This being comics (and them having used Instant Sedation before), they probably do have a way to just keep her in a medical coma perpetually without side effects... then again, they seem to have ways to deal with them, from Kevin who's kept stoned (maybe... I think that might have been an imagine spot of sorts) to Opal who's kept in very low pressure so that she can't teleport out without injuring herself. Hmm... it feels like Archon is very willing to go the route of solitary confinement, at the least, with dangerous supers.
Well, she was kept there - Deus bailed her out, iirc, as she and Vekter are his employees.
Not entirely - she and Vekter do have a rap sheet, but since their primary residence (on paper) is the country Deus effectively owns, he was able to arrange deportation, iirc.
