My 2 cents: works pages with no tropes are stubs and violate basic rules, and should be cut. The last folder (Useful Notes pages with no tropes) should also be removed from Works Needing Tropes, as Useful Notes generally aren't supposed to have tropes.
The rest of the page is ok, and is a useful list of works that technically fulfil requirements but need an Entry Pimp.

There is a timeframe consideration to take in account. If a work is tropeless but has been recently created (by the History), then you can assume the creator might come back to it (although sending a Stub issue helper message is perfectly warranted).
If the article stayed tropeless for months or years, then the chance of it being moved beyond the stub threshold is slim, and thus it can be cutlisted without regret.
Also note, if the work is shown to have a few examples on trope pages (by checking the "Related" tab), it can be saved from its stub stat by a bit of crosswicking, even if you don't know the work personally. I've done it once, I think, although admittedly it's a rare case (stubs usually having very few wicks).

Another possibility is that the work went under the radar because it had examples, but most of the examples were non-context. There's been plenty of times that, when eliminating the ZC Es from a page, we've ended up with less than three valid examples on the page. At that point, if no context can be found and no extra examples can be unearthed, we usually cutlist it.

Link to TRS threads in project mode here.I think we should follow the standard procedure: see the article's history, if possible contact the launcher, wait for a short period of time to let them add some tropes, perhaps "advertise" the article and ask for help, and if it leads to nothing, we should cutlist those articles.
It creates bad precedent. Many new editors understandably have "monkey see, monkey do" attitudes, so it's very hard to explain our rules about creating new pages (and zero-context examples).

I've made a lot of creator pages and never put much thought into adding an extensive trope list, since Administrivia.Creator Page Guidelines emphasizes just including trivia about their overall career and for works that don't yet have pages. And yet there's an entire section on "creators with less than 10 tropes". Since when do creator pages need to aim for a trope list at all, let alone 10?
That is the purpose of the wiki; collecting tropes. A better question is "What makes a Creator page a stub if Creator pages don't need a trope list?" I think a minimum of two published works in different continuities makes sense, but don't know what else would be required from actors/writers/directors/etc. If a three-book author managed not to use a single trope in all three works and each of the three had pages, then the only purpose I see for the page is an index... But that's a hypothetical that I rarely see in practice.
