved to rule the universe. When her subjects objected to her supremacist ideology, she summoned the Beluvian Demon to destroy them all, reducing her planet to ruin.


  • Cat Folk: Her species are a shapeshifting variant now extinct after she destroyed them all for refusing to accept her evil goals.
  • God Save Us from the Queen!: She makes the likes of Maximus and Iciclia seem quite kind in comparison!
  • Names to Run Away from Really Fast: Golgotha was the name of the hilltop upon which Jesus Christ was crucified.
  • Predecessor Villain: She's the one who unleashed the Beluvian Demon upon her people, which led to the formation of the Galactic Guardians... and also the mother to Pandora and Paloma.
  • Shapeshifter: Her species' signature ability, inherited by her twin half-demon daughters.
  • Unholy Matrimony: With the Beluvian Demon.
