Alright, so why should you vote for Neptune, you might ask? Not only is she a cute and funny character, but there's some interesting game history right away as she represents an unreleased Sega console... well, kind of, as she's named after the "Sega Neptune", though actually meant to represent a fictional console. Either way, she represents Sega consoles, and her game series is all about parodying the game industry through personifications of game consoles and companies.
As for who she is... She's the CPU (goddess) of Planeptune, and the ruler and protector of the nation.
In her regular/human form, she's usually happy, energetic, friendly and a regular breaker of fourth walls, considering herself the protagonist of the story and joking around a lot. She loves playing games and eating pudding, and though she might be a bit of a slacker, she has a strong sense of justice and never gives up, whether it's completing quests or defeating villains, and it's shown that her dream is actually for everyone around her to be happy
When in her powered-up form, Purple Heart, she gets more serious and calm, and even more confident in her fighting skills. Like the other CPUs, she even eventually got a more powerful "Next Form", known as... Next Purple.
As for attacks, she's a skilled swordfighter with strong attack and good HP stats, being able to naturally surpass the damage limit with one of her skills. She can even team up with her friends for combo attacks!
(Oh yeah there are also multiple Neptunes existing due to Weird Alternate Dimension Stuff, fun fact)

Regarding powers and abilities, Toriel's a powerful monster at 80 ATK and 80 DEF, and she can throw waves of fireballs at you. However, she doesn't want to fight you when she blocks the Ruins, and only attacks to try warding you off. That's why it's very hard to die to her in her fight, and this is her face if she somehow kills you.

Postal Dude also has a weapon of biological warfare, which, as Civvie 11 points out, can kill everyone for an infinite amount of time with using the biowar weapon on hell hounds with infinite health.

I would be the first one to admit that Arknights is a gacha game, and by supporting it you are also supporting some of the game industry's worst consumer practices.
That said, the character interactions are super cute.
