The American People's Commonwealth is a nation of socialists who swear no loyalty to the Soviet Union, condemning it as a fascist abomination. In 1987, when the US finally collapsed, these like-minded activists enforced their iron grip, expelling all upper class civilians, or at least the ones who hadn't left yet. Since then, however, the economy has stagnated and the industrial might of the Commonwealth has collapsed, and it is stuck in a never-ending political deadlock between Noam Chomsky and the Central Committee. This unusual enemy of the Soviets must get back on its feet before the Soviets or the southern Remnants take it all way.The American People's Commonwealth is the work of Noam Chomsky and Bernie Sanders. Initially the movement in the now-APC wasn't unified. Sanders called on Chomsky to unite the country, which he did. By 1990 the "revolution" was complete. Sanders brought moderates together with the far left, which is where the Old Guard, former supporters of Bernie, comes from. When the Central Committee, home base of the New Guard, gained more power and Chomsky had failed to implement his promised reforms, Bernie backed down from national politics. He retired to Vermont, only to become Governor later on when appointed by his predecessor and loyal to the state trade councils, long after the murder of his family.
  • Civil War: There are a couple of times this can happen, depending on the path in the focus tree taken:
    • Sam Webb and his Communist Party of the APC will join up with the New Guard and rebel if Chomsky wins the power struggle and dismantles the Central Committee.
    • Moderates and supporters of Bernie Sanders in New England, New York, and Lower Michigan can split from the Commonwealth in opposition to the increasingly authoritarian New Guard if the Central Committee impeaches and removes Chomsky from office.
  • Chummy Commies: The American People's Commonwealth under Noam Chomsky completely rejects the Soviet version of communism and tries to build a post-capitalist society on their own, emphasizing the democratic and humanistic aspects of socialism. While the APC government has many internal problems of their own and is largely dysfunctional, it can maintain libertarian socialist ideals in the face of challenges, going as far as establishing direct democracy and abolishing the wage system.
  • Dirty Commies: While the leadership of the APC include some communists, the general attitude towards communists is of distrust. The APC dislike the Soviet Union as they view it as counterrevolutionary and authoritarian. Furthermore, through certain player choices, the communists led by Sam Webb will break off with the coalition and join up with the New Guard in their civil war against Chomsky.
  • We ARE Struggling Together: The American People's Commonwealth was created by a coalition of libertarian socialists, Soviet-style authoritarians, social democrats and anarchists. As a result their government is more concerned with internal squabbles than getting anything done. This will often boil over into outright civil war depending on the path taken
  • Red Scare: The Old Guard of the APC (as well as most other Revolutionary Socialist states and parties) may be on the left, but are also anti-Soviet. They view the Soviet form of communism and socialism go against the revolutionary principles of Marx, and are therefore not true socialists.

Noam Chomsky is the current president of the American People's Commonwealth. He wishes for a Anarcho-Syndicalist nation to truly free the American people, but is constantly thwarted by the New Guard of the Central Committee. However with his health deteriorating, Noam needs a good reason to achieve his goals, but such an event could be his demise.
  • Historical Badass Upgrade: Chomsky is a historian, philosopher, and linguist professor at MIT and the University of Arizona. He is also a prominent Libertarian Socialist, critical of Neo-Liberalism, Imperialism, and Capitalism. In Red World, he is now President of the APC, and actively works to thwart the Central Committee's attempts to centralize power form themselves.

