Ghost doesn't affect Normal-types, and Pupper here has the move Snarl, which is Dark-type and thus super-effective on Ghosts. She's EV trained as a tank, too, so even if she can't one-shot him, she can still last long enough to take him down.
A gun-toting Big Bird should do the trick, as I doubt many Pokemon can defend themselves against conventional weapons.
