During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Who is the Candidate and What have they Done?
This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.
Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Looking at the Skynet draft, wasn't the T-X sent to kill more people than just John and Kate? I distinctly remember the T-X doing a home invasion and gunning down a young boy because he was supposed to be one of John's lieutenants in the future.

I think it's been sufficiently long since the last RWBY EP that this shouldn't be annoying.
Tentative to Cinder, and I think we should seriously consider finding some means of preserving fan work and web original material with keepers. We had a near miss with that fan script version of Blofeld, since the "Skyfall 1969" script was inaccessible for some time.
Perhaps we should promote archive websites more?

Read "Ghost Stories of Remnant" here.Aaand I'm going to go against the flow and Cinder. I read the story, (It didn't take very long, it's only about a 30 minute read) and there were just a few things that let me decide she didn't count.
The first part is that after Ruby's death, she has Emerald give her a tattoo, in the location of where her heart is located. The tattoo is that of a Rose.
As for her feeling nothing after Rubys death, it doesn't seem like she never cared about the fact she killed her, more that her emotions about it just shut down in response to it. And even then it didn't last. After she gets back into the office and before she gets the Rose tattoo, she breaks everything in her office in a fit of rage, sparing only a vase of Roses... before breaking that too when she sees that the Rose is dead, a reminder of what she had done. It's also shown she can't seem to get any satisfaction out any other criminal activities, claiming it was like there was a void in her heart that nothing can seem to fill.
Finally there is a picture of a Rose that Cinder made when Ruby moved into her neighbourhood. Before she tried to run away, Cinder had made a pile of what to keep and what to get rid of and burn. She came dangerously close to putting it in the get-rid-of pile claiming she felt no guilt about it about what she done and that she had to do it...
But when it was time to leave she couldn't bring herself to get rid of it. She kept the photo, and when she was completely surrounded by Weise, Blake and Yang, she pulled out the photo, looked at it and lamented that she was a sweet girl.
Despite the fact that she is the one who killed Ruby, and never accepts her fault in it, there is just too much other stuff that disqualifies her for me.

I did that with a couple Web Original keepers I found but perhaps we should start putting between parentheses archived links to the fanfics and web originals.

Not sold. Sounds like a case of a character trying to bury their guilt but it slipping through from time to time.

The issue is that ultimately, Cinder moves on rather easily from Ruby's death. She talks about getting back on business, taunts Yang about Ruby's death (this isn't just refusing responsibility for Ruby's death) and plans and seems back to normal by the time she has to deal with all the gangs against her.
Heck, just before dying, amongst her last lines : "It should have been you. I should have killed you. Then she'd be all mine, mine forever."
