  • Kooky Von Koopa in The Adventures of Super Mario Bros. 3 did this often.
  • Adventure Time: Princess Bubblegum pulls off a pretty insane evil laugh in "The Duke" when she thinks she finally has an excuse to lock up the Duke of Nuts. In "Mortal Folly", the Lich starts laughing when Finn is about to defeat him with a sweater. Another non-villainous example happened in "What Is Life?", to Finn, when he plots to get revenge on Jake by putting him a prank, immediately after Jake thrown a big bag of butter atop Finn himself.
  • Miranda from As Told by Ginger has plenty of these.
  • Avatar: The Last Airbender:
  • Another Batman example, this time from The Batman.
  • In Batman Beyond, Derek Powers gives an awesome Evil Laugh here when he finds out the side effects of his radiation treatment.
  • Joker from Batman: The Animated Series, courtesy of Mark Hamill. Naturally.
  • In "The Bad Dream" from the 2003 animated The Berenstain Bears, Sleezo the Mastermind of Space on Space Grizzlies has one. When Sister and Brother Bear both start having nightmares about him, they hear it in their nightmares.
  • Ben 10:
    • Original Series: Kevin Levin lets out an absolutely chilling one at the end of his debut appearance once he realizes that he's successfully absorbed all of Ben's powers.
    • Ultimate Alien: Inspector 13 has one in his first appearance when Ben insists that the Ultimatrix isn't a weapon. And it's extremely creepy.
  • Makuta Teridax from BIONICLE has a very deep and evil laugh which he performs quite frequently.
  • In Central Park, Season 1 "Dog Spray Afternoon", Helen does one during "If There's a Will (Reprise)", but gets exhausted from it.
  • Challenge Of The Go Bots had several of the villainous Renegades indulge in this, including of course their leader, Cy-Kill. However, all of them paled in comparison to the prime example of the series, Cy-Kill's right hand lady gobot, Crasher, who would laugh loudly, gleefully and downright psychotically multiple times per episode.
  • The Crumpets:
    • Caprice makes one after she injects Cordless with a huge syringe. In the final episode of the original series, a very brief one is heard (but not spoken) when she comes with the idea of stealing her friend Cassandra's poem.
    • Ma also makes an evil laugh when she's starting up her claw machine vehicle that can throw someone to the moon.
    • Bother and Blister do an evil laugh simultaneously following their pretend-nurse checkup on their brother Ohoh.
  • Dan Vs.: Dan has a wicked evil laugh as heard in some episodes. Dr. Pullum, his supervillain dentist, sports one, as well.
  • Dave the Barbarian
    • Dark Lord Chuckles the Silly Piggy has his signature evil laugh he lets loose whenever performing evil. Fellow villain Malsquando comments on how it's the best in the business.
    • The episode with Ned Frischman, a villain from the future, has him giving away videogames to control the population while maniacally. Only to pause himself and saying that he used to practice his evil laugh daily, but never thought he would be able to use it someday, and then he resumes laughing.
  • Mandark from Dexter's Laboratory. Seriously. Dexter himself.
  • Duckman features numerous examples, particularly Duckman's arch-nemesis King Chicken, and this example from Duckman himself, after he stumbles on an way to steal soda from a vending machine:
    Duckman: Hey, that was surprisingly easy! Why, I bet a kid, thinking I was a role model, and wanting to imitate my behavior, could easily steal sodas from a vending machine... too. . . . DO IT! DO IT NOW, KIDS! STICK IT TO THE MAN! MUHAHAHAHA!
  • Earthworm Jim: "Eat dirt! AHAHAHAHAHAHAHA!"
  • Ed, Edd n Eddy:
    • "You've met your match, Melon Head! Prepare for... PROFESSOR SCAM!!" MUAHHAHAHAHAHAHAHAHAHAHAH!!!
      Edd:...He's lost it. Honestly?
    • Jimmy of all people has this one in the infamous "If It Smells Like An Ed" episode when he explains his Evil Plan:
      Jimmy: It was all I could do to contain the excitement in the air. Vengeance would be mine. So I pulled myself together for my final performance...