The Central Committee is the highest legislative body of the American People's Commonwealth.A major political institution in the Commonwealth, its members appointed by the Trade Councils. The Committee's purpose, in theory, is to serve as the primary advisors of the President, as well as ensure the Head of State doesn't abuse their power thanks to the Committee's ability to impeach them. However, this system has not worked so well in practice.The Central Committee – in its current state – is controlled by the New Guard, a group of young and talented, albeit power-hungry and ruthless politicians, who wish to turn the APC into a more centralized, authoritarian socialist state. Their efforts are continuously blocked by President Noam Chomsky, who is fundamentally opposed to their ideas. The Committee wishes to impeach Chomsky, but is currently unable to do so, as his popularity among the governors and Trade Councils means doing so would be political suicide. This conflict leaves the APC in a state of constant political deadlock, with neither faction able to pass their desired reforms.
  • Arch-Nemesis: Chomsky and the Central Committee have little love for one another. The Committee is secretly plotting to impeach Chomsky by fabricating a scandal, while Chomsky is actively working to diminish the Committee's power in favour of the other trade councils.
  • Kangaroo Court: If the Central Committee wins in the civil war against Chomsky, then they will try all of his supporters in a rigged jury to consolidate their power.

The leader of the Technocratic Council who has chosen to side with Chomsky's Commonwealth as a small faction of the Central Committee. He's not too keen on Chomsky's Libertarian policies and will expose Chomsky if a scandal is fabricated against him, but is still willing to ally with him regardless of his twisted Oligarchic view of how Socialism should be run.
  • Emperor Scientist: Gates is a believer of Technocracy, an authoritarian quasi-socialist intellectual oligarchy. Although normally Technocracy would be against economic leanings, but Gates and his ideology Gatesism is a form of Socialist Technocracy where socialist intellectuals should run the Commonwealth instead of Unions, Councils or Committees.
  • Richard Nixon, the Used Car Salesman: In real life, Bill Gates is famous for co-founding Microsoft and being one of the richest individuals in the world. In RW, he is the leader of a technocratic faction within the Central Committee and can become the undisputed leader of the American People's Commonwealth, if not the entirety of the United States.
  • The Purge: Gates will purge the moderates throughout the Commonwealth if he consolidates power.

Automotive Council

The Automotive Council is one of the trade councils, whose members are appointed by the state governors to manage the Commonwealth's economy. If the player goes down the Bernie path, but chooses to have Bill Gates release the secret documents before the inauguration, Sanders will be executed, and Chomsky will appoint the Automotive Council as the executive. This allows the player to go through the Detroit Constitution focus tree branch.
  • Government Conspiracy: Subverted. The Automotive Council are the only council that are not responsible for conspiring the potential murder of thousands of politicians opposed to Sanders for challenging Chomsky. The military see this as a justification to give them power.

Grand Trade Council

Bernard "Bernie" Sanders was born into poverty in Brooklyn. He was a prominent activist for many leftist and egalitarian ideas, married a woman named Jane Driscoll and had three children, but everything changed for Sanders when the United States was officially dissolved by President Reagan. Working with Noam Chomsky, Sanders helped establish a Revolutionary Socialist state in Northeastern America, forming the American People's Commonwealth. But, on the 8th of March 1990, when Sanders was visiting Portugal, tragedy struck. The Central Committee-aligned Vermont governor waged a brutal crackdown on all who opposed him within his state without the approval of Philadelphia's government, leading to the horrible murder of Bernie's entire family. Since then, he has resented the Central Committee and vowed to never let such terror hurt anybody ever again.
  • Off with His Head!: His fate if Bill Gates reveals his plot to the Central Committee.
  • Short-Lived Leadership: Sander's leadership of the Moderates' Revolt doesn't last long before he commits suicide not long after the People's Commonwealth declares war on the rebels.
  • Walking Spoiler: Bernard "Bernie" Sanders, a presidential candidate for the American People's Commonwealth. To put simply, his role in Red World isn't what he initially seems.

Sam Webb

The most influential communist in the Commonwealth, Sam Webb and the CPAPC are currently in an uneasy coalition with the Noam Chomsky and the IWW. He'll start a civil war against Chomsky if the Central Committee is disbanded.
  • Dirty Communists: Webb follows the American Communist line from the Pacific States which are already oppressive enough, but he'll Declare war against Chomsky if he disbands the authoritarian New Guard., and can be the puppet of the Soviet Union if they decide to annex and puppet the American People's Commonwealth.

