What are the benefits of making a Complete Monster a demon, God of Evil, or Eldritch Abomination?
It depends about the setting, neither villain is inherently more evil than the other (except the God of Evil, who might not count depending of the setting)

Also Made of Evil villains or monsters can't be Complete Monsters because they are incapable of changing their nature. They literately are incapable of NOT being evil. There is a list of requirements right here.
My Question. Is there any chance of turning the "rules" of becoming a CM into tropes in and of themselves? I think the "heinous standard" has a shot of becoming a trope in and of itself.

Can a villain count even if a character with less resources is worse than him?
If the guy with lesser resources manages to be worse than the one with more, then the guy with more resources can't count.
They might be roughly equal, but that's another thing.
We cut Vargo Hoat from ASOIAF because his minion, Rorge was outright worse than him.

There can be a good talk about that, but they still qualify because Joff was controlled for everyone despite being the King.
Watch me destroying my countryYo dudes, I'm considering making a trope page for characters that would otherwise be Complete Monsters but are very extreme Jerkass Woobies (Which is way more than the trope was intended for.) I'd make this trope seperate from Woobie, Destroyer Of Worlds, because I think that's for characters who are forced into villainy and are decent otherwise.
I can think of 3 examples off the top of my head, which I think is the minimum to create a trope page.
1. Tomie from the anime of the same name. Yes, I hear screaming already, but remember, this page would be for extreme examples of the Jerkass woobie trope, being villains that would be a complete monster without their woobie-ness creating a degree of sympathy for them. 2. SCP-682. I think we already have this lizard under Woobie, destroyer of worlds, but that isn't enough since they're actively malevolent.
3. Light Yagami.
I don't think this is the place to do so. You might want to bring it up in Trope Launch Pad instead.
I don't think making a trope for "isn't quite a Complete Monster" is going to fly. That's just going to accumulate the same problems as the original CM trope.

I remember passing by a site that had an All Dogs Go To Heaven video clip and seeing a comment that said someone thought Carface was more of a Complete Monster in that movie than Red was in the sequel as Carface killed the main character Charlie, was a sadistic psychopath, brutally beat up Itchy and burned the casino, and how he used Anne-Marie.

The question is a puerile one: a work is not made better or worse for its inclusion of specific tropes; it's a matter of how skillfully they are used.

I have a few examples of complete monsters that should be nominated and possibly added, for the following games: Red Dead Redemption and Red Dead Redemption 2: they are Leviticus Cornwall, Colm O'Driscoll, Clara Le Guerte, Dutch Van Der Linde, Mario Alcade from the first and second game; they are all treated deadly seriously, they all have complete control of over their words and actions, they show zero remorse, sadness, sorrow, guilt, and real repentance for their actions, they have no redeeming traits, no loved ones, no standards, nothing. What do you guys think?

One of the most interesting and archetypal tropes. THE Bad guy, the worst of the worst.
Either a Ax-Crazy murderer or a Evil Authority Figure. A dumb brute or a genius manipulator or scientist.
This Trope is practically everywhere, almost every type of villain can be a Complete Monster.
I created this thread as a sort of contention thread for questions related to the trope itself in the CM clean Up. And of course, for people that want discuss this trope at lenght.
