Kyokutō Kōkō (Far East High School)
A centenarian co-ed public school which, despite having good facilities, isn't properly mantained. It's the setting where the main characters from the first two games come from: In the first game, it's under threat by the newly-founded Kuroma Rengō (Black Truth Union) — inversely, in the sequel Kyokutō Kōkō leads the union of the Far East schools. Yasuo Tanaka

The bancho of Kyokutō Kōkō, who quickly rose to the position after enrolling the school. He's responsible of leading an alliance against the Kuroma Rengō, and after beating it, he becomes the #1 bancho of the Far East Line.- Canon Name
- Character Alignment: Depending on the player's actions, Tanaka can either be regarded as a Knight in Shining Armor or a Jerkass.

- Final Boss: Of the second game, if playing on the Kyōwashi Rengō side. If playing on the Far East Union, however, he can be the True Final Boss of the Golden Ending, which means that Yasuo will pass the mantle to Tomoya.

- Expy: A loose one of Misako from Kunio-kun, as one of the few kick-ass girls from both series.

Hiroshi Yamamoto

Umekichi Suzuhara
The head of Kyokutō Kōkō's Student Council. Umekichi tries to fill Yasuo's void after his brief absence (during Reina's storyline), but is clearly out of his league.- Lawful Pushover

Masataka Iwabuchi
Kyokutō Kōkō's Physical Education teacher. He protects the school when Tetsuya Asami tries to invade it. Introduced in the second game
Tomoya Takeda

Played by: Ryūji Kamiyama (Full Throttle film)
The main character of the second game. A newcomer to Kyokutō Kōkō known as "Nichu no Kyōken" (Mad Dog of Nichu) for his strength, who tried to replace Yasuo as the school's bancho and failed to do so. Meanwhile, his best friend from middle school, Ryō Kisaragi, formed a bosozoku group that also tries to challenge the Far East union. Takeda, torn between the two sides, must choose one of the factions to fight against the other.- Always Someone Better: Yasuo is this to Takeda, and is the trigger of the plot: Takeda can either choose to lawfully become Yasuo's successor ascending inside the Far East Union, or can avenge his defeat and become Number One along his former friend Ryō.
- Badass Biker: He's the only playable character in the series that can ride a motorcycle — in fact, many of the second game's features are centered on motorcycle riding. However, the player needs to buy a driver's license to do so.
- Canon Name:
- Character Alignment: Unlike Yasuo, his alignment scale depends on his alliegance. If he's on the Far East Association's side, his scale is pretty similar to Yasuo's. Inversely, if he's allied with the Kyōwashi Rengō, the game expects the player to behave like a bosozoku, like using weapons, riding bikes while breaking as many rules as possible, or fighting against your allies for power.

Yōko Kato

Takeda's best friend from Kyokutō High School, and his closest ally during his fights. Has an unrequited crush to Yōko.- The Conscience: Assures himself that Takeda doesn't pick up a bad path.
- Friendly Rivalry: Fights against Takeda to see who's he best fighter of the two.

Shimamura Kōkō (Shimamura High School)
Kyokutō Kōkō's rival school from the other side of the train, a boys' school which is slightly better preserved than Kyokutō High School, although its regulations are looser and its education is rougher. It joins the Kyokutō Rengo (Far East Union) to defeat the Kuroma Rengō, but not before a leader between the rivals is chosen.
Masahiro Ōtake

Shimamura Kōkō's bancho and Yasuo's long-time rival, known as "Shima-kō no Mōjū" ("Shima HS' fierce beast").- Cannot Talk to Women

Shigeru Hachiya

Jinba Kōkō's bancho, highly admired by all people from his area. He's beautiful, highly skilled in brawls and smart, but sadly he suffers from a chronic heart disease that stops him to reach his potential.- Broken Ace

A pair of twins that serve as Shigeru's sidekicks, but take his role after he retires. Yōichi's the eldest, and Yōji's the youngest.- Mook Chivalry: Although they usually fight together, the brothers and Shigeru can be talked into doing a one-to-one fight against the Kyokutō-Shimamura alliance in the first game.
Naoko Ono

