Thanks, it obviously needs some thinking out of how to balance things and I welcome any constructive criticism. I was thinking the 'turning' aspect might really be necessary since it' s a zombie game, as you say. Since it was bottompaged:
Nobody starts out infected, but if you get bitten by one of the animals, you will turn into a zombie by night phase. If you turn into a zombie, you can still win — by keeping the uninfected from knowing you were bitten so they can't vote for Management to deal with you, and turning or killing the innocents. Zombies will act like a Mafia; and whether they turn or kill someone they go after will be determined by a roll of the dice.

Late to the convo but for how my characters feel about the others:
- most of them would at least initially dislike anyone who killed them
- Derana still feels weird about Hydroxyl after the whole "being on murder team" thing and regretting it a lot
- Ken is still very suspicious about the Counselor and Jamie

I'm thinking I might have to keep a 'recruit to the zombie cult' aspect, but just be very careful to balance it out. Have actual recruiting be statistically difficult, introduce a (perhaps also difficult) way to cure zombies instead of killing them. (That might necessitate a time limit on number of in-universe days the game can go on, and an alternate goal rather than killing all zombies. Goal being completing the tasks and escaping the island.)

As much as I'd recommend against a cult in the first place, I'd double recommend against being able to take players out of the cult afterwards.
Changing a player's win condition mid-game seriously messes with strategy; there comes a point when players will ignore their nominal win condition and just ask the cult to recruit them. Doing it twice is likely to leave players completely lost.

Oy. I can see your point... clearly I have no idea how to balance a game properly.
time based murdergame
scum are rogue Timeline Masters like TM Awe, while the townies are a special squadron sent to get rid of time warpers (the Murderverse isn't the only time TM Awe screwed up stuff). to avoid detection, the scum has altered time to be involved in the squad.
the gimmick is that its not divided by days, its divided by loops.
each loop is divided by day and night. at day you can talk, interact with the environment (especially important) and lynch. at the first night, you can act normally.
except by the next day, the killed are alive and well. by night, its even stranger. townies are basically forced to repeat their actions next night unless something they do change. so if they're killed, they're basically forced to die over and over. (EXAMPLE: TM 1 shoots townie 1 first night. second night, TM 1 shoots townie 1, then proceeds to break townie 2's neck.)
the townies can, however, try to prevent their deaths, like preventing the murder weapon from being found. if anything happens that interrupt a townie's looped actions, they can basically act freely, although their actions will then set next night's looped actions. (EXAMPLE: townie 1 walks by a certain hallway in a loop. townie 2, next day, sets up a rope to trip them up. townie 1 trips, allowing them to act freely.)
lynch deaths are permanent though.
the killers win if every townies die at night. townies win by lynching every killer as always.

If you turn into a zombie, you can still win — by keeping the uninfected from knowing you were bitten so they can't vote for Management to deal with you, and turning or killing the innocents. Zombies will act like a Mafia; and whether they turn or kill someone they go after will be determined by a roll of the dice.
If the zombies roll higher than any zombie defenses the player targeted may have implemented, the player will either be killed or turned. They will have a one out of six chance of being turned and a five out of six chance of just being eaten for brains. Players will be able to vote off more than one possible zombie each day, as many as they like.

Weird Time Shit is cool, but I'm not entirely sure how townies would be able to initially break out of the loop. I guess by interacting with whoever got nightkilled? That would heavily incentivize scum to kill people who only acted late in the day...

Cults in Mafia are notoriously difficult to handle. Cults that can kill even more so.
.EXE may be a cornerstone of the Murderverse, but I would very much recommend against imitating it in that particular aspect.
... The obviously raises a question of how one is intended to run a zombie game other than by a cult.
