In all seriousness, I strongly suspect that the game won't go into some of the Fridge Horror aspects like breeding or how horses with broken legs are often euthanized. Beyond being too fiddly, that's a level of implication that I think would alienate a large number of fans.

Horses generally have an average output of 1 horsepower(duh), and a peak power of 14.9 hp.
Normal humans can produce about 1.2 hp for a short time(like running), trained athletes (which these girls would be compared to.) can manage up to about 2.5 hp briefly. Average horsepower of people, 0.1-0.3 hp.
I'd say these girls would lean towards the human side of power output.
On a side note, Olympic sprinter Usain Bolt put out an average of 11.4 hp while sprinting.

Not only rickshaws, I already imagined a heavy draft horse girl... my goodness. Maybe she would require special training or feeding with steroids, if this is how they roll and if this world has other uses for horse girls aside of racing.
Oh, I hadn't even thought of the implications outside of ones specific to horse racing. Man, that brings the All Girls Like Ponies trope to a whole different level.

Nobody argues that draft horses are cool. But Silver Spoon's horse was male, and here are we talking about horse girls. Draft horse girls would not be as moe as non-draft ones. Yet, who knows, maybe she would not look like a heavyweight (no moe), and more like a warrior-type, like Monster Musume no Iru Nichijou's Centorea.

There's enough characters to fill one season at least. What the story will be, apart from lots of cute horse girls getting ready to run round a track and then running round the track, is probably a different story.
We can probably expect various ecchi hijinks and yuri undertones. Also they go to a beach and a hot spring at different points.