One of the few all-women school in the Far East line, and at first neutral in the Far East Union / Kuroma Rengō conflict.
Yasuko Ījima

Sukeban of Bushin Kōkō, known as "Mr. Bushin Joshi".- Chuck Cunningham Syndrome: She relegates her role to Hitomi Murakami in the second game.
- Does Not Like Men: Has no problem with women and children, but forbids her minions to have any contact with men.
- Expy: She's quite similar to Misuzu of Kunio-kun.
- Skippable Boss: She and her minions can be talked into avoiding fighting against the protagonists... If done badly, though, she won't hesitate to fight along her two minions.
Nana Mochida
One of Bushin Kōkō's gatekeepers. She's dating Yōichi Imai of Jinba, despite her leader's orders.- Chuck Cunningham Syndrome: It's unknown what happens to her relation with Yōichi in the second game.
Haru Sakaguchi

Bōsō Kōgyō Kōkō (Bōsō Industrial High School)
A lawless grafitti-covered school that looks like an abandoned building, filled to the brim with ruffians and dropouts. After its bancho's defeat, it fell under the Kuroma Rengō.
Yōhei Kikunaga

Bancho of the Bōsō Kōgyō Kōkō. Known as "The Mad Dog of Bōsō", he was highly feared through all the Far East Line before the Kuroma Rengō overwhelmed him and made him Number Four.- Affectionate Nickname: "Kikuchi" by Reina, "Kiku-chan" by Hitomi and Yoichi.
- Bash Brothers: With Yasuo after his defeat. Has also a good relationship with Hironobu Kanō and Takeshi Kimura.

- Heel–Face Turn: After being defeated, he turns into one of the main characters' most faithful allies.

Kōryūkan Kōkō's second-in-command. A big, strong fighter that is Kōryūkan's best fighter. Isao's one of his only friends, because people tend to marginalize him for his mixed ethnicity.- But Not Too Foreign: Half English, half Japanese.
- Expy: A loose one of Kunio-kun's Goda (good-hearted guy in green uniform who seemingly works for the villains) and Johnny (good-hearted foreigner who's one of the enemies' stronger allies).
- Skippable Boss: If Yasuo talks with him before fighting Shibahara, he'll be convinced to avoid the fight, leaving Shibahara alone.
Emi Yoshino

- Driven to Villainy: His brother's on Makoto Hyuga's bad side, after he crashed into Makoto's car. The Kyōwashi Rengō use this as an advantage, and make him fight for their side.

Yasutomi Tsukada
One of the Ankoku Kishi-dan 's elite guards. He wouldn't mind to give his life to Ryō.- Final Boss: Along Tsuyoshi Hakamada, on the Far East Union side's worst ending.
Tsuyoshi Hakamada
One of the Ankoku Kishi-dan 's elite guards. A cold-hearted man who has no problem to resort to any means to fulfill his means, such as threatening Yōko with a knife. However, he's still very faithful to Ryō, no matter how many times he is beaten.- Defiant to the End
- Final Boss: Along Yasutomi Tsukada, on the Far East Union side's worst ending.
Saitō, Mizuguchi and Okumura
Three Ankoku Kishi-dan members who Ryō Kisaragi assigns as Takeda's allies within the organization.- *Crack!* "Oh, My Back!": Mizuguchi has lower back pain.

