Probably just a case of Flat Character, or at least it sounds like they'd start out that way. Could be exampled under Debut Queue, Sixth Ranger, Required Party Member, etc. Could also be a case of Not in This for Your Revolution, maybe? Kind of hard to know without a specific example to go on.
