Main Characters

    Juno Steel 

Juno Steel

"My name is Juno Steel. I used to be one of the guys who cleaned up this mess for the uptight types. Now? Well, now I mostly spread the mess around."

The titular detective of the Penumbra's space noir series. Snarky, depressed, and determined to make Hyperion City a better place – somehow.

  • Abusive Parents: After she lost her job at Northstar Entertainment and became so poor she needed to move to Old Town, Juno’s mother was this to him and his brother: to the point where she killed Juno’s brother.
  • The Alcoholic: Juno's drunken himself into a stupor on more than one occasion.
  • Angsty Surviving Twin: Juno had a twin brother named Benzaiten; growing up, the two were nearly inseparable. Then their mother murdered Benzaiten when he was nineteen because she thought he was Juno. Juno's been crippled with guilt over it ever since (both over not having been there to stop it and over the inciting incident that made their mother despise Juno, despite the fact that the latter happened when Juno was four years old), and it's one of the main reasons for his depression and Death Seeker tendencies at the beginning of the series.
  • Brainwashed and Crazy: Under the influence of the Theia Soul.
  • Career Versus Man: At the end of season 1, Juno has to choose between his detective work in Hyperion City and running away with Peter. He chooses his detective work.
  • Character Development: Gets some dropped on him by Alessandra towards the climax of the Promised Land arc, and makes the decision to live rather than die dramatically and heroically.
    • If Season One established Juno as a broken lady detective, then Season Two is all about his growing beyond that. Juno learns to stop throwing a Heroic Sacrifice at everything and to value his relationships.
  • Cold-Blooded Torture: He and Peter face this at the hands of Miasma when she's trying to activate the effects of the Martian pill.
  • Dark and Troubled Past: Like most characters. Things were fine until he turned four and his mother lost her job at Northstar Entertainment. After that, his family moved to Old Town, and it only got worse from then on.
  • Dating Catwoman: A private eye whose romantic interest is a master thief. Of course, by Season 3 Juno is officially a criminal himself, so this trope is no longer in effect.
  • Deadpan Snarker: Constantly quipping about whatever mess he's gotten into.
  • Deal with the Devil: Ramses O'Flaherty.
  • Death Seeker: Throughout Season 1 and most of Season 2. Juno constantly flings himself at every dangerous thing in Hyperion City; he plays it off as heroism and trying to do good, but other characters are quick to call him out on the fact that it's because he thinks he's better off dead than alive. He locks himself in the bomb shelter with the Egg of Purus despite the fact that he and Peter probably could've thought of another way to dispose of it (to the point where the official script says Juno's "disappointed" when the bomb goes off and he finds out he's alive), and at one point he throws himself into oncoming traffic to save a cat.
    Juno: Look, I'm not some selfless—
    Ramses: No, you're definitely not "some selfless". Your delight at throwing yourself into harm's way implies more self-loathing than self-sacrifice. Great heroes risk great things. You risk only yourself, and as far as you're concerned that's very little on the line.
  • Dying Declaration of Love: Subverted; he spills his feelings to Nureyev when he thinks he's about to die, but ends up surviving.
  • The Eeyore: Major clinical depression? Doesn't value his own life at all? Makes life harder for everyone who cares about him? Yeah.
  • Gender-Blender Name: "Juno" is the Roman goddess of motherhood and childbirth.
  • Good Is Not Nice: God, he's an asshole. But he's stalwart force for good.
  • Handicapped Badass: Loses an eye at the end of Season 1, and again after he's freed from the Theia Spectrum.
  • Hardboiled Detective: Deconstructed. He has many of the hallmarks of a heroic version of this - cynicism, depressive tendencies, snarkiness, world-weariness, a willingness to put his life on the line - but it's made abundantly clear they're symptoms of mental illness, trauma, and suicidal ideation.
  • Heroic Sacrifice: Deconstructed. As Ramses points out, Juno's willingness to throw his life away for the greater good isn't from a sense of nobility - it's because he simply doesn't value himself or his life very much.
  • Hopeless with Tech: Juno can play solitaire on a computer, but that's about it. He attributes this to not having any of this while he was a child.
  • Improbable Aiming Skills: Juno has really good aim. Only gets better with the Theia Spectrum.
  • It's All About Me: An interesting twist. Juno tends to blame himself for everything, something Sasha Wire calls him out for when he tries to take the blame for her sister Annie's accidental death when they were children, telling him that he uses his own misery to ignore others and justify his lifestyle.
  • Jerkass Realization: Sasha slaps him with one in "The Day That Wouldn't Die."
  • Knight in Sour Armor: Is dedicated to making Hyperion City a better place, but is intensely cynical.
  • Not Staying for Breakfast: Leaves Nureyev in the middle of the night at the end of Season 1, despite saying he'd leave to travel the galaxy with him.
  • Odd Friendship: Is or was friends with a high ranking official in a secret intelligence agency, his high-energy tech genius secretary, a TV personality and her psychotic brother, and Mick Mercury.
  • Psychic Powers: Thanks to the Martian pill.
  • "The Reason You Suck" Speech: On the receiving end from Sasha.
  • Stepford Snarker: No matter how bad things get, Juno is always snarking. This includes on a reality TV show where the host is trying to kill him, on a train where he is being murdered by a criminal and poisonous gas, and in a Martian tomb where he was tortured by Miasma for several days, and just killed two people. This is definitely a coping mechanism, for the numerous things that have gone horribly wrong, or are going wrong, in his life.
  • Survivor Guilt: About both his brother and the security guard from the museum raid.
  • Took a Level in Kindness: Over the course of Season 2. He's still a Deadpan Snarker, but he learns to stop lashing out at the people around him.
  • What the Hell, Hero?: Gets several of these over the first two seasons before his character development really kicks in.