      [Jimmy is seen calling the kids to the trail.]
      Jimmy: "...and nailed your butts."
      Jimmy: (Proceeds to laugh his ass off)
  • The Fairly OddParents!:
    • A lampshade was hung on this in one episode, in which the arch-enemy of the Crimson Chin, the Nega-Chin, looks at his watch and says "Oh. Time for my Evil Laugh!" He then engages in said evil laugh on cue. Vicky does a similar gag in a later episode while in the mayor's office.
    • Norm the Genie also lampshaded it:
      Norm: This is my evil laugh. I've been working on it for a little bit, what do you think?
    • Subverted by Gary, Timmy's former imaginary friend. He has a nasty laugh but he says "laughing maniacally, not cool".
  • Of course, Bender from Futurama has one. It's acknowledged in "The Ghost in the Machines."
    Amy: Poor, nasty, mean old Bender. I can't believe we'll never hear his evil laugh again.
    Bender's ghost: (rising from his dead body) Muhahahahaha. Muhahahahahahahaha. MUHAHAHAHAHAHA!
  • Gargoyles:
    • Thailog has a good one; the comic continuation of the series shows that he gets disappointed when he goes for long periods of time without a chance to indulge in this, and finally having an excuse to do so cheers him up immensely. When he is initially introduced and people wonder if it is Goliath (who Thailog is cloned from), Elisa doubts that the heroic and straight-arrow Goliath even knows how to laugh maniacally. Hudson even directly asks Goliath: "Do ye even know HOW t' laugh maniacally?"
    • Demona loves this trope.
  • Bill Cipher of Gravity Falls is a master of this. Just listen to how spine chilling it is, as well as his occasional chuckle of Ax-Crazy madness (video contains small spoilers). They get even worse and more demonic as the second season progresses.
    • At the end of "Summerween," Stan, Dipper, Mabel, Wendy, Soos, Candy, and Grenda share an evil laugh together.
  • Cobra Commander in G.I. Joe does this most of the time, his most terrifying one being in G.I. Joe: Sigma 6.
  • Hercules: The Animated Series:
  • Few villains rock the Evil Laugh harder than Evil Vizier Jafar from Aladdin. In the Crossover with Hercules and Aladdin, Hades calls him on it. When Jafar actually convinces Hades to give it a shot, the big blue guy admits that "It's cleansing."
  • Most of the villains in The Herculoids had one.
  • Hey Arnold!:
    • Helga Pataki does several evil laughs throughout the series when she is anticipating the predicted outcome of her latest "evil scheme", although they are often made humourous in some way. Eg: coughing during her laugh in "School Play", pricking herself with the sewing needle in "Helga's Masquerade", and her laugh revealed to everyone in the lunchroom in "Love and Cheese".
    • Curly has a very demented one, fitting his insane nature.
  • Invader Zim has Tak, Zim's far more competent and villainous rival, giving an evil laugh that lasts more than 10 seconds, followed by still more evil laughter as she goes over her Evil Plan. Zim doesn't quite get it, despite having his own evil laugh, and responds with "yes, yes, I'm a master of comedy".
    • Zim himself plays it straight; after a plan to get rid of Dib appears to be successful, he struggles to find a sufficiently evil way to end his monologue.
      Zim: Now Dib, I leave you to your... eh...
      [GIR whispers "say 'moosey fate'!" Zim follows the suggestion, looks like he can't believe he just said that, then nonetheless bursts into explosive evil laughter.]
      "Muhahahaha! Mhahahahhaa! MUHAHAHAHAHAAAA! HA,HA,HA,HA,HA— *ahem*... I LOVE EARTH!"
    • And when Dib thinks he's getting one over on Zim, he's not above an evil laugh or two himself.
    • To announce his imminent return, Zim demonstrates his evil laughing skills.
  • Invincible (2021): When the Sequids possess one of the astronauts sent to Mars, giving them the focal point needed to organize their Hive Mind for an effective Alien Invasion, he lets out one of these before summoning a Sequid Zerg Rush.
