Bulnoil (Voiced by Takashi Matsuyama)
An immortal magician who manipulates Zemeckis (through Cador) in order to plunge Forsena into total war in fulfill his Evil Plan to free Ouroboros.
- The Archmage: Far more powerful than King Cai, he has enough MP to cast Meteor Doom 3 times to devastate the player's units.
- Big Bad: The one who manipulated both Almekia and Zemeckis in order to plunge Forsena into a massive conflict for his Evil Plan.
- Beehive Barrier: He has a barrier around him that makes him immune to every damage that he takes from every attacks and spells(even the most powerful spells inflict only minimal damage at best), with a color change indicating how close it is to breaking.
- Climax Boss: He is fought in Dolorusgard alongside Gaheris and Olwen after all of the other five nations are defeated and his defeat leads to the Final Battle against Ouroboros.
- Immortality Immorality: Living for a millenia has robbed him of love and hope, turning him into a Straw Nihilist willing to free Ouroboros in order end the never-ending conflict of humanity.
- Manipulative Bastard: He helps Zemeckis kill King Doremiddt in order for him to achieve power. He then manipulates the corrupt nobles into convincing King Henguist of Almekia to kill Zemeckis by falsely accusing him of treason, while he later sends Cador to build foundations of the coup and convince Zemeckis to rebel, knowing that his Blood Knight tendencies will make him accept the offer. Thereby, starting a massive conflict that plunges Forsena into chaos, increasing the amount of mana consumed through the process of summoninf in order to weaken the prison of Ouroboros.
- Necromancer: An utterly powerful one, in that he is able to transform individuals into powerful death knights like Cador Leland, Gaheris Mel Torefas and Olwen Eneiede
- Straw Nihilist: Believes that unleashing an Eldritch Abomination to destroy the world is the only way to achieve true peace and end the cycle of conflict that humanity has caused.

One of Bulnoil's new Death Knights, appearing exclusively in Grand Edition. He's actually MelTorefas of Esgares, enticed with Bulnoil's offering, killed and then brought Back from the Dead.

Olwen
One of Bulnoil's new Death Knights, appearing exclusively in Grand Edition. She's actually Eniede of Esgares, brought Back from the Dead after her failed assassination attempt on Zemeckis.
Ouroboros
Ouroboros
An ancient monster that threatened to destroy the world, it was imprisoned by Gods using mana but is freed from it's prison due to the current conflict draining the mana from it's prison.
- Breath Weapon: Enigma, which hits at two parallel lines that can cause massive damage.
- Eldritch Abomination
- Final Boss
- Game-Over Man: If you spend time too long to unify Forsena, Ouroboros will be unleashed, ushering the end of Forsena and triggers an automatic game over. That was literally his only role in Legend of Forsena.
- Mook Maker: Can randomly summon Doppelgangers (special zombies that can transform into a perfect full strength copy of the first unit it successfully attacks) and Levianthans (weak units that cannot counterattack but can fire a damaging gas that hits all units in a long line) at the beginning of it's turn.
- The Unfought: Only in Legend of Forsena as it's an instant game over when it immediately awakes after the 2nd month of a year that varies on the difficulty level.