    Rita

"Item four: tell Mister Steel you want to go see a movie on his birthday, but your car is broken and Frannie is dead, so he needs to pick you up."

Juno's secretary and right-hand woman. Cares about him despite his abrasive personality.

  • Badass Adorable: Sweet, ditzy, and as of "The Rita Minute 3," capable of hacking Dark Matters. She saves Newtown from the Theia Soul chips thanks to her computer skills.
  • Beware the Nice Ones: See above.
  • Big Sister Instinct: Is older than Juno, and often takes it upon herself to take care of him or force him to take care of himself.
  • Chronic Hero Syndrome: "Juno Steel and the Mega-Ultrabots of Cyberjustice" shows that she's prone to this. Whenever one of her friends has a problem, Rita thinks it's her job to fix it, even if it has nothing to do with her. But oftentimes she tries to solve the issue on her own without asking the person with the issue what kind of help they need (or if they even need help at all), with less than stellar results - like when she hatches a scheme to get the Book without telling Buddy first, or when she looks up Peter's birth name in order to prove he's not suspicious without realizing it's a huge violation of his privacy.
    Rita: Sometimes... sometimes when you see other people are hurting and you try to help them, you're really just being selfish, aint'cha? 'Cause you don't want to look at the hurt, you just want to fix it so it'll go away.
  • Cloudcuckoolander: Rita doodles when she's supposed to be taking notes, can't hold a conversation for more than a few minutes without launching into a long-winded explanation of the plot of one of her favorite streams, and destroys the microwave every time she tries to pop popcorn. Not that it makes her any less great at what she does.
  • The Cracker: Assuming that writing viruses in minutes (or less!) isn't a common skill in Hyperion City.
  • More Deadly Than the Male: In a sense. She's Juno Steel's ditzy, mild-mannered secretary... and also one of the best hackers in the entire solar system, who's shown to be infinitely more competent than Juno whenever she's around to help during an episode. Jet tells Juno that the main reason Buddy accepted him into the Aurinko Crime Family was not because of his own skills, but because they wanted to recruit Rita and knew she'd only come if Juno was there.
  • Motor Mouth: Especially when talking about her favorite streams.
  • Mysterious Past: Nobody knows what her last name is, where she's from, or what she did prior to working for Juno. All we know is that she has a lot of money (enough to register Juno as a private investigator and buy him his own office without a second thought), and that she's one of the most competent hackers in the solar system.
  • Only One Name: She's just Rita. Aggressively so.
  • Platonic Life-Partners: One of the most important people in Juno's life, to the point where he refuses to join Buddy's crew without her.
  • Pop-Cultured Badass: She has a vast knowledge of movies and shows, and often draws on them for comparison when explaining her thought process.
  • Sassy Secretary: Oh, boy. Big time. It's Lampshaded.
  • Shoo Out the Clowns: When things become especially dire for Juno, she's cut off from him. Until Juno realizes how much she is his equal and keeps her around in the season two finale.
  • Voice with an Internet Connection: She's this for Juno during many of his cases.

    Peter Nureyev 

Peter Nureyev (aka Rex Glass, Christopher Morales, Duke Rose, Perseus Shah, Leon Prince, Peter Ransom, Monsieur Dauphin, Arthur Dodger, etc.)