  • Heloise on Jimmy Two-Shoes has a strangely adorable one. Lucius gives one too.
  • Jonny Quest TOS episodes
    • Pierre (the "werewolf") in "The Werewolf of the Timberlands", Dr. Zin in "The Robot Spy" and von Dueffel in "The Devil's Tower" all have chilling and nasty laughs when they're gloating and thinking about the nastiness they're planning.
    • In "Dragons of Ashida", Dr. Ashida has a laugh that is both cruel and maniacal, showing how insane and evil he is.
  • In Justice League "Only A Dream", Destiny has a truly chilling one when the League members fall asleep. Notably, it isn't the standard cackle; it's just a chuckle... but a very sinister chuckle.
  • Kaeloo: Mr. Cat does this in the theme song, and at least Once an Episode.
  • Kim Possible:
    • Señor Senior Senior views the Evil Laugh as a vital part of villainy. When Señor Senior Junior states this view to Shego (in "Two to Tutor"), she tells him that his father has "warped his mind."
    • In "Bad Boy", Ron is turned evil and combines this trope with his "Booyah!!" catchphrase. It quickly grates on Shego's nerves.
      Shego: OK, enough! Point made; you've got the villain laugh down. Give it a rest, would ya?
    • In "Hidden Talent", Drakken starts cackling maniacally, then abruptly cuts himself short, saying "You know what, I'm going to save some for later".
  • Occurred a couple times with Hank Hill in King of the Hill, mainly in dream sequences:
    • When Luanne tells Bobby that Hank is a Satanist for celebrating Halloween, she asks him if he's ever told to drink blood, to which he recalls that Hank had him try liver. The memory shows an exaggerated evil Hank trying to get him to try liver.
      Hank It's just liver! It's not gonna kill you! HA HA HA HA HA!!!
    • When Peggy takes a full-time job as a nun, despite not having the experience for that, she dreams that eventually everything she teaches the children will damn them to Hell. In the dream, she pleads for God to have mercy and immediately afterward, the fires go out. Then Hank enters the dream and switches out the propane tanks, once more igniting the flames.
      Hank: That's a clean burning Hell, I tell you h'what! Heh heh heh, Uh-HUH HUH HUH!!!
  • In The Legend of Korra, we get one from Zaheer in the Book 3 finale, when it looks like Korra won't survive the poison. Note that Zaheer is rather firmly in the Anti-Villain category; nonetheless, we learn that Henry Rollins is entirely capable of cackling hysterically if the need arises.
  • In Looney Tunes, Mel Blanc had a fairly distinctive high-pitched evil cackle used by several characters with slight variations. The cackle is prominent in Hyde and Go Tweet.
  • In The Marvelous Misadventures of Flapjack, the barber, advancing on Flapjack with a knife to cut his hair, lets out a utterly emotionless evil laugh. It is genuinely chilling.
  • Masters of the Universe: Skeletor, usually after announcing his latest plan to stop He-Man and take over Eternia.
  • Non-evil example: This absolutely glorious clip from Megas XLR.
  • Mr Krbec and his Animals: The spirit of Duke Ruprecht has an awesome low-pitched laugh. He uses it when he's haunting someone (usually jerks who deserve it) or during his mischief, e.g. when he wants to drive a wedding party out of his castle.
  • My Little Pony: Friendship Is Magic: The major villains love this trope, and some of the good guys get a more humorous version when they're having a mental breakdown or something.
    • Nightmare Moon: "From this moment forth, the night! Will last! Forever! Ahahahahahahahahahaha!"
    • Discord actually has two distinct ones — his normal, evil, and somewhat menacing laugh, and his sinister-as-all-get-out laugh. The latter happens more often when he's not onscreen. On-screen, he may switch from an evil laugh to rolling on the ground laughing, still sort of evilly because his amusement generally involves someone else getting hurt.
    • The Changeling Queen likes her evil laughs as well. They sometimes verge on being mere evil giggles when she's using Princess Cadance's voice.
    • Spike in "Owl's Well that Ends Well" when jealousy causes him to hatch a minor Evil Plan and go act all Dastardly Whiplash about it.
