Protagonists

    Howard Lotor 
A raccoon detective with a degree in photography. He is hired to find evidence of a banker's infidelity, but uncovers something more disturbing, and is rehired to investigate Clarissa Bloodworth's criminal activities.
  • Action Survivor: Early on, it's established he is unable to put up a fight against some gopniks. Later on, he's beaten again by Sooz. However, he recovers quickly; the next day he infiltrates a government science facility and escapes with the Artifact on his back. Although Clarissa captures him, he manages to escape his holding cell by stopping the Knockout Gas using bandages, and either feigning unconsciousness or picking the lock to the cell door using food and a goose feather.
  • Private Detective: Howard has been hired to investigate insurance fraud, car thefts and unfaithful spouses.
  • Starving Student: In Preludes Howard is often short on money, and the camera he uses in the third act is a loaner from the university.
  • Uncertain Doom: At the end of Tails Noir, Howard collapses in the wastes and his body is totally consumed by the Artifact. However, Clarissa believes Howard is still alive, as she knows the Artifact can safely change the biology of a living organism. She shares this with Renee, who hopes that Howard can find people outside the City who can help him.

    Renee Wilson 
A fox and writer, researching the truth behind Clarissa Bloodworth.
  • Inciting Incident: In Preludes, she writes about a fire and an officer-involved shooting in the same building in the West End. This puts a strain on her marriage, leading to a divorce, and she begins writing about the corruption of the government in Tails Noir.
  • Intrepid Reporter: She is a writer investigating the corrupted society, focusing on Clarissa's position among the elite. She hires Howard to perform the investigation.
  • Promoted to Playable: She is playable for one scene in the epilogue of Tails Noir, and is one of the four playable characters in Preludes.
  • Voice of the Resistance: Discussed in the epilogue to Tails Noir. Clarissa wants Renee's support as the public face for a revolution against the government.

    Clarissa Bloodworth 
A polar bear and head of the Bloodworth family, a criminal syndicate with connections to the city government. She owns The Bite nightclub in Granville.
  • Calling the Old Man Out: She can confront her father, Carlo, in two scenes of Preludes.
  • Inciting Incident: In Preludes, she joins her uncle on a cleanup job, and discovers that a young girl was killed by someone within the Bloodworth syndicate. This pushes her to act on bringing change within the Bloodworth family, ending with her taking her father's place as head of the Bloodworth family.
  • Klingon Promotion: In her final act in Preludes, Clarissa mortally wounds her father, and she either kills him outright or leaves him to be killed by her uncle. This leaves her as the head of the Bloodworth family.
  • Promoted to Playable: She is playable for one scene in the epilogue of Tails Noir, and is one of the four playable characters in Preludes.
  • The Queen Pin: She is the head of the Bloodworth family, a criminal syndicate in Vancouver.
  • Start My Own: In Preludes, Clarissa can attempt to start her own branch from the Bloodworth family. However, Carlo will catch on and confront her.

    Eli Abbas 
A mustelid and scientist, born and raised in Science City. He is part of a two-man expedition in the wasteland outside Vancouver, working alongside fellow scientist Jorge. He first appears in Preludes.
  • Guile Hero: By making careful preparations of the journals, research and the Artifact in the third act, and by saying the right things in the fourth act, Eli can convince the Visitor to bring Eli and Jorge to the City alive, along with the Artifact.
  • He Knows Too Much: Eli and Jorge do fine in the wastes. The worst they have to deal with are non-radioactive dust storms and high temperatures. This contradicts the warnings they received about the dangers outside the city. HQ will force Eli and Jorge into isolation if the Visitor brings them alive, in part due to their knowledge that the outside world is habitable.
  • Honesty Is the Best Policy: In the third act, he can leave the research and journals fully intact for the Visitor, and doing this will reward you with an achievement. In the fourth act, Eli needs to make sure his story matches what he's written in order to get the Visitor's trust. However, he may need to manipulate the Artifact to sell his story.
  • Reassigned to Antarctica: In the third act, he reveals he interrupted one of three nefarious schemes in Science City, resulting in him being assigned to the expedition to uncover the Artifact.
  • Sheltered Aristocrat: Eli grew up in Science City, which is shown to be one of the nicest places in Vancouver.
  • Unperson: In the ending of Preludes, the City government erases Eli and Jorge's names from Science City, as they are either killed or made to work in isolation.
