Pittsburgh Union

    In General

A resistance movement in the Pitt (post-war Pittsburgh) founded out of the ashes of a pre-war steelworkers' union.
  • Heroic Sacrifice: Believes these are necessary to achieve victory.
  • La Résistance: Became this after the Fanatics drove them out of their home.
  • The Apocalypse Brings Out the Best in People: Following the nuclear devastation of the Great War, the Union reorganized to restore Pittsburgh to its former glory using their industrial strength, as well as bring order and stability to the region. They even managed to surpass the Brotherhood of Steel's efforts by producing new pre-war quality equipment (rather than merely salvaging it) after they restored the local steel mill and foundry. Even after being driven out of their home and workplace by the Fanatics, the Union continued to fight to reclaim their home, even managing to reform some of the Fanatics in the process.
  • The Magnificent Seven Samurai: Up to four players at once can make an expedition to the Pitt to assist the Union in their fight against the Fanatics.
  • We Have Become Complacent: The Union ended up being driven out of their home by the Fanatics because they initially tried to peacefully coexist with them at a distance, and did not take them seriously as a threat until it was too late.

An inventor, quartermaster and coordinator who serves as the Union's representative at Appalachia's Whitespring Refuge.
    Hex

The leader of the Union's Local 42 chapter, and the player's contact during the "Union Dues" expedition.
  • Child Soldier: Used to be one, as she mentions that most of the Union's freedom fighters were barely more than children when they started fighting for and protecting the city.
  • Knight in Sour Armor: While the deterioration of the Pitt has broken her heart, it has also motivated her to save what's left of the city.

A member of the Union who performs scavenging and other odd jobs. Gives the player additional tasks during the "Union Dues" expedition.
  • Irony: Notes "Somehow there's never enough steel to go around in the Steel City."
  • The Nicknamer: Calls the Resident "New Face" because they look like a new face to him.

An independent, Union-affiliated tracker who is the player's contact during the Pitt expedition "From Ashes to Fire".
  • Be All My Sins Remembered: He thought and still thinks himself beyond salvation due to his past as a Fanatic, but as Ava Rose points out, this has not stopped him from helping save hundreds of lives during his work with the Union.
  • Heel–Face Turn: A former Fanatic tracker responsible for their discovery and capture of the Sanctum (a former Union safehouse), he now assists the Union in raids on the Sanctum to free captive laborers.
  • The Atoner: Abandoned the Fanatics some time after their capture of the Sanctum and now assists the Union in freeing laborers the Fanatics have captured.
    Ava Rose

A former inhabitant of the Sanctum who gives the player additional tasks during the Pitt expedition "From Ashes to Fire".
  • Befriending the Enemy: Reaches out to skeptical White Sheep of the Fanatics in the hope of convincing them to leave the raider clan, which the Resident can assist her with.
  • Church Lady: A positive example.
  • Divine Intervention: Attributes her escape from the Sanctum to this, due to the Fanatics' guards all averting their eyes from her during her escape; however, she stops short of calling it a miracle, merely describing it as "only the Lord allowing me to do his work".
  • Due to the Dead: Asks the Resident to retrieve the tracking collars of fallen prisoners, so she can lay their souls to rest. In her own words, "If we cannot respect the dead, there is no hope for the living."
  • Sympathy for the Devil: Believes the Fanatics are suffering and think themselves beyond redemption, which is why "they march ever deeper towards perdition".
  • Throwing Off the Disability: Was born with a bad spine and was bedridden until her seventh birthday, when she got out of bed and walked.

The Fanatics

    General 
A raider faction in the Pitt (the ruins of post-war Pittsburgh) that is in constant conflict with the Union.

  • Department of Redundancy Department: If one loses sight of the Resident, they may yell in frustration, "You sneaky little...sneak!"
  • Not-So-Harmless Villain: They were originally several disorganized raider gangs, none of which were much of a threat on their own. However, once they unified under a single leader, they (with the help of the Hellcat Mercenary Company) ended up placing the whole of the Pitt under their jackboot.
