Voiced by: Tom Kenny (English), Kaihiamal Martínez (Latin American Spanish)

An animatronic bear that is the Mascot of his namesake pizza restaurant, he gains sentience after being rebuilt and reprogrammed by Donatello and goes completely mad.

  • A.I. Is a Crapshoot: Bugs out in his performance when low on battery, then got shocked into his new personality.
  • Anti-Human Alliance: Wants justice for animatronics by turning humans into their entertainers.

    Baxter Stockboy

A young stock boy who runs an online video show that he's hoping will make him famous.

  • Adaptation Name Change:
    • He's a young version of franchise-wide nemesis Baxter Stockman, and his surname is changed to "Stockboy" to play upon this.
    • His trademark Mouser robots appear in "The Mutant Menace", but he refers to them as "microbots".
  • Adaptational Nice Guy: He’s arguably less villainous than he usually is. While Stockman was an evil scientist who performed on living organisms, Stockboy primarily wants to make money and a name for himself by making videos, which he does by putting people in danger, but is still far less actively evil than usual.
  • Age Lift: He’s much younger than how he appears in most iterations, going from an adult man to a little boy.
  • Badass Normal: Stockboy doesn’t have any powers, but is intellectually gifted for someone of his age. He has the Gumbus robot and his microbots to prove it!
  • Canon Character All Along: He's initially presented as a new character, and just a Distressed Dude whose misfortune brings the main characters to the plot, but the end of his debut episode reveals that he's this series' incarnation of TMNT antagonist Baxter Stockman.
  • Child Prodigy: Despite being a little kid, his intelligence is enough to rival that of both Donnie and the Purple Dragons.
  • Cut Lex Luthor a Check: Stockboy wants money, but only thinks to use his advanced robotics for a "Scooby-Doo" Hoax meant to get publicity for his online videos.
  • His Name Really Is "Barkeep": He's a grocery store stock boy, makes videos under the name "Stockboi", and his family name is "Stockboy". April makes fun of him having such an on-the-nose name.
  • Mythology Gag: He has the hairstyle of the 2003 version, serving as a quick hint to his identity in his debut.
  • Robot Master: Like most versions of Baxter Stockman, he's creates robots for his schemes, though his initial one is piloted.
  • Shorter Means Smarter: Justified due to being younger, although overall it's still a Vague Age whether he's a Child Prodigy or Teen Genius.
  • Truer to the Text: Baxter Stockman is traditionally depicted as working with the Foot Clan, which started back in the 1987 cartoon, with (almost) all later adaptations using this approach in some way. But in Rise, Baxter Stockboy has no ties to the Foot Clan at all, which, despite Stockboy being younger and slightly less evil, is actually a bit closer to the original comics, where Baxter was an independent antagonist who never worked with Shredder or the Foot Clan (and possibly never even knew about them to begin with).
  • Younger and Hipper: In previous incarnations, he's an adult. Here, he's a young boy. Hence why he's called "Stockboy" instead of "Stockman".

    Mrs. Cuddles
Voiced by: Eliza Jane Schidner
An adorable rabbit doll that is the star of a popular children's television show, she's actually a Youkai who gains life energy by feeding off the screams of others.
  • Chainsaw Good: When she gets her hands on Donnie's Tech-Bo, she uses its chainsaw function.
  • Fate Worse than Death: She's a youkai who's stuck being the main character of a kid's show, and thusly almost never hears the screams she needs to be more than an inanimate doll.
  • Kryptonite Factor: While the fearful screams of others empowers her, laughter weakens her.
  • Make My Monster Grow: She grows in size as she absorbs power from screams.
  • Ridiculously Cute Critter: She's quite adorable for a youkai that feeds off the fearful screams of others.

    The Purple Dragons Tech Club

A club at April's school who moonlight as criminals.
  • Adaptation Deviation: Probably among the most significantly reinvented aspects of the TMNT mythos for this series, even after Baxter Stockboy. Rather than being a New York gang who works under the Foot Clan, they're a tech club comprised primarily of three teenagers who commit cyber-crimes. The gang also have no relation to the Foot Clan, with the Purple Dragons generally being a subsidiary of that organization.
  • Adaptational Intelligence: Previous iterations of the Purple Dragons weren’t portrayed to be very smart, but in Rise, they’re quite talented with computers and other tech based activities/crimes.
  • Big, Thin, Short Trio: Jeremy is the “Big”, Jase is the “Thin”, and Kendra is the “Short”.
  • Butt-Monkey: Jase is regularly mocked and abused by the other Purple Dragons. When Donatello joins the group, Jase is initially excited because he believes it means he's no longer at the bottom of the totem pole, only for Kendra to immediately squash his hopes on that matter.
  • The Cracker: They use their hacking skills for crimes, including robbing a bank. They also just steal things physically.
  • Evil Is Petty: Their second appearance is them trying to kill Donnie's brothers with his own tech, simply in revenge for their first confrontation.
  • I Know Your True Name: They call Donnie by his alias Othello Van Ryan in "The Purple Jacket". However, they call him by his real name in "The Purple Game", likely learning through hacking his gamer profile.
  • In Name Only: The Purple Dragons are generally a street gang subsidiary to the Foot Clan in other incarnations, whereas this one is a tech club with no relation to the Foot.
  • Nerdy Bully: A tech club with a smug sense of superiority towards other tech geeks, including hanging them on their computers by the underwear. That's before they turn out to be outright criminals.
  • Smurfette Principle: Kendra is the only female Purple Dragon.
  • Tuckerization: All three of them were named after crew members who worked on the 2012 series.
  • We Used to Be Friends: Subverted—April and Kendra have known each other since they were in Kindergarten, but it's unknown if they were ever actually friends at any point before the start of the series.