Voiced by: Noah Simes

A master thief and con artist. Well-versed in the history of heists and has connections everywhere.

  • The Ace: Peter's a master thief who's highly intelligent, incredibly attractive, and an expert at social engineering. He's pulled off several seemingly impossible heists, and once liberated an entire planet from its oppressors when he was, at most, sixteen years old. Even characters who don't like him (such as Jet and Vespa at the beginning of season 3) accept that he's amazing at what he does.
  • Agent Peacock: A very feminine gay man who also happens to be one of the best thieves in the galaxy.
  • Badass Boast: His speech to the guards on New Kinshasa before he escaped and left Brahma.
  • Beneath the Mask: Season 3's first episode reveals that despite his composed exterior, he has enough issues to rival Juno - he refuses to acknowledge his Hidden Heart of Gold, and pushes various issues away.
  • The Bus Came Back: He returns at the season two finale. He's apparently working with Buddy and Jet.
  • Cheshire Cat Grin: He has a cherub's smile but a mouth full of sharp teeth.
  • Chronic Backstabbing Disorder: He's got a bad case of it. He betrays Mag on the New Kinshasa heist, betrays Dark Matters to steal Grimm's Mask for Miasma, betrays Miasma to protect Juno, seemingly betrays Juno and the rest of the Aurinko Crime Family to pay off his debts...
  • Dark and Troubled Past: Was an orphan on Brahma, then taken in by a man named Mag. Mag raised him to be the prodigy thief he is today. But Peter killed him when Mag wanted to wipe out the city of New Kinshasa and revealed his past was a lie.
  • Do Not Call Me "Paul": Juno's the only person allowed to call him by his birth name. He flips out when Rita accidentally calls him Nureyev in "Juno Steel and the Mega-Ultrabots of Cyberjustice".
  • Gentleman Snarker: He matches Juno in wit, but exceeds him in polite veneer.
  • Gentleman Thief: But of course.
  • Hero with Bad Publicity: On Brahma. The public version of the story is that he's a terrorist who almost destroyed Brahma's capital city, New Kinshasa. The real version of the story is a lot different - Peter and his mentor Mag successfully disabled the superweapon that New Kinshasa was using to oppress the people of Brahma, and then when Mag revealed his plans to capitalize on the situation and destroy New Kinshasa in its entirety, Peter killed Mag in order to save everyone in the city.
  • Hidden Heart of Gold: Very much so. He's a Con Man who commits crimes on the regular, but whenever he finds himself in a situation where innocent people are going to be seriously hurt, he always ends up stepping in to do the right thing. He steals artifacts for Miasma until he realizes that her ultimate goal is to use them to commit genocide, then actively works to stop her, and in "Juno Steel and the Man in Glass", while he does steal from Nova Zolotovna, he refuses to bleed her dry because he doesn't think she deserves it (even though doing so would instantly pay off his debts). Buddy Aurinko even says as much when he asks her what his "calling card" is that allowed her to trace him:
    Buddy: An enduring moral core, coupled with a strong desire to excise that core completely. Demonstrated, of course, by a consistent pattern of pro-bono work followed up by a lot of con-bono — like having a heart embarrasses you.
  • Master Actor: Has hundreds of identities (with wildly different personalities, appearances, mannerisms, etc.), and is able to switch between them at the drop of a hat.
  • Rage Against the Mentor: He's understandably pissed when he learns, in the span of a few minutes, that Mag lied to him about knowing his father, about where Peter was from, and about the plan to get rid of New Kinshasa's Guardian Angel System.
  • Real Name as an Alias: As a member of the Aurinko Crime Family, he uses the alias "Peter Ransom" - his real first name and his mentor/adoptive father's last name. But because he's notorious for his many aliases, everyone on the Carte Blanche except for Juno and Rita assumes it's just as fake as the rest of the names he's gone by.
  • Sanity Slippage: Over the course of season 3, he's been having some sort of slow mental breakdown — not sleeping, hearing things that aren't there, letting the mess in his quarters pile up, forgetting crucial mission-related details, etc. It's implied to have something to do with his impending betrayal of the Aurinko Crime Family.
  • Self-Made Orphan: After a fashion. He was already an orphan when Mag adopted him, but Peter later killed him.
  • Stepford Smiler: Throughout season 1, he's The Pollyanna, serving as a foil to Juno's mopiness and continuously optimistic no matter how dire things get (even when he and Juno are being tortured in an underground tomb). When we finally get to hear him narrate an episode in season 3, it's revealed that this optimism was almost entirely a mask - underneath it all, he's depressed and badly coping with his trauma. He's just also really good at compartmentalizing.
  • Survival Mantra: "File it away, under For Future Consideration."
  • Themed Aliases: Most of his many aliases include some sort of reference to royalty. Rex Glass, Duke Rose, Perseus Shah, Leon Prince, Monsieur Dauphin, a representative from Tsar Shipping...
  • Withholding Their Name: Only Juno knows that his real name is Peter Nureyev. As of season 3, so do Rita and whoever he's in debt to.
  • Work Off the Debt: The main reason he took the Carte Blanche job is because he's millions of creds in debt to the pharmaceutical company keeping Slip Jackson alive.

