During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Who is the Candidate and What have they Done?
This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.
Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

@ miraculous: Zola's the only villain who does anything of note in Super Soldier. Honestly, he may well keep with his nasty human experiments. Being of dubious canon the game only really needs to take The First Avenger into account and even then I think Zola is bad enough.

The reason he was originally cut was, IIRC, somebody (Ambar?) felt the implication that he was sexually abusing his frozen exes wasn't explicit enough, which left him with just standard dicking-with-the-heroes villainy.

Ok here's Zola. I decided to do an EP anyway.
What's the work?
Captain America Super Soldier is video game released to tie into The Firs Avenger. It tells the story of Captain America trying to stop Arnim Zola who has been put in charge of Project Master Man.
Who is Arnim Zola?
Though not really seen for the first part of the game, we learn he has been using robotics to forcefully turn his prisoners into cyborg soldiers. He is trying to recreate the super soldier serum using Skull's blood. He captures Steve and plans to use his blood to perfect it. He gives Steve to Madame Hydra. Who runs the unit in charge of making the prisoners work on digging out the Sleeper, an ancient robot.
When Skull arrives Zola tries to give his new serum to him, before being stopped by Captain America. While Skull tries to deal with Steve, Zola hooks his mind up to a machine. Steve discovers Falsworth and Zola gleefully reveals his plans to turn into a brainwashed Super Soldier. When Steve rescues Falsworth, Zola awaken the Sleeper and has him try to kill the Invaders. He's stopped, but him and Skull live to do more evil
Redeeming qualities?
Ok his relationship with Madame Hydra could be. However he only really describes her beauty and how she is at her most beautiful when she tortures someone in his film real. He doesn't experiment on her, but that could just be because he is fiscally attracted to her and she is more useful as she is. He does brag about her high rank, but this is more to make himself look better than Steve.
Heinous Standard?
Yeah now that think about it, he is worse then I first thought as his mass experimentation for exceeds anything else in the game and The First Avenger.

How many victims does Zola have?
A slightly de-potholed Jackson:
- Action Jackson: Peter Anthony Dellaplane is an industrialist who ruins his business partner and has him murdered, also dispatching his first wife due to financial issues. When his plans for work are interrupted by a union, Dellaplane begins having the union members killed to deal with the issue. When he realizes his current wife has caught on to the plan, Dellaplane murders her as well and reveals he intends to arrange an accident for his own son in prison to clear up any loose ends, while attempting to murder his own own mistress and framing Detroit Police Department Detective Sergeant Jericho "Action" Jackson for his crimes, after killing and burning him.
And:

We don't see an exact number. However he has a whole army of cyborg soldiers that you fight through out the game. He also uses the Sleeper to destroy many planes coming to rescue the prisoners he has.