  • Politically Incorrect Villain: A given for any neo-Nazi, Strom holds great contempt towards Africans (his first focus deems them to be incapable of adhering to any Western religion), Catholics, the Jews, and just about any religion that doesn't adhere to his twisted beliefs.

The American Republic, or as it is more commonly known around the world, the Remnants, is the 'official' successor state of the United States of America, having been established by Vice President Bush when he seized control after Reagan's resignation and dissolution of the United States. Initially a one-party state under the Republican Party, the American Republic is currently a dominant-party state where the Republican Party, thanks to a cult of personality surrounding the late President Bush, consistently wins both the presidential and congressional elections. However, the Republic continues to be unrecognized by many nations, and with economic issues compounded by the flight of business executives to Canada and the United Kingdom having plagued the 2000s decade, incumbent President Donald Rumsfeld faces a great challenge to his leadership from not just the charismatic Jeb Bush, son of the late President, but also from opposition candidates such as Robert Bentley of the moderate conservative Independence Union and David Duke of the fascist National Renewal Party. The future of not only the Republic, but the entire North American continent holds in the balance as the 2010 elections inch closer.
  • Balkanize Me: Since the Soviet Union is more powerful than in OTL, America was dismembered into various smaller countries.

Many states have merged together by the start of the mod since then, but America is still divided into several nations whose leaders would rather see each other on guillotine rather than in a union of any kind.

  • A House Divided: The Republican Party ends up being split between a faction supporting the re-election of Donald Rumsfeld and another supporting Jeb Bush shortly before the 2010 elections are underway. This gives the Independence Union and National Renewal Party a chance at actually winning the election and ending the Republican dominance.
  • Irony: The remnants of the Republican Party, explicitly formed to combat slavery, are now based in the Deep South and control almost all of the Confederacy's old territory. Similarly, it's the moderately conservative Independence Union that can restore the Confederate States of America, something which not even the KKK is able to do in their path.

  • The Republic: They like to style themselves as this, though in practice the American Republic is more of a one-party state dominated by the Republicans than anything. Robert Bentley can end up turning the nation into a more truer example of this though, granting more liberties and attempting to peacefully reunify with the rest of America instead of using force.
  • Sword of Damocles: The reason why the APC didn't immediately seize Washington D.C. and put an end to the remnants during the Great American Collapse is because of the entire southern military being at George H.W. Bush's disposal due to their loyalty to him. Attempting an invasion of D.C. would only invite the young nation retaliation from the South.
  • Take a Third Option: Instead of pursuing either a pro-corporate or pro-worker economic policy, a Republican president can choose to borrow Centrist ideas on economics. This can end up paying better in the long run when America is reunified.
  • Undying Loyalty: The American Republic being based in and controlling the Deep South is the result of this. Despite the southern states gaining independence when Ronald Reagan dissolves the US, the southern governors were still loyal to Vice President Bush and declared their support for him. In the end, Bush relocates the remains of the US government to Atlanta and urges all his loyalists to flee southward.
  • Vestigial Empire: The United States has gone from a military and economic powerhouse that acted as the bastion of democracy in the West to a small republic in the American South barely clinging onto life whose economy has stagnated.

The second president of the American Republic, Donald Rumsfeld is a member of the Republican Party. With the 2010 elections coming up, people are wondering if he will be able to be re-elected what with the sheer unpopularity of his hawkish foreign policy and his neglect of key domestic issues.
  • Authority in Name Only: Rumsfeld technically has the full support of the Republican Party at the start of the mod, but a faction supporting Jeb Bush is slowly gaining support within the party. Any pretensions that Rumsfeld is holding the party together are shattered when Jeb and his faction split the party in half through a separate nomination of Jeb as the Republican candidate.
  • Gameplay Story Segregation: Rumsfeld is hated by the Jeb-supporting faction of the Republican Party for only interfering in foreign affairs and wars, while simultaneously ignoring the sorry state of the economy and being unwilling to reunite the Former United States. After a 2010 Election victory, not only does Rumsfeld attempt to fix the economy later down the line but he will eventually go on a campaign to reunite America.
  • History Repeats: Shortly before the 2010 elections, a Second Yemeni Civil War breaks out and the Al-Islah government reaches out to Rumsfeld and his government for support just like last time. It's up to Rumsfeld whether he's going to help them or not.