Carte Blanche

    Buddy Aurinko 

Buddy Aurinko

Voiced by: Sarah Gazdowicz

A retired thief who now runs the Aurinko Crime Family and Captain of the Carte Blanche.

  • Brutal Honesty: Kicks things off with her new crime family by telling them all point-blank that none of them are the best at what they do, and they need to rely on each other if they want to succeed.
  • Cyborg: She has a cybernetic eye and a cybernetic heart and stomach to match.
  • Eye Scream: Thanks to being exposed to Mars radiation for a prolonged period of time, one eye has severe nuclear damage.
  • Fiery Redhead: As described by Juno in "Juno Steel and the Time Gone By":
    Juno: The woman who’d just taken my drink was a bombshell, by which I mean she looked extremely dangerous and made a hell of an entrance. She had big plumes of flame-red hair trailing over her neck and half her face and a dress so avant-garde I would’ve believed her if she said she got it next year. The first thing she did when she sat down was put a blaster on the table in front of her and, in the process, reveal she had another one, two knives, and what looked like a grenade strapped to her leg. She looked ready for a war — hell, she looked ready to fight on both sides.
  • Hates Their Parent: Despises her father, Palomine, although what exactly he did to deserve it is unclear.
  • Morality Pet: She was the catalyst for Jet's Heel–Face Turn several years before the start of the series, although by their first appearance, Jet's clearly committed to doing good on his own.
  • The Needless: She jokes to Juno that, as a result of her radiation damage from the Cerberus Province, she's "allergic to food." Turns out it's because her mechanical stomach can't handle solids, and alcohol is all she needs to power her cybernetic organs.
  • Never Gets Drunk: As revealed in "Juno Steel and the Heart of it All", her cybernetic heart runs on alcohol; thus, she's constantly drinking, but never shows any signs of inebriation.
  • Official Couple: Vespa is her girlfriend. They get married in the season 3 finale.
  • Team Mom: Becomes this for the Aurinko Crime Family. Lampshaded by Rita.

    Vespa Ilkay 

Vespa Ilkay

Voiced by: Chloe Cunha

A specialist in field medicine and assassinations. Reunited with Buddy after being presumed dead for several years and is now a part of her crime family.

  • Combat Medic: A field medic who is also skilled in assassinations.
  • Handy Shortcoming: Vespa suffers from psychosis as a result of her radiation poisoning, and constantly experiences vivid hallucinations. This ends up being an asset in "Juno Steel and the Shadows on the Ship", when the Carte Blanche is attacked by a shapeshifter and Vespa, because she's spent so long learning how to distinguish her hallucinations from reality, is the only person who's able to correctly determine who her real crewmates are and who is the impostor.
  • Healthcare Motivation: After she almost died following a heist with Buddy Aurinko gone wrong, she was forced into slavery under the Board of Fresh Starts in order to work off her medical debts, and spent half a decade in indentured servitude as a mob boss's personal doctor and assassin.
  • Official Couple: Buddy is her girlfriend. They get married in the season 3 finale.
  • Through the Eyes of Madness: One of the symptoms of her radiation poisoning is that she often experiences hallucinations that vary in intensity based on her mental state. When she's narrating an episode, it's often hard to tell what's actually happening and what's just a hallucination. For example, "Juno Steel and the Shadows on the Ship" starts with her getting into an argument with Juno and Peter; it lasts for several minutes before the audience realizes that Peter's asleep in the medbay and Vespa's been hallucinating him the entire time.
  • Volleying Insults: Seems to happen quite often with Juno.

    Jet Sikuliaq 

Jet Sikuliaq

Voiced by: Alexander Stravinski

Also known as "The Man in the Brown Jacket", he is a pilot and initially met Juno after tailing him for Buddy.

