During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

So of all the Conan villains who are the worst? Personally I think Ra Sidh and DH Thoth are pretty fucking hard to top (DH Thoth is odd in that he DOES get his comeuppance but we never actually see it happen. Really pissed me off.)

Yes to Bazrat and can we chop the summary sentence from Damien Sanchez's writeup? It's odd since it touches on how rare rape is as a crime in the series but then the Albino (the keeper just beneath him) is also a rapist.
..y'know, honestly? I'm inclined to bring up Sanchez for a cut. He has one rape and beating with a slight insinuation he's done it before. That's all
I'm for cutting Sanchez. Never really did feel right with me when the Albino's so much freaking worse (I'd recommend an expansion for him, too... the current writeup is damn barebones).

Y'know what? That's a good point and as I apply even the slightest bit of thought to it, the Albino blows him out of the water in the same category of crime. I feel this may have been a case where resources were ignored due to one appearing more but I don't see any reason to keep Sanchez with the fucking Serial Rapist running around.
As for the Albino's expansion... Lighty, you've seen the show, what say you?

Alright, one more quick Sonja keep from me before Lighty gives you all some good ones. From the Queen of the Frozen Wastes miniseries, we have... the Queen of the Frozen Wastes.
Who is the Queen? What has she done?
Self-proclaimed "first person of the cold," the Queen is a not-quite human entity who has existed for eons watching humanity from the dark depths of the lightless cold she was born in. The Queen watched humanity evolve from bestial yetis who worshiped her, to barbaric neanderthals, to intelligent humanity. The Queen, lusting for the days where she was worshiped once again? Yearns to take over the world and crush humanity under her heel. To start, the Queen takes over the neanderthal tribes and... twists them into a savage, cannibalistic society, training them to take the weak and the sick to butcher and eat them. Many, many, many people are subject to this fate with piles of dozens brought in regularly for the near-men and the Queen to eat. Those who prove too unruly or strong? Are forced to become slaves, abused and exploited for the Queen's pleasure.
When Sonja falls into the caves, the Queen is smitten with her as Sonja is the first female human she's seen, and resolves to make Sonja her pet at all costs. When Sonja proves tougher to break than she thought, the Queen starts making her fight the reluctant slaves instead of her yetis and near-men, egging her on to kill the first she fells. Having befriended the slaves, Sonja refuses... and the Queen tears out the heart of the man she spared and eats it in front of Sonja, hysterically laughing and continuing to force her to fight more and more innocent slaves. Finally, the Queen lets Sonja watch the next "spectacle" while taking one slave who's been providing for Sonja since the first day and trying to force Sonja to watch as he's torn apart by a giant bear to spite her.
Finally, Sonja fights back and allows the slaves to revolt, with the Queen ordering them all massacred and a significant portion of them killed before Sonja tears open a hole in the cave's ceiling and exposes the Queen to the light she's avoided for all these eons... reducing her to dust.
Any mitigating qualities?
Well, none for the Queen herself. I'd say she passes on the standard, too, because for as grandiose as her ambitions are? The Queen is a small fish in a big pond. Even with that, though? Slavery, torture, brutal murder, and founding an entire clan of cannibal monsters with countless victims? I think she passes, easily, in her niche.
Conclusion?
Keep her.