California, Washington and Oregon became independent nations after the dissolution of the USA, but a significant portion of their legislatures were dominated by the CPUSA, after state elections during the 1980s. This meant that one by one, the three states were thrown into economic and political chaos as gridlock consumed them. In California, Jerry Brown resigned just weeks into his Presidency of California due to pressure from communist and socialist parties, who had briefly formed a united front. This meant that the far left had a majority in the Californian assembly (combined the communists and revsocs dominated). With this immense power and the communist Speaker of the Assembly, they refused to swear in the Vice President (former Lieutenant Governor) as Brown's successor. Subsequently a group of democratic loyalists tried to overthrow the assembly and arrest communist party members, but it backfired when the people of Sacramento (at the time the seat of the assembly) rose up against the clique. The coup was stopped and the united front used it as a pretense to assume total control. The rest of the assembly had limited constitutional powers to stop the appointment of Angela Davis as the new President of California, thus she was sworn in a day after the attempted coup. Things played out similarly in Washington and Oregon, but since they had communist majorities with Democratic governors, both states had voted for Davis in the 1984 election.Once Davis had become President, the legislatures took action and forced the respective Presidents of Oregon and Washington to resign. Because of this, far less blood was shed in Washington and Oregon, as the communists simply took the executive branch. However, once Davis became President, the united front collapsed and the Assembly was once again thrown into chaos. With support from part of the military who had sworn allegiance to the communists after their historic win, Davis purged the revolutionary socialists and forced many into exile. Because of this, the following week became known as the Californian Red Terror. Davis had begun to purge the entire Assembly until the Communists held every single seat; for those who wouldn't budge under manipulations she would use her influence in the military and police to condemn them in a mock trial. At the end of the Red Terror she proclaimed the Californian People's Republic, which resulted in numerous rebellions across the country, which were relatively quickly put down. Not long after, Washington and Oregon followed suit and formed the Washington People's Republic and the Oregon People's Republic.The entire West Coast now consisted of the three People's Republics and only a few days later, they held a summit to unite under the Union of American People's Republics with Davis as President and follow the same system as the USSR with the country being a federation of Soviet Socialist Republics.
  • Commie Land: The UAPR is a Marxist-Leninist style communist state made out of the former Pacific states. It is also the most widely internationally recognized of the American breakaway states, as the USSR dominates the world in terms of influence.
  • Red Scare: Prior to the Great American Collapse, Communist politicians had significant gains in popularity in the Pacific states, to the point where Communist governors, state and federal representatives were elected with a majority. This further destabilized the political situation, and made the fears of the Mccarthy era come true.

Following months of unrest in Washington and Oregon (known in-game as the Cascadian Troubles), the UAPR government cracks down hard on a farmers' revolt in Wenatchee. After the rebels are executed, dissent increased throughout the Cascadia region, resulting in further crackdowns against protests. Eventually, a group of democrats form the Popular Front and occupy Leavenworth, in hopes of gaining leverage in obtaining concessions from the UAPR leadership. When the demands are refused, Cascadia begins a full scale rebellion.
  • Civil War: Cascadia comes into existence after it rebels against the UAPR. This either delays the Union's campaign to reunify the USA under a Communist regime, or, in the event of Cascadia's victory, results in the downfall of the Communist Party of the Union and rise of the Liberal Golden Gate League led by Kamala Harris.
  • We ARE Struggling Together: During the conflict, the rebels are made up of an alliance known as the Popular Front, ranging from nationalists to Liberals to moderate socialists. If Cascadia triumphs in achieving independence, the coalition breaks down with Walden's attempt to maintain his power.