    Kristoff Van Bradford

Voiced by: Peter Stormare
An actor and martial artist who opened up several dojos across New York, replacing ones formerly owned by Lou Jitsu.

    Marcus Moncrief
An actor who plays the role of 'Jupiter Jim' in various sci-fi movies that the Turtles are fans of.
  • Alliterative Name: Marcus Moncrief and his famous role of Jupiter Jim.
  • The Cloudcuckoolander Was Right: Played with. While he considers his former sidekick Red Fox and the scorpion creature he tracks down in his second appearance as aliens, they actually do turn out to be non-human. Specifically, a Yokai and a mutant.
  • Heel–Face Turn: While still crazy, he's much more benign by the end of his first appearance, and makes a genuine effort to be a superhero in his second appearance (albeit largely ineffectual).
  • Lost in Character: Not only does his apartment look exactly like a set piece from his films, but he's convinced that fans costumed up as enemies he's faced off against are real. And he sets his sights on the turtles...
  • Meaningful Name: An old definition of Marcus means "to harvest". In his first appearance, he collects cosplayers dressed as monsters and puts them on display.
  • Scary Black Man: Jupiter Jim Ahoy! reveals that Marcus got so into his character as Jupiter Jim that he's gotten to the point of paralyzing numerous cosplayers dressed up as enemies of his films.
  • Show Within a Show: He plays the role of Jupiter Jim in numerous '80s sci-fi films.

Other characters

    Jessica Jaclyn

A wrestling referee and broadcaster.

  • Alliterative Name: Jessica Jaclyn.
  • Combat Referee: Especially when her wrestling matches become no-rules grudge competitions.
  • Large Ham: Her career as a professional wrestler announcer, naturally she puts on an excitable announcer personality.
  • Ms. Fanservice: She is an attractive, curvy woman with a large bust, flexible legs, Hartman Hips, and managed to get in a Boobs-and-Butt Pose in her debut episode.
  • One-Shot Character: She solely appears in one episode and is never seen again in the series outside of a single brief cameo.
  • Perpetual Smiler: She is usually seen with a big smile on her face.
  • Screw the Rules, I Make Them!: Throughout her debut episode, she constantly keeps changing the regulations of the wrestling matches to keep things exciting. The wrestling match between the Turtles and Ghost Bear ultimately ends with her declaring herself the victor.
  • Xanatos Speed Chess: Even when the unexpected keeps happening during her wrestling matches, like Leo accidentally falling on top of and knocking out Ghostbear when she was able to declare him champion, she just rolls with it. As long as her wrestling matches are exciting, she still makes money off of them.

    Lou Jitsu (Unmarked Spoilers)

A famous action movie star that the Turtles are a big fan of and whose films Splinter uses as training material. We later find out that there's more to him than meets the eye...

