Basically it's a work that could be said to have been not intended to be porn — certainly in the minds of the actors and writer — but was turned into porn by the addition of pornographic scenes, most of which were largely irrelevant to the plot and did not even feature the same actors. It would certainly be possible to produce a watchable cut of it by excising the porn and leaving something no more porny than e.g. Rome, Game of Thrones.
I'm not sure if anyone ever did produce such a cut, though; at least, I've not seen it.

...Yes, and you'd be dumb for trying it that way anyways, considering there are already several different cuts that excised explicit material.

Not sure about the last bit, though. I know the film is a little before my time, and I definitely haven't watched it. I think it was one of Maxim's Top 100 Guy Films or something, which isn't exactly a sterling recommendation.

Experience has taught me to investigate anything that glows.So the article would be Caligua: Radio Edit? But I'm glad that people did see the work in question. I find that even a glance can give you a better overview than just a one sentence summary.
I do care enough, so barring Fastian edict, this is my petition. Even the nastiest cuts of Caligula are Plot With Porn; meanwhile, there are several versions that are no pornier than you can see on Cinemax after the watershed.

I'm pretty sure the exemption is only for works rated lower than R.

This sounds something like a Bleached Underpants situation. Are the versions with all the porn scenes cut just something fans put together, or were they "official" releases?

The reason I brought this work up to be cut previously was that the anime's original release in Japan included a flashback scene in which the villain, Akai, is sexually abusing the main character, Sawa, when she is 13-14 years old. While even the "Directors Cut" version that was released in the US does not include this scene, it does include a couple of explicitly pornographic scenes involving non-underage characters.
The "general release" in the U.S. however is rated "16-Up" and does not include any of the pornographic scenes. While the abuse of Sawa at Akai's hands is still part of her backstory, it is clearly portrayed as abuse, and Akai is portrayed as unambiguously villainous throughout the show.
It should also be noted that the plot of the show (featuring children brainwashed into ruthless assassins, who decide to rebel against the dirty cops who control them) easily stands on its own without the porn content, which was added against the director's wishes via Executive Meddling. (The producer thought the original OVA's would sell better if they showed explicit sex.) Kite later inspired an entirely pg-13 tv series, Kite Liberator, and the original is even getting a live-action film adaptation in the near future.
I can go into more detail about the work if necessary for the council to make their decision.

At this point, I care less about the page itself and more about the principle behind removing the page. The fact of the matter is that most of the arguments against it are Audience-Alienating Premise, and the massive bias people have because of that premise. I see this page and think, "Ahahaha, elementary school girl being mischievous." (Mostly because I do have a little sister about her age). Some people see "Pedoshit! Nuke it from orbit!"
Maybe it's because my tolerance level is abnormally high, but as soon as I read this page, I knew I encountered something that very much isn't creepy pedoshit after all the foreshadowing that it wasn't. I came for the Disgaea style art, and I stayed because of that scene.

Full Battle ModeThere is a lot of child nudity/children being sexualised in this manga which everyone is failing to mention. I've seen 2 scenes already of kids being in sexy stuff or explicitly shown as not wearing any underwear which imo is why it should be cut.
Also in this manga, there are references to main protagonist's mother having sex at the same age (ie 10 years old) and the expectation is that the main protagonist will be bonking at 10 .
