That's a similar trope for sure, but Creepy Twins don't necessarily have to be evil, just as villainous twins don't necessarily need to act exactly alike. I'm wondering if there's enough overlap to consider them more or less the same trope, though.

Just "villains who happen to be twins" would be Chairs.
Now, if they're very different but the fact that they're twins leads them to work together, you've got tropes like Big Bad Duumvirate, Evil Duo, and Co-Dragons. They can also be Those Two Bad Guys if they're not exactly alike but always operate together and share some traits, and/or The Dividual if they're essentially one character in two bodies (whether because they're exactly alike or, say, an extreme example of Brains and Brawn that never work without each other)