  • Alas, Poor Villain: Covington is a Neo-Nazi that helped bring about a fascist paradise in Montana, but it's hard to not pity him when he suffers a stroke and loses what little power he ever had to either Garrison or Trochmann.
  • Authority in Name Only: While portrayed as the de jure fascist leader of Montana, Covington has little to no influence outside of Great Falls and his loyal members of the Freedom Alliance. The Montana militias are mostly loyal to Garrison, making him the de facto leader of Montana.
  • Puppet King: In truth, Covington is just a figurehead for Garrison and the man's militias while he wields little power at all.

It was likely that Montana was formerly part of the Midwest Union until far-right militias started to take control of the region. Amongst these militia groups was a man named Ben Garrison. Alongside the well known Neo-Nazi militia leader Harold Covington, Garrison soon overthrew in Governor Goodover in the "March on Great Falls", which was fought between three primary forces, the "Garrison Militias", the "Covington Militias", and the Montanan National Guard.
  • Richard Nixon, the Used Car Salesman: In OTL, Garrison is a far-right political cartoonist and internet troll. He has amassed controversy for antisemitic, islamophobic, and sexist remarks and depictions in his work. In Red World, he has become the extremist leader of the Montana militias, who helped create the militia paradise in Montana.
  • Right-Wing Militia Fanatic: In addition to being one, he's their de facto leader. This makes him the real leader of Montana, with Covington as a powerless figurehead.

The Union of Lincoln is a country in Northeastern America. It borders Montana, Utah, and the UAPR. Ironically, despite being named after the emancipator, Abraham Lincoln, the Union of Lincoln is an isolationist, white ethnosocialist homeland led by the Neo-Nazi Richard Spencer.
  • Asshole Victim: Should they get conquered (which they will), nobody is going to be missing them any time soon.
  • Arch-Enemy: The Union of Lincoln and Montana both hate each other. The Union has no economy and has difficultly equipping a single division, while the under-equipped Montanan militias are more occupied squabbling between themselves, so nothing comes out of it.
  • Bullying a Dragon: The Union of Lincoln occupies a portion of Cascadia despite being woefully weak compared to the UAPR. The only thing that protects it from invasion is the disagreements between the Cascadian SSR and the Party bigwigs in Los Angeles.
  • Butt-Monkey: The Union of Lincoln starts out with nothing but a single civilian factory. Even if the industry tree is rushed to build a single military factory, by that time the UAPR has already come knocking. Not only that, but if Cascadia wins the UAPR civil war, it will also invade the Union of Lincoln.
  • Commie Nazis: The Union of Lincoln is one of the few National Bolsheveik states in the world at the start of the game, aside from Gaddafi's Arab Islamic Republic. In short, their political system is "Socialism for White people only."
  • Irony: The country named after Abraham Lincoln is an isolationist Neo-Nazi state that follows the National Bolshevik ideology.
  • Last of His Kind: In many playthroughs, the Union of Lincoln is usually the last National Bolshevik nation left in the world. This doesn't last, as the UAPR is typically not far from invading. If either Gaddafi wins the Libyan Civil War or Bernie Sanders becomes president of the Commonwealth and proclaims the Greater American Union, this trope is averted.
  • Zero-Effort Boss: The Union of Lincoln can barely equip a single division. Any war against it will be swift and quick.

  • Butt-Monkey: Texas can't catch a break at all. After gaining independence, Mexico immediately occupied their southernmost part without much resistance. Following the 2010 Elections, their entire senate is killed in a brazen pro-American Republic terrorist attack that utterly decimates the Texan government. Not long after this, the American Republic will send an ultimatum to either become an American state or a puppet republic. The A.I. will reject the ultimatum most of the time, and the resulting war is almost always a one-sided Curb-Stomp Battle.
  • Mexico Called; They Want Texas Back: Mexico took advantage of the turmoil during the Great American Collapse and reclaimed southern Texas and part of New Mexico.
  • Puppet State: If the American Republic decides to puppet Texas following the Texan Troubles instead of making them a state again. Some in the American Republic are uneasy with this arrangement, but it will appease the Texans wanting independence.