    • Fluttershy in "The Best Night Ever" when she snaps and temporarily goes yandere. She just wanted to play with the cute animals...
      "I'll get you yet, my pretties. (Twitchy Eye) Oh, yes. As soon as one of you little birds, or monkeys, or bears touches this net, you'll be mine! Mine!! (With Dramatic Thunder) Hahahaha! Hahhahahaha! Ahahaha — whoa!" (Gets caught in her own net, goes back to looking cute.)
  • Oggy and the Cockroaches: The cockroaches have a signature high-pitched laugh which is always heard Once an Episode.
  • In Peg + Cat, this is discussed during the end-tag of "The Straight and Narrow Problem" when Cat comments that "Villains have weird laughs" and Peg says, "I know, right?"
  • The hooded Claw from The Perils of Penelope Pitstop.
  • Candace from Phineas and Ferb has a hilariously demented "Ee-ee-ee-ee".
  • Yes, ladies and gentlemen, Porky Pig of all people has a totally hilarious and creepy Evil Laugh. What makes it hilarious is how he manages to stutter before cackling.
  • The Powerpuff Girls: A trademark of the show's Rogues Gallery, but no one takes the cake like Mojo Jojo. In some cases, the girls themselves have one every now and then.
  • Reboot:
    • Megabyte and Herr Doktor do this frequently.
    • Hexadecimal, the Queen of Chaos. Her voice actress busted it out at a convention, and it was downright terrifying.
  • Ren Hoek in The Ren & Stimpy Show is often prone to crazed gigging.
  • Angelica in Rugrats has plenty of these.
  • Aku from Samurai Jack has a gloriously hammy laugh, courtesy of Mako.
    • Pre-Heel–Face Turn Ashi laughs when she thinks Jack is dead because a monster swallowed him and her up. But it ends up sounding like an adorable (if slightly evil) giggle.
  • Scooby-Doo, Where Are You! has an episode entitled "Spooky Space Kook", where the eponymous Monster of the Week has a very memorable one. Just listen.
  • The Simpsons
    • Bart Simpson's laugh is pretty sinister, even when he's laughing about something innocent.
    • Mr. Burns has a pretty good one too.
    • Sideshow Bob does a pretty drawn-out one when his plan to become mayor of Springfield succeeds. Add to the fact that Kelsey Grammer voiced him, it works very well. Although in a commentary on that episode, it was noted that Kelsey Grammer hates doing the evil laugh "more than life itself".
    • Kang and Kodos also have their own.
    • Lisa Simpson has her own share of evil laughter in a few episodes. In "Girly Edition", after elaborating a scheme against Bart, Lisa has an evil laugh which was comically followed by Homer's monkey helper's own evil laugh, creeping out Lisa. Also, in "Last Exit to Springfield", after she has braces installed, leading to a spoof of the Joker's laugh from the 1989's Tim Burton Batman film.
    • Marge Simpson has a more raspy one in "All's Fair in Oven War" in which she sabotages her opponents' food with Baby Ear Medicine. Also, she gives one in the third segment of TOH IV in which she reveals that she's the head vampire.
    • Even Homer has one in a few episodes, such as "Flaming Moe's", "When Flanders Failed", and "The Fat and the Furriest" when he makes a big cotton candy ball with caramel on it. castle thunder also helps up the Frankenstein parallels. He has another one in "When Flanders Failed" when he makes a wishbone wish that Ned's new left-handed shop will fail, but he (Homer) has a mouth full of burger at the time, causing him to choke partway through the laugh and for Ned to have to perform the Heimlich manouevre on him, but it still counts.
    • "Bart Sells his Soul": Milhouse has one in this episode when begged by Bart to give him his soul back, but with a price: fifty bucks.
    • "Whacking Day": Skinner has one after tricking Bart, Jimbo, Nelson, and Dolph to be locked in the basement with the false promise of mountain bikes; only for him to forget to turn off the microphone, causing everyone to hear.
    • Groundskeeper Willie has one in the second segment of TOH VI, "Nightmare on Evergreen Terrace".
