This is a shoehorn, as Difficult But Awesome has to tie in directly to how difficult a character, move, etc. is to use, but becomes an effective strategy when mastered. Counter in this game is either banking on the enemy AI to select Strike (which is always a base chance to do so depending on the enemy), or playing mind games with other players where Counter is prone to 50-50 scenarios that don't have anything to do with difficulty.
