What's the work?
The Simpsons is a serial where pretty much anyone can be either the antagonist or the protagonist depending on the episode. Many of the characters have criminal backgrounds.
Who's the character?
Maggie Simpson is the youngest member of the eponymous family.
Is she intelligent? Does she think on her feet?
One episode involved her possibly being able to read, even though she's only a year old. It turned out that she couldn't, and she was just picking up on cues from her sister, but she was shown to be able to play the saxophone, so that's a sign of intelligence, isn't it?
Is she charming? Dignified?
Well, she's a baby, and babies have natural charm. As for dignity, she's less clumsy than her dad, I'll give her that.
Is she a bitch? Too much?
Well, she did shoot someone, but that "someone" was Mr. Burns

Arthur is a cartoon about an aardvark who goes to school with his friends. But this work is "You've Got to be Kidding Me," a horror series spun off of the game for kids and grownups.
Who is the character? What have they done?
Binky is an Eldritch Abomination and the antagonist of the YGTBKM series. In every installment, he causes chaos for the residents of Elwood. It starts with him sleeping with Mrs. Read and replacing Arthur's dad, which is more creepy than evil. But then he steals Buster's identity, merging Arthur and Buster into one being in the process. From there, he commits atrocious acts and mutilates his peers, such as removing DW's eyes or mutilating Luke just for criticizing how he opens his mouth when he chews and talks loud in the library.
Irredeemable? Binky displays no remorse or shame, coolly threatening and maiming these children without so much as a shout. There is an argument that he may be Made of Evil but it's ambiguous. He may be a monster who has replaced the actual Binky from the show, who has much better manners and doesn't kill people onscreen. The one likable thing he did was request a "funky" treehouse but even that seems to be part of a goal to have more power and control over Elwood.
Verdict He'll take your place, troper.

I think Lightfoot may still have a shot, since Cameron sinking the Titanic, vile as that may be, is Offstage Villainy. Nevertheless, Cameron outheinouses him, so who knows?

A little off-topic, but does anyone think think our own Crägnuum Mundomarauder◊ would have a good shot at qualifying on the Villainous Benchmark Wiki, or even the Inconsistently Heinous Wiki? His crimes being depicted in image form might give them more a little more weight than CSMTBaCM's.
I also tried to create a joke CM effortpost for an individual Pyukumuku from a hypothetical Pokémon fanfic based on a two-time in-joke of mine on the actual CM proposal threads, but I'm no writer and couldn't come up with anything I liked that much. Anyone else wish to try their hand at my idea?