    • Hank Scorpio definitely gives one in "You Only Move Twice".
    • Comic Book Guy has his own evil laugh in the classic episode "Three Men and a Comic Book."
  • The Smurfs: Gargamel and...his pet cat, Azrael. Usually, the two laugh -– master first and cat next –- after Gargamel consecrates his latest scheme to capture and/or kill the Smurfs.
  • Green Goblin has a particularly psychotic one in The Spectacular Spider-Man.
  • Star Trek: Lower Decks:
    • Played with in the episode "Much Ado About Boimler" with an Edosian medical specialist, who gives off two very sinister sounding laughs. Later however, he simply tells everyone that is just how he laughs.
    • Paolana gives one in "Where Pleasant Fountains Lie", when she fakes her death, making Billups believe he needs to have sex and assume the throne of Hysperia.
      Paolana: You're too late! My royal guards are trained from birth to skip foreplay! Muahahahaha-HAHAHAHA!
    • Played for Laughs in "A Few Badgeys More." The malevolent AIs housed at the Daystrom Institute can't help but laugh maniacally even when they're doing mundane things like processing their feelings at group therapy or gardening.
      Lord Tyrannikillicus: I have conquered self-doubt and seized personal growth! HAHAHAHAHAHAHAHAHAHAHA!!!
  • Star Wars: The Clone Wars features numerous characters who thoroughly enjoy a good malevolent chortle.
    • When Anakin takes off on Dooku's speeder bike to save Ahsoka in the pilot movie, Dooku is said to be "(LAUGHING MALICIOUSLY)" according to the subtitles.
    • In "Lair of Grievous", Nute Gunray gives out a hearty AH-ha-ha-ha-ha when Kit Fisto spins the chair he seems to be in and reveals that Gunray is elsewhere and using a holo-projector and the tracking beacon to lure the Jedi into a trap.
    • In the Mon Calamari arc, Riff Tamson seems determined to laugh evilly once every 5-10 lines of actual dialogue he has.
    • In the Umbara arc, General Krell spends the first three and a half episodes as a gruff, domineering officer. However, once he is revealed to be a traitor, he laughs deeply in nearly every following conversation.
  • Storm Hawks: Talons tend to chuckle menacingly a lot. Each of the main Cyclonian characters also have their moments, and even the Raptors have their raspy-sounding cackles. Master Cyclonis does an evil cackle in the finale.
  • Stripperella. A Mad Doctor lets rip, then shuts up when he realises he's got a waiting room full of patients staring at him.
  • Super Friends.
    • In the 1973/74 episode "The Menace of the White Dwarf", Raven has one, which he uses after he steals the Washington Monument and brings it to his cloud base.
    • The show's version of Mr. Mxyzptlk often deployed an evil cackle as he inflicted his latest bout of chaos on the heroes.
  • The Shredder from Teenage Mutant Ninja Turtles, with his most terrifying one being in the 2003 version.
  • Teen Titans (2003): The Puppet King can be heard laughing evilly when Starfire wakes up and decides to investigate what is going on.
  • In ThunderCats (1985), Mumm-Ra unleashes a very impressive one every time he transforms into Mumm-Ra the Ever-Living.
  • In "The Tick Vs. Europe", the Breadmaster actually writes his evil laugh out in a taunting letter to the Heroes. Which Arthur points out.
    • Every time the villain The Terror attempts one he ends up in a coughing fit due to his advanced age, his villainy dated back to the 1930's or even earlier.
  • The Evil Laugh of Culinary Quint on Timon & Pumbaa's Wild Adventures, which was "Le HAH! Le HAH! Le HAH!" He was French...
  • Toad Patrol has every single villain doing this throughout the series, besides the ones that don't speak.
  • Tom and Jerry:
    • In the short Solid Serenade, Tom traps Jerry in Spike's doghouse and gives the audience an Evil Laugh as he closes the door. Then Jerry emerges, being safely escorted out of the enclosure by Spike himself...who utters an Evil Laugh of his own as he shuts the door again. Hilarity Ensues, natch.