  • Adaptation Personality Change: Most previous incarnations of Hamato Yoshi were disciplined and peaceful men who were heavily devoted to tradition. Lou Jitsu, on the other hand, was a loud and bombastic movie star who completely blew off his clan's duties for fame and fortune.
  • Adaptational Attractiveness: To go with the Adaptation Personality Change above, while most versions of Hamato Yoshi are distinguished but otherwise reserved middle-aged men, if not older, Lou Jitsu happily flaunted his good looks and sex appeal in his prime.
  • Animal Motifs: He has a phoenix as a main decorative motif on his jumpsuit symbolizing his metaphorical death as Lou and his rebirth as Splinter.
  • A Day in the Limelight: "Goyles, Goyles, Goyles" focuses on the day he became mutated into Splinter and took the turtles that would become his sons.
  • Badass Normal: He was a former Battle Nexus Champion and seemingly the only human to ever have won the Battle Nexus. He was so skilled that Baron Draxum, whose opinion of humans is low, decided to use his DNA for his mutant army. Given that he's really Hamato Yoshi, this shouldn't come as a surprise.
  • Blaxploitation Parody: His movies reek of an Asian spin on Blaxploitation and are heavily played for comedy. The fact that he took a stage name based on a martial art instead of using his real name of "Hamato Yoshi" only amplifies the satirical angle.
  • Broken Ace: A handsome, famous, not to mention genuinely skilled martial artist... who was kidnapped and forced to be a gladiator by his own lover (who turned out to not even be a human at all), resigned himself to be a warrior alchemist's guinea pig, and was then turned into a rat-human hybrid for trying to save the innocent test subjects of said alchemist.
  • Canon Character All Along: "The Evil League of Mutants" heavily implies, and "Shadow of Evil" confirms, that he's this series' incarnation of Splinter. "Insane in the Mama Train" further reveals that Lou Jitsu is just a stage name and his actual name is indeed Hamato Yoshi.
  • Character Catchphrase: He shouts "Hot Soup!" in his films. It's so iconic that he even has a video game called "Hot Soup!" In fact, it's a bit of Foreshadowing when Raph shouts it in "Origami Tsunami" because he was imitating his father.
  • Chekhov's Gunman: After he's introduced in "Origami Tsunami", get used to seeing his face since "The Evil League of Mutants" reveals that he's not just an action film star...
  • Chick Magnet: Lou Jitsu was known to be a ladies' man. A flashback in "Turtledega Nights: Rat Man" has a cat yokai swoon over him (and the same one swoons over him years later), while "The Ancient Art of Ninja Hide and Seek" and "Many Unhappy Returns" reveals that he has history with Big Mama.
  • Composite Character: Combined with Spared by the Adaptation, but much like his 1987 and 2012 incarnations, he's a still living Hamato Yoshi who mutates into Splinter, not a dead man whose pet becomes mutated and the Turtles' mentor.
  • Cool Shades: The sunglasses he always wore were gold and shiny.
  • Cuteness Proximity: "Goyles, Goyles, Goyles" had him coo over the baby turtles that would eventually become the "Mad Dogs", even giving pre-mutated Leo and Raph the names "Green" and "Green #2"
  • Despair Event Horizon: "Goyles, Goyles, Goyles" has him exhausted from fighting in the Battle Nexus, to the point that he's sworn off fighting.
  • Delinquent Hair: He rocked an epic pompadour.
  • Friend to All Living Things: "Goyles, Goyles, Goyles" had him befriend a rat when he was stuck meditating in his cell and he cooed over the turtles. Unfortunately, his rat friend bit him seconds before Lou was covered in mutagen...
  • Hero of Another Story: Lou had an interesting life; aside from being a famous movie star, he's also a former Battle Nexus Champion and has history with Big Mama too!
  • Improbable Weapon User: He was known for this, with Splinter trying to train his sons with movies involving ladders and fish in "The Evil League of Mutants". Baron Draxum actually recognized this fighting style from the turtles, making him realize that Lou was still out there.
  • Interspecies Romance: He was a ladies' man both in the human and Youkai realms. A flashback shows him making a cat mutant swoon with a flirtatious wink, and it's implied in "The Ancient Art of Ninja Hide and Seek" that he had a romantic history with Big Mama, then confirmed in "Many Unhappy Returns". Granted, he wasn't aware that Big Mama was a Youkai at the time before she revealed her true form, despite the really obvious signs.
  • Ladykiller in Love: He genuinely fell in love with Big Mama and was planning to propose to her. Unfortunately, that pretty much flew out the window after she revealed her true form to him and kidnapped him to become a Battle Nexus combatant. As shown by the way he looks at the picture of him and Big Mama when he retrieves it he likely still can't help but hold a candle for her.
  • Mr. Fanservice: He's a very handsome man. The show also likes emphasizing his chest and backside.
  • Mundane Utility: Downplayed. Hamato Yoshi used his impressive martial arts skills to become a movie star called Lou Jitsu rather than commit to his duties to stopping the Foot Clan.
  • Never Found the Body: Draxum mentions that the last he saw of Lou was when his lab was destroyed and he took the turtles with him. Because Lou Jitsu would eventually become Splinter.
  • No Celebrities Were Harmed: His name, along with him being a movie star martial artist known for improvisation is most likely based on Jackie Chan with a little Bruce Lee on the side.
  • Punny Name: It's a play on either "Jiu Jitsu", a type of martial art or "Ninjutsu" which is the fighting style of ninjas. The latter is probably forshadowing that Lou is Splinter.
  • Rage Breaking Point: "Goyles, Goyles, Goyles" has him absolutely exhausted from the Battle Nexus fights and swearing off fighting...until he learns that Draxum wants to mutate the baby turtles for his army. Cue pissed off rampage.
  • Show Within a Show: He's the star of various action films that the turtles watch and Splinter uses as teaching material. "Hot Soup: The Game" even shows he had his own video game based on him. Of course it makes sense Splinter would be so attached to these films and video game since he was Lou Jitsu.
  • Significant Double Casting: He has the same voice actor as Splinter. Because they're one and the same.
  • Spared by the Adaptation: Combined with Composite Character, but much like his 1987 and 2012 incarnations, he's a still living Hamato Yoshi who mutates into Splinter, not a dead man.
  • Stage Name: Lou is this to Hamato Yoshi/Splinter.
  • Two Aliases, One Character: He's Splinter before he was mutated into a rat man by Baron Draxum.
  • Walking Spoiler: It's safe to describe him as an action star that the Turtles are fans of. Anything past The Evil League of Mutants and Shadow of Evil however...
