I think it's fine to make new YMMV, it's usually complaining that's not wanted on TLP.
Currently mostly inactive. An incremental game I tested: https://galaxy.click/play/176 (Gods Of Incremental)There's no known policy against launching YMMV items. Better as a Let's Play was a YMMV trope launched recently, and no one I know has complained about it.
It says "avoid", not "never make ever". YMMV concepts can and do launch, but the majority of the ones proposed are so complain-y or shoehorn-y that it's best just to not try and make new YMMV concepts.
But there's never been a rule that "only mods" can launch a YMMV or Trivia item. It's just that doing so is more complicated than launching a normal trope, subject to more scrutiny, and doesn't usually work.
Currently Working On: Incorruptible Pure PurenessThe reasoning behind the rule is that some audience reactions, like The Scrappy, Ensemble Dark Horse, and Broken Base, experience massive amounts of misuse. This mostly applies to reactions about fans liking or disliking (ESPECIALLY disliking) something, leading to Complaining About Shows You Don't Like and other related problems.
Stock Epileptic Trees are much less likely to cause that kind of issue.

That makes me feel like only mods are allowed to launch YMMV or Trivia items. However, Delusion Conclusion, a YMMV item, was just launched by Subject Five, who doesn't appear to be a mod. So, are we allowed to launch YMMV or not?
