The dragons stand the best chance, especially if they're fire or air ones, especially the latter. Considering UB-02 Absorption aka Buzzwole can already trash a dump truck in a single punch, this turns its punches into One Hit Polykills on the soldiers and cavaliers.
An entire planet's worth of police and criminals, in equal amounts, but the avatar gets a free Super Mode if they didn't have one already.

...Pistols or assault rifles or smal/medium sized esplosives wont do shit against a giant tank (and probably large explosives too imo)with directed energy weapons and if we are just talking about criminals and police only plus the HYDRA Uber Tank apperantly has a Super Mode so it wins.

Inaros is probably screwed. Or rather, the Operator controlling Inaros is screwed. But since they're usually in interplanetary space inside a stealth spacecraft, I'd say they're safe unless 096 somehow achieved escape velocity.

Lusamine vs King Dedede... That one's gonna be a close call. Mismagius is most likely intangible to his hammer but Milotic may be able to resist getting inhaled. Dedede would be likely to take out at least one of her Pokemon, but he can't take punishment forever.