  • The Atoner: He knows he can't truly make up for his actions in the past, but he's determined to do good in spite of them.
  • The Comically Serious
  • Conspiracy Theorist: Watching some of Rita's streams is enough to convince him that the government is secretly run by aliens in disguise.
  • Dark and Troubled Past: In his younger days, he was an infamous thief and a murderer. It is a past he is not proud of.
  • Red Baron: Known by many as "The Unnatural Disaster".
  • Spock Speak: His speech is stilted and overly formal compared to the rest of the main cast.
  • Venturous Smuggler: During the War, he made a living by smuggling goods across the Outer Rim border.

    Ruby 7 

The Ruby 7

The "best getaway car in the galaxy". Actually a shapeshifting alien currently being hunted by Dark Matters.

  • Artificial Intelligence: Renowned in criminal circles for its ability to analyze any situation and produce an optimal escape scenario. Beyond driving strategy, it seems to be capable of some degree of independent thought — it acts of its own accord several times throughout the series, and the whistles it produces in response to verbal commands have emotional inflection similar to a human's. Subverted as of the season 3 finale; its "artificial intelligence" is actually biological in nature.
  • Big Damn Heroes: Pulls the Aurinkos' unconscious bodies out of the ocean in "Juno Steel and the Mega-Ultrabots of Cyberjustice". Later, it finally assumes its humanoid form to help Juno escape the Carte Blanche before Dark Matters takes the ship into custody.
  • Blue-and-Orange Morality: It usually obeys the commands of the main cast, and has acted on its own to save their lives on multiple occasions... but it also allowed Miasma to use it to kidnap Juno and Nureyev, tried to force Jet to murder his pursuers with the bomb from the Iris of Jupiter job in "Juno Steel and the Tools of Rust", and may have sent the distress signal that led Dark Matters to the Carte Blanche. It clearly has some sort of moral code, but what exactly that is remains unknown.
  • Objectshifting: Is an alien that has assumed the form of a vehicle for at least the past decade.
  • Sentient Vehicle: A car with a mind of its own.

Hyperion City

    Sasha Wire 

Agent Sasha Wire

Voiced by: Sophie Kaner

An old friend of Juno's from Old Town. After over a decade apart, she comes back into Juno's life as an agent of Dark Matters.

  • Dark and Troubled Past: She and the boys decided to play a few mean tricks on her little sister for being a pest. She went missing and was presumed dead after Juno sent her into the abandoned munitions factory.
  • Put on a Bus: She's promoted to Dark Matters subdirector midway through season 1, and doesn't appear in person again...
    • The Bus Came Back: ...until the season 3 episode "Juno Steel and What Lies Beyond", when she and her agents crash Buddy and Vespa's wedding to take the Aurinko Crime Family into Dark Matters custody.
  • "The Reason You Suck" Speech: She lays into Juno about his self-centered worldview and martyrdom after their ordeal in Old Town.
  • The Stoic: Doesn't show much emotion, even when confronted with her past trauma. It's what makes her an effective Dark Matters agent.

    Mick Mercury

Juno's childhood best friend. Has made significantly less of himself than either Juno or Sasha. Prone to bad investments.

  • Blatant Lies: As a kid, he claimed he was "King of the Freeway" and made outlandish stories about his travels to Hyperion City. He was proven wrong when a building he claimed to have been in one day blew up that morning. But Sasha and Mick still hung out with him.
  • Break Them by Talking: While under controlled by the Theia Soul, he nearly convinces Juno to give in to Ramses' idea.
  • Mind-Control Device: He's the first person Juno and Rita encounter who is controlled by the Theia Soul. It's not pretty.
  • Power Trio: Sasha and Juno still adored him after he was proven a liar.
  • What the Hell, Hero?: Delivers one to Juno, right after he gets a harsher one from Sasha.

    Alessandra Strong 

Alessandra Strong

Voiced by: Kat Buckingham

A rival PI Juno met on a case. An ex-veteran who survived the war, known as 'Cockroach Strong' because she can survive anything.

  • Crazy-Prepared: Her time in the military and will to live means she'll carry two weeks of rations to a mission that was supposed to take a few days.
  • Dare to Be Badass: Encourages Juno to survive.
  • Determinator: Unlike Juno, she refuses to falter when things get ugly.

    Benzaiten Steel

The twin brother of Juno Steel. Died about twenty years before the start of the story.

    Omar Khan 

Omar Khan

Voiced by: Elliott Sicard

Captain of the 151st precinct of the Hyperion City Police Department.

