Rowan "Jackpot" Pigeon is the owner and manager of the GoofFest strip club on Rachiada Street in Roanapur. Of African descent, he has offered Revy a job as an S/M dancer more than once, possibly putting her as the role of a dominatrix. He is also a movie dealer who carries both legal and illegal genres (such as all forms of pornography and snuff films).

* MeaningfulName: The alternate translation of his name qualifies; his name is Rotton, pronounced "rotten", and he's [[IncrediblyLamePun an absolutely rotten gunslinger]].

* BoobsOfSteel: [[AvertedTrope Averted]] rather interestingly for a series that typically plays this straight. Has the biggest bust of the prominent female characters at a whopping ''K'', yet is the weakest woman in the cast. Or, [[WorldOfActionGirls more accurately]], one of the ''only'' weak women in the cast.

* {{Bishonen}}: His excessive good looks lead Revy to first assume he's Shenhua's "man-whore", and even Shenhua admits he would look more at home in a brothel than on the streets.

* TheVietnamVet: Fought in the Vietnam War. He was most likely leading a Green Beret team based on the fact that his men wore Tiger stripes.

* AmbiguousDisorder: ''Ambiguous'' doesn't even begin to cut it with Lotton... there is evidently some ''really'' loose screws (or missing) inside that brain. He's definitely got ''some'' kind of delusion of grandeur, coupled with an absolute inability to tell fantasy from reality indicating possible schizophrenia. ''Or'' it could simply be severe cognitive deficiency... Shenhua remarks that he's "special", so it's perhaps best to leave it at that.

* AmbiguousDisorder: Fair chance she suffers from a combination of some form of depression and anxiety disorder, as within less than a minute, she has an anxiety attack, throws a childish tantrum then curls up and starts crying after she loses her ultravoice. Revy also comments that she might have some other emotional issues that ''could'' make her unpredictable.

* {{Foil}}: To Lotton. She's a short-framed, depressed and self-harming {{Goth}} girl with a grisly slashed-throat scar, who is skillful at her job and wields her WeaponOfChoice cleverly. Lotton is a tall [[BrainlessBeauty dashingly handsome but painfully stupid]], [[WideEyedIdealist deluded and idealistic]] BountyHunter who sucks at his job and whose survival is mostly due to being BornLucky.

* ComicallyMissingThePoint: Benny warns her that if they rent Mr. Bao's room to spend the night, they'll be main characters an involuntary porn movie. Her reaction is to demand Bao to give her the room for free.

* {{Meganekko}}: She wears glasses and is very smart in certain areas. She's also yappy, bitchy, and full of herself, so she doesn't really fit all the criteria.

* BadassMustache: A powerful soldier with a distinctive mustache. It makes him stand out amongst the other Grey Fox soldiers.

** Also of the PowerTrio he's formed with Shenhua and Sawyer. One's a gleefully violent assassin, the other is a macabre "cleaner" who hacks up living people and corpses alike with total aplomb. Then there's Lotton, who deliberately runs on idealistic action hero tropes.

* ThePerfectionist: The reason she got in trouble with the Cartel in the first place--she ran over time and budget on her counterfeiting project, but even when Elvis and company said the bills she was making didn't need to fool the U.S. mint, she refused to take the hint.

* BeautyEqualsGoodness: Everyone up to Revy herself takes notice of how unusually handsome he is. Is also the TokenGoodTeammate everytime he appears.

* BountyHunter: What he's supposed to be but he's too [[NiceGuy kind]] and too dim-witted to be actually good at it.

* TheFool: On the one hand, he seems to be a complete ''idiot'', what with his obsession with being "cool" leading him to trying to deliberately invoke shonen style actions that just cause him to get shot at. On the other hand, he also manages to survive by having the common sense to do things like wear body armor, and even saves Sawyer and Shenhua from Roberta by intervening at the right time and allowing her to beat him up. And by being clearly BornLucky enough to avoid death when anybody else would have been killed off long ago. Basically, he's smart enough to be a merc in Roanapur and not be shot dead within three steps (which, given the [[WretchedHive nature]] of Roanapur, is an achievement in itself) but he's otherwise so [[TooDumbToLive stupid]] that he cannot be taken seriously as a real threat.
* GunsAkimbo: With two Broomhandle Mausers, except he didn´t get to use them onscreen yet.

* TheQuietOne: When he isn't giving a [[InTheNameOfTheMoon sweeping speech]], all he does is silently stand around while drammatically propping up his sunglasses.

* WideEyedIdealist: Judging by how disconnected from the harsh realities of life he is, it's going to take a lot more to break him out of his " idealistic action hero" mindset than it did to break Rock.

* CleanupCrew: Everybody brings their garbage to her, be it dead or still moving.

* ExpectingSomeoneTaller: Her fellow mercenaries have this reaction during the Greenback Jane arc, as most of them have never seen her in person, and those who have, only saw her swathed in surgical dress which obscured her features.

* BadGuyBar: The Yellow Flag, naturally. It seems to be the "main" bar of the city and is where all of the place's criminal factions can meet up at any given time. Balalaika even foots the bill when Roberta blows the place up, indicating that it may be a front for Hotel Moscow (or at the very least is a convenient neutral ground for all of the gangs, considering how many hired guns hang out there). What that means, regarding Bao himself, is anyone's guess.

* CrazyPrepared: He's had the bar fortified to stop up to ''50 caliber'' and keeps a semi-automatic shotgun back there too.

* OvershadowedByAwesome: A war veteran who routinely survives having his establishment torn to pieces by nearly every faction in ''[[WretchedHive Roanapur]]''. In any other work of fiction, he'd probably be one of the most badass people around. Here, he's a very minor character who doesn't even rank on the food chain goes.

* {{Cloudcuckoolander}}: Whenever he speaks, he displays just how much of a space cadet he is, completely oblivious to the reality of the world around him, yet GenreSavvy enough to wear appropriate protection. And let's not even get to the actual content of his rare but completely out-of-place speeches...
