In the battle, he'll repeatedly dodge your attacks (something that no other monster does), and at the very end he won't let the player have their turn to attack, ever. The only way to defeat him, of course, is to bend the battle system just like he does.

For a given value of "evil" and "overlord", sure; but Kyosuke Hyobu snugly fits every other part.
