It's also quite possible they'll keep the "world tour" format next series. Most of the next game looks to be open world centered around capturing pokemon and it's not really easy to write Ash's character around that. Especially if there's also some time travel elements like there seems rumored, etc.
A lot of the Galar Gym leaders never even debuted in the anime like Nessa, Kabu, etc. so they could appear next series. It's actually why I believe we'll see them next time, because otherwise they would have thrown in all the remaining Galar Gym leaders into random fillers or different episodes just to debut them all. The fact that they held so many back is suspicious with Gen 8 coming to a close.
But if Ash already beat Leon there's no reason for him to face any past foes because it'll all be a Foregone Conclusion or a massive reboot in competence. Like, battle-wise Ash has only Gen IX champion/rogue powerhouses to go up against because Leon's status as the undefeated champion that can OHKO 99% of the Poke-World means that when Ash beats him then any loss afterwards would be backtracking on Ash's competence.
Firmly, I believe Gen IX champion being stronger than Leon is the only real step forward, that or Ash facing opponents outside of the usual battling formula

Thinking it over, in trying to get a better pick for the 6th Champion than Alain,note we ignored a most interesting possibility:
I know, we've heard it all before, and Ash was dismissive of him in Episode 2, but it would have been interesting (and a great Brick Joke) for Ash to have to fight through his father at some point to get to Monarch. It's also more likely that Ash knows but the father doesn't than vice versa.
Then again, it'd be just as likely that we'd have Dad loses to Leon in the Semis, but lasts longer than any of Leon's other opponents, paving the way for Ash to take the Throne in the Final.
Ah well... maybe said Dad would enter the WCS during "Journeys 2", rising to Master in time to be one of Ash's opponents in that series' Tournament Arc.

It's actually appropriate that we haven't seen Ash dad. He obviously doesn't care about his family or evil like Giovanni.

Recent Pokémon Masters datamine reveals that Ash (in Journeys attire) will appear in the game as an NPC. Of course in what context he will appear is still being figured out, but that is at least something.

Hey, if Journeys was a traditional Pokemon season and Ash's team was all Galar themed, which would've the Pokemon he probably would've captured. Feels like he'd still pick Pikachu, Sirfetch, and Dracovish, but which 3 Galar Pokemon would most likely have replaced Gengar, Dragonite, and Lucario?
Cuz based on the season he usually catches: a boisterous bruiser with desires to take on strong opponents (Sirfetch), a goofy moron, hidden beast (Dracovish), a trickster (Gengar), the stoic loner or a starter with the most development (Lucario), and usually a parent to the others (Dragonite)
Ash probably would have gotten Sobble, at least. Making the shift from crybaby to brooder as it evolved.

If Sinnoh was 1 step forward for Ash having a good team Unova was three massive steps back.
Side note I know people like to say evolutions don't matter in the anime but its very telling that Ash's best teams
Sinnoh, Orange, Kalos, Alola and Master's 8 is when he has some fully evolved pokemon or pokemon that are really good in game.
Ash's Unova trip is generally meant to be reminiscent of his early trips, really, including giving him the three starters, and like in Johto, only one evolved even once.