    Pilot Pereyra 

Pilot Pereyra

Voiced by: Simon Moody

The notoriously corrupt mayor of Hyperion City.

  • Corrupt Politician: Their administration is known for taking bribes and has deep ties to many of Hyperion City's crime syndicates. Hyperion City's voting population doesn't seem to mind — according to the Promised Land liveshow, Pilot ran for office using the slogan "if the bad guys get to use bad guys, why don't we?".
  • High-Heel Power: According to Juno, in "Juno Steel and the Promised Land":
    Juno: Pilot Pereyra, mayor of Hyperion City for four years running, was famous for their stiletto heels. They had a new pair in a new hideous color every week, and Pilot made killings off of them. Both in the literal sense – just ask Sal Barone, found floating in Mars’s orbit with two of Pilot’s heels jammed into his throat – and in the financial sense – like how for a year after, every crime boss in Hyperion paid Pilot hand over fist for a pair like the one that killed Barone.
  • Villainous Breakdown: Their life goal was to find the Free Dome; they have one of these at the end of "Juno Steel and the Promised Land" when they realize the Free Dome was never actually built.

    Ramses O'Flaherty 

Ramses O'Flaherty, aka Jack Takano

A mayoral candidate who wants to end the corruption plaguing Hyperion City. He hires Juno Steel to protect him during his campaign.

  • The Atoner: Deconstructed. After he steals Sarah's intellectual property and ruins the lives of her and her sons, he's filled with guilt and vows to spend the rest of his life doing good to make up for what he's done. However, his idea of "doing good" usually falls under either "throw copious amounts of money at a problem until it goes away" or "take away people's free will so they can't do bad things".
  • Big Bad Friend: In "Juno Steel and the Promised Land", he's revealed to be the cause of Juno's malfunctioning eye, the person who hired Piranha and the Proctor, and the perpetrator of the real estate scam, Maia King's attempted assassination, and the sabotage of Polaris Park. He hired Juno Steel not to protect him, but to take out Pilot Pereyra so that O'Flaherty can win the mayoral election by default.
  • Buy Them Off: After he stole Andromeda: Chainmail Warrior from Sarah Steel and made millions off of it, he felt guilty and tried to send Sarah most of the profits. When Sarah refused to accept the money, he got mad and filed a restraining order against her.
  • Mr. Alt Disney: When he went by Jack Takano, he managed Northstar Entertainment in much the same way Disney managed his own company. And of course, there's his ambition to create a futuristic utopia.
  • Mysterious Backer: In return for protection during his mayoral campaign, he pays Juno handsomely and provides him with the THEIA Spectrum, a top-of-the-line cybernetic eye that, according to Juno, costs as much as "an army that will do your shooting for you".
  • Shadow Archetype: He represents Juno's worst traits taken to grotesque extremes - his ego and obsession with doing good, regardless of the feelings of others.
  • Villain with Good Publicity: Under both of his identities. Jack Takano was lauded by the public as one of the greatest creative minds of all time - they were unaware that the project that made him famous, Andromeda: Chainmail Warrior, was a property he stole from Sarah Steel. Ramses O'Flaherty wins his mayoral election by a landslide; even after his death, he's considered the best mayor Hyperion has ever had and posthumously declared a galactic hero. (To be fair, he did institute rent-controlled affordable housing that ended up keeping millions of people off the streets... it's just that he was also planning to mind-control everyone living in said affordable housing units before Juno and Rita thwarted his plans.)
  • Well-Intentioned Extremist: He truly wants to end corruption in Hyperion City and keep its citizens safe. Unfortunately, his plan to do this is to use the THEIA Soul to mind-control everyone in the city and stop them from making dangerous choices.

  • Arms Dealer: They made and sold weapons during the war.
  • My God, What Have I Done?: Seeing Jet set off one of their bombs, resulting in the death of fifteen people, triggered this reaction in them.
  • Redemption Equals Death: After decades of designing weaponry responsible for the death of millions, they have a Heel Realization and decide to atone for their actions; by the time Jet meets them again, they've abandoned all of their weapon projects and have been exclusively making munitions that intentionally don't work and inventions to help refugees in the Outer Rim. Then Dark Matters, who'd been protecting them since the end of the War, decides they're no longer useful. Dark Matters storms M'tendere's base and shoots them; they die in Jet's arms.
  • Technological Pacifist: They become this after witnessing the destruction their weapons cause for the first time. The next time they meet Jet, they are making a battery that could power the Outer Rim for centuries.
