During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

Les traces du passé: While claiming to be a woman of God, Sister Jeanne Belanger was much more than what she claimed to be. While she founded her orphanage with genuinely good intentions, she started torturing the children all day, starving, dehydrating them or even whipping them into unconsciousness. She'd also bring the children to pedophile priests, who would promptly rape and enslave them. When a group of orphans led by Sophie attempted to escape the orphanage, Belanger captured them at the last second and locked them in a cave, watching as they starved to death. Appropriately described as the devil incarnate, Belanger gave the children's ghosts a more than understandable Freudian Excuse for their actions.

The unidentified Ruler is a cruel tyrant who has already burned down cities for rebelling against him, and intends to lay waste to the realm, burning survivors at the stakes, refusing to show any mercy whatsoever, in fact taking pleasure in kicking his subjects when they are down.
Heinousness?
None of the other songs have as much explicit cruelty performed at the behest of a single character.

What's the work?
As I said before, Medal of Honor video game series is a line of first person shooters, set in World War II and follows different protagonists during the different battles and stages of war. In 2010, Electronic Arts decided to follows Call of Duty Modern Warfare trend and rebooted their series to set it in more modern times with Medal of Honor 2010 game. This game has no keepers, as there is no distinctive antagonist through it, just group of Afghanistan terrorists. The sequel on the other hand, while follows the same characters, as they fight Middle Eastern Terrorists once again, give the terrorist faction a leader, about whom I want to talk about.
My candidate is Hassan Rasheed AKA The Cleric.
Who is The Cleric?
The Cleric is the leader of a few terrorist factions in Middle East, who is behind the preparing and training of hundreds of young terrorists to his cause of "fighting the Eagle (US)" and "getting what's theirs", while also being in reality a wealthy Arab banker who works in Dubai. Masterminding transport of a powerful bomb called PETN, The Cleric uses them to bring suicide bombers in train stations, killing countless people (the first attack made by one of his followers Marwan al-Kalifa killed more than 30 people). As Mother and Preacher (nicknames for soldiers) sabotaged a black market arms deal in Karachi, Pakistan by blowing up a truck with the weapons, they discover PETN, as it made their explosion of the truck more powerful and dangerous, as it pretty much destroys the entire port. Following this trails, Task Force discover two of weapon dealers, who sell the Cleric PETN, one of those dealers was killed by one of the Cleric's man to stop him from talking about the Cleric's true identity (he managed to say only that the Cleric's true name is Hassan). At one point in the past, the Cleric's men kidnapped half a dozen of hostages with intent to kill them, but Marwan al-Kalifa (who was still alive then and lead the kidnapping) was chastised by the Cleric's chief of security Sad Al Din for incompetence, before the Task Force attacked and freed the hostages, as terrorists tried to kill both hostages and soldiers. As Task Force tracks down the Cleric AKA Hassan in Dubai, they captured him and tried to bring him to them for questioning, but Sad Al Din and his men stopped them and captured them instead. As they free Hassan, Sad Al Din tries to torture information out of Mother and Preacher, before killing Mother and leaving Preacher for further torturing, leading to Preacher escaping and beating Sad Al Din, as Task Force arrives, as they were on one of the ships, which carried PETN to the US. Finding out Hassan's base of operations from captured Sad Al Din, Task Force attacks it, leading to Hassan blowing up the bombs around the building he was in, setting it on fire, along with all his men, who were still inside and as Task Force tracks him down, he tries to detonate a bomb, that was tapped to him, in last attempt of killing them, leading to Preacher killing him.
Heinousness?
Basically brainwashes thousands of people in to his cause, leading the terrorist training facility, organizes the suicide bombing of train stations, leading to deaths of countless of people, as well as ordering numerous terrorists acts, like kidnapping half of dozen people. Plus his last action of setting the building he was in on fire, leading to deaths of all his men, pretty agonizing one, as we see people being in great pain, adds to his bodycount. Although there are plenty of criminals and terrorists in the reboot series, none of them has the level of bodycount or individuality, that the Cleric has.
Mitigating Qualities?
None. His goals never explored, beyond "taking what's theirs" and "fighting the Eagle". Admittedly he never does much talking in the game, only speaking in one mission, where he trains terrorists, but I think this sequence has enough dialogue from him to establish personality.
Conclusion?
I will say Yes.