Haruki Mishima

Boss of the Rekka gang, and an underling to Masayuki Tashiro.- Crazy Jealous Guy: He doesn't like Takeda's fast rise within the gang, and acts to get him out.
- Dirty Coward:
- Psycho Sidekick: He follows his own ambitions (and/or Tashiro's), rather than the Kyōwashi Rengō's. This gets him against his superiors, who expel him from the Union.
- Smug Snake
Keizō Hashiba
Rekka 's second-in-command. He's the gang's main contact with Ryō and Tomoya.- Warmup Boss: He's the first boss of the game, before Takeda chooses either side.
Raudo ("Loud" / "Lightweight Furious Hares")
A bosozoku gang clad in purple, and the strongest bosozoku gang before the rise of the Kyōwashi Rengō (and still the strongest within it).
Takafumi Inoue
Voiced by: Takayuki Kondō
The leader of the Raudo gang, and a strong and well-liked bosozoku. However, he has doubts of staying within the Kyōwashi Rengō.- Anti-Villain
- Bash Brothers: Used to be one to Takumi Kurosawa.
- Heel Realization: He doesn't agree with the direction the Kyōwashi Rengō is taking.
- Take a Third Option: He and Kurosawa end up fighting both the Far East Union and the Kyōwashi Rengō, since the gang's not clearly on any side.
Takumi Kurosawa
Voiced by: Takahiro Imamura
Leader of the Raudo gang's Musashiyama subdivision. Like his friend Takafumi Inoue, he has doubts about closing down the Raudo gang, but hasn't got the courage to end it by himself.- Bash Brothers: Used to be one to Takafumi Inoue.
Kochōran ("Phalaenopsis aphrodite" / "Revolting Tiger-Butterfly")
An all-girl bosozoku gang clad in pink, formerly led by Reina's older sister Ryoko Sasaki.
Asuka Minazuki
Voiced by: Fuyuka Ōura
The leader of the Kochōran gang after Ryoko Sasaki's retirement, and renowed as a stronger woman than her.- Abusive Parents: Her father's mistreatment fueled her drive to never be beaten by a man again.
- Chickification: She's never seen fighting ingame, unlike the girls of the first game.
- Even Evil Has Standards: Despute being one of the Kyōwashi Rengō 's top members, she doesn't approve of Tomoya's possible excessive violence, extend the grudge between Raudo 's leaders, or dragging innocent bystanders such as Yōko Kato into the fight between the Far East Union and her gang.
- Love Redeems: If she has a succesful relationship with Tomoya, she ends up leaving the gang.
- Screw the Rules, I'm Doing What's Right!: Despite her admiration of her leader Ryō Kisaragi, she slowly sees the cracks within the organization.
Kewpie
A bosozoku gang clad in blue.
Kōzō Asami

Played by: Gambino Kobayashi (Full Throttle film)
The founder and leader of the Kewpie gang, and the youngest of the three Asami brothers. He was personally recruited by Ryō Kisaragi after his brothers' fame.- Ambition Is Evil: He wants to be personally responsible for Yasuo's defeat, without the rest of the Kyōwashi Rengō 's permission.
- The Only One Allowed to Defeat You: Has no problem with breaking Tomoya and Yasuo's rivalry to make himself look better. Needless to say, Ryō (responsible for upholding the rivalry) doesn't take it lightly.
- Sibling Rivalry: Desperately wishes to come out of the shadow of his brothers.
- Smug Snake: Has no problem blackmailing Takeshi Kimura.
Kuroyama Gurentai (Hoodlum Swarm)
A small but higly powerful bosozoku gang clad in black.
Masato Fujimura

Leader of Kuroma Rengō's shock corps in the first game. After their defeat, he is responsible for gathering everyone with a grudge against Yasuo under Tetsuya Asami's wing. By the second game, he's become one of the top members of Ankoku Kishi-dan, through the Ryūshinkai gang.- Evil Is Petty: Wants to avenge his loss to Yasuo after the first game by any means.
- Dirty Coward: Resorts to the lowest tricks to have an advantage: kidnapping, blackmailing
- Not-So-Harmless Villain: Indirectly starts the conflict of the first game, and in the second one he's responsible for most of the Kyōwashi Rengō's worst acts.
- Rewarded as a Traitor Deserves: His response to the Raudo members leaving the Union? Tampering their bikes.

A bancho from outside the Far East Line, known as the "Bancho Shiokinin" (Bancho Punisher). Tashiro manipulates him to fight against Yasuo, but he realizes it after losing and turns back on Tashiro and the Kuroma Rengō.- The Dreaded

Kageteru Oyamada
