I see Sarcasm Mode, close to Backhanded Apology but not quite it.
^ Yeah, in neither case are the individuals apologizing sarcastic or back handed. In fact with the Coco example it has more to do with him being kind of weird.
^Still not sure, since this is more about the "oops" nature of the apology contrasting with the harshness of the act.
Maybe a variant of But for Me, It Was Tuesday.
It's a function of the Skewed Priorities of a Cloudcuckoolander, often Laughably Evil sort of character. I do think Backhanded Apology fits, played with in that they are genuinely sorry, just not really sorry enough or for the right thing, which is the joke. I haven't seen Mayans, but Ultron unhanding Klaue is played as something of a Black Comedy moment, arms dealer Klaue being a clear Asshole Victim.
Maybe there's a related trope pertaining to the bystander's reaction too. I.e someone does something violent and a passerby thinks it's nothing out of the ordinary (or just ignores it).

Is there a trope for when a character does something violent, then has a rather nonchalant apology for said act?
Two examples are:
- On Mayans M.C., when Coco shoots a woman who had jumped on one of the other bikers, then gets reprimanded for it, his response is a reluctant "My bad."
- In Avengers: Age of Ultron when Ultron cuts off Ulysses Klaw's arm during an emotional outburst, he gives an "Oh sorry" apology more in line with spilling coffee on someone's favorite shirt than dismemberment.