    • In Jerry and the Lion, Tom traps Jerry in a closet and again gives one of these to the audience as he closes the door...not realizing that Jerry is accompanied by the escaped circus lion who he's befriended. Hilarity once again ensues.
    • At the end of Southbound Duckling, just when Jerry and Quackers are relaxing on the beach in Miami, they are unaware that Tom is rising up behind them and slams a bucket over them, before giving off an unsettling laugh while pulling the umbrella down in front of him.
  • In the first episode of Total Drama All-Stars, Gwen suggests that the Villainous Vultures should work together as a team, but her teammates can't trust each other, and they are shown laughing in the confessional with fire in the background. Except for Gwen.
  • The sheer creepiness of Megatron's Evil Laugh in the original Transformers animated series is in and of itself terrifying.
    • The Quintessons during the "Five Faces of Darkness" arc were initially so overcome by their moment of triumph, they were at a loss as to how to go about celebrating it. Then one of them suggests a quiet chuckle. And so they do, and rather creepily.
      • The Quintesson judge in the movie pulls off an exceptionally creepy five-faced laugh after the hapless robot he'd declared innocent is fed to the Sharkticons.
    • Because of his normally almost emotionless demeanor, Soundwave very rarely laughs in the original series. When he does, though? With his flanged, echoing voice? It is awesomely creepy.
    • Beast Wars has a number of the Predacons do this, including, but by no means limited to, Megatron when he's feeling smug, Rampage when he's inflicting pain, and Tarantulas almost constantly. They're always the third sort and always a pro at it. Inferno does it a lot too. Mostly because he's completely Axe-Crazy.
      • Lampshaded near the end of "Other Visits Part 1", where both Megatron and Tarantulas begin cackling at the same time after coming together to work on the same Evil Plan. Hard to describe on paper, but plays out very nicely.
    • Almost every Decepticon in Transformers: Armada indulges in this at least once, most often Cyclonus.
      • Megatron in Transformers: Armada is the biggest offender, though: he laughs a lot, never passing up an excuse to do so. As the Big Bad, he has that right, but the Cybertron version, played by the same voice actor (who also played the Beast Wars Megs), doesn't laugh nearly as much.
    • Transformers: Prime has been widely praised for making a Megatron voiced by Frank Welker a much more credible villain than the 80s' original, and as such, this version of the Decepticon warlord does not slouch in the evil laugh. Observe.
  • The Monarch in The Venture Bros. likes a good evil laugh (so much so he laughs at ordinary jokes that way). It may be because he actually works as a villain as his full-time occupation, but then he also loves his job. He's also Genre Savvy enough to know what he's doing, and can demonstrate his well-practiced skill on command.
  • Dick Dastardly in Wacky Races (and everything else he's been in, for that matter). In this case, though, it doesn't make him threatening at all.
  • Nox, the Big Bad from Wakfu, can sometimes get into a pretty demented Evil Laugh to conclude some of his monologues.
    • It's referred to as his "psychopath laugh" in this convention video with the voice actors (a demonstration is given 40 seconds in.)
    • Season 2 Big Bad, the Eliatrope Qilby, is no slouch in this department either. Since he actually has a visible face, unlike Nox, his Evil Laugh looks much more demented.
  • Wander over Yonder; the dreaded and notorious Lord Dominator has two distinctive Evil Laughs, seeing as "he" is actually a she, posing as a he. In armor, her amplified voice makes her laugh deep, menacing, and intimidating, able to frighten even other villains. Without the armor and using her true voice, she has a maniacal cackle, suggesting some insane teenage girl.
  • Welcome to Tonka Town: In “Race Day In Tonka Town”, Grease does one after he pushes Chuck into a pit in the construction site.
  • Jack Spicer's obsession with his evil laugh in Xiaolin Showdown.
    • Lampshaded in Tubbimura's first appearance, when he engages in a Showdown with Raimundo. Jack, who is watching, is anxious to see just how good his evil laugh is. (Tubbimura actually has a pretty good one, but he loses the Showdown.)
