The plot of "Dougal's Bad Smell Day" is that Dougal smells bad and thus needs a bath. It's never explained where the smell came from, so why would he smell bad? Well, dogs produce a type of oil from glands in their skin, which is why they smell bad if not bathed in real life. This was probably why.
